The Global Health Supply Chain – procurement and Supply Management Ethiopia
Background
The purpose of the Global Health Supply Chain-Procurement and Supply Management (GHSC- PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG) funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President's Emergency Plan for AIDS Relief (PEPFAR), and Population and Reproductive Health. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives: •
Purpose
The Procurement and Logistics Officer supports daily project office activities by ensuring that the project office has all supplies necessary for smooth and continuous operations, assisting the procurement and logistics officer in overseeing the procurement of all necessary project equipment and office supplies.
Principal Duties and Responsibilities
As Procurement and Logistics Officer for the GHSC: -PSM Ethiopia Program, the employee is responsible for the following principal duties and responsibilities:
Receive approved Procurement Action Requests (PAR) for procurement of goods and services.
Assist in collection of proforma invoices and present to the Procurement and Logistics Officer for further processing of approval.
Assist in Organizing and coordinating of project activities like meetings, workshops, conferences, exhibitions etc
Assist in monitoring the inventory of office equipment, regularly record and update equipment inventory, and request additional equipment as necessary, in accordance with Chemonics policies and procedures.
Assist the Office mgt. specialist in issuing tickets for International and domestic travel and hotel accommodation for PSM staff and partners in line with the Chemonics travel policy.
Support field teams with various administrative resources required to properly conduct their duties.
Facilitate and follow up of visa issuance/approval process from immigration office, work permit process for expat, project license renewal and any other related job task
Inquire with procurement units immediately for further specifications / SOW if the PAR is not clear.
Assist in preparation of vendor selection or absence of competition memoranda.
Deliver purchase orders (PO) for collection of goods.
Collect purchased items from vendors and submit.to the storekeeper, with required inspection of goods documentation.
File and maintain all procurement documents, both physical and electronic, in an orderly manner for control and reference purposes, in accordance with Chemonics filing system.
Assist in payment of vendors:
Update and maintain procurement tracker.

This short-term position will be based in Addis Ababa, Ethiopia, with intermittent travel to the program's target regions as required.
Supervision
The Procurement and Logistics Officer will report to the GHSC-PSM Office Management Specialist.
Job Requirements
Qualifications
BA degree in Purchasing and Supplies Management or any business study with relevant mix of experience and education,
At least 3+ years of experience,
Experience working in Supplies and procurement management,
Experience working in USAJD funded projects,
Computer skills, particularly in MS Office software, word processing and spreadsheets,
Excellent interpersonal and writing and oral communications skills; proven diplomatic and public relations skills
Fluency in English required.
