Job Description
ECDD is an Ethiopian Civil Society Development Organization that works with other organizations to promote, facilitate, and build organizational capacity to make mainstream government and non-governmental service delivery and development programs accessible to persons with disabilities. ECDD has six program priorities: disability rights, inclusive health services, inclusive education, inclusive livelihoods, social inclusion and protection (SIP), and inclusive humanitarian assistance and emergency response. ECDD has its Head Office in Addis Ababa, and Regional Program Offices in Tigray, Jigjiga, Oromia, Sidama, Amhara, and Southern Ethiopia Regions. At the Regional level, all ECDD programs and projects are managed by Regional Program Managers.
Description of the Project
Currently, ECDD is implementing a four-year (2022-2025) project entitled Advancing Disability Voice, Rights Advocacy and National Coordination in Ethiopia (ADVANCE) in Bahir Dar (Amhara), Adama(Oromia), Hawassa(Sidama), Dilla(Southern Ethiopia), and Addis Ababa City Administration. The overall objective of the project is “persons with disabilities are aware of their rights, have their rights respected, and enjoy an improved quality of life and opportunities with the adoption and implementation of inclusive laws, policies, practices, and effective coordination mechanisms”.
The Project aims to address the rights of persons with disabilities improving the capacity of Organizations of Persons with Disabilities (OPDs) to lobby and advocate disability rights, stronger national and local coordination mechanisms are created for effective UNCRPD monitoring, disability rights promotion, and collaboration among key stakeholders, and enhance the capacity of public authorities. The project advocates the protection and promotion of the human rights of persons with disabilities in the country. The project also supports the enactment of relevant laws, policies, and procedures including comprehensive disability law in the country. The project also supports key democratic institutions that have key roles in the democratization and promotion of human rights including national human rights institutions, parliament, and key justice sector offices.
Description of Tasks
The ADVANCE Project Coordinator is based in the ECDD Head Office in Addis Ababa and works under the overall authority of the ECDD Executive Director and direct supervision of the ECDD Program Director and Deputy Program Director. The Project Coordinator is responsible for planning, coordinating, implementing, supervising, monitoring, and reporting all ADVANCE Project activities in the target areas, in close collaboration with the ECDD Regional Program Managers, OPDs, and the donor (FELM) in conformity with all FELM and ECDD policies, priorities, systems, and procedures.
Specifically, the ADVANCE Project Coordinator:
1. Promotes disability rights throughout the implementation of the project in each target city in creating synergy between government, OPDs, and CSOs operating in various sectors in the target cities.
2. Prepares and implements an Annual Detailed Implementation Plan of Project activities, together with ADVANCE project officers and in consultation with the ECDD Program Director and Deputy Program Director, training officer, ECDD Regional Program Managers, OPDs, respective Government Offices, and partner CSOs.
3. Prepares MoUs with partners, and plan and coordinate all ECDD Project activities in each region with collaborating CSOs, and OPDs partners according to the Work Plan.
4. Establishes and support Program Implementation Teams (PITs) at Regional, Municipal, Zonal, and Woreda levels, chaired by the Head of the Bureau/Office of Social and Social Affairs, and composed of representatives of health, education, and women and children’s affairs bureaus/offices, and partner CSOs, FBOs, and OPDs involved in ECDD program/project activities.
5. Working in close collaboration with the ECDD Program Director and Deputy Program Director, support and coordinate ADVANCE activities with the ECDD Regional Program Managers in the target Regions, as well as other regional Project staff and consultants, guiding and monitoring their implementation of all Project activities in the Regions.
6. In collaboration with the ECDD M&E Manager, coordinate all survey research activities, data collection, and reporting in the target Regions, to measure the impact of ECDD program/project activities, in terms of changes in the quality of life of persons with disabilities, and changes in disability rights related efforts.
7. Working in close collaboration with the ECDD Admin and Finance Manager, oversee all Project-related admin/finance functions of the ECDD Regional Program offices, including the preparation of annual Project budgets, the purchase of Project equipment, the management of Project financial resources/assets, and the monitoring and reporting of proper Project budget utilization.
8. In collaboration with the ECDD Training officer, coordinate the planning and implementation of Disability Rights Training, and other training for personnel of collaborating Government Ministry, Bureaus and Offices, EHRC, ELDA, as well as CSOs, and OPD partners in the target Regions.
9. In cooperation with the ADVANCE M&E Officer and the Project Finance Officer, promptly prepare and submit periodic plans and narrative and financial reports on the progress and results of Project implementation to the FELM and Regional BoFED, BoWSA, and other regional partner offices.
10. Collect, document, and disseminate examples of good practice and lessons learned, and organize an annual regional Learning and Sharing Workshop in each Region.
11. Act as the ECDD Focal Person for all communications with the FELM Staff.
12. Represent the ECDD ADVANCE Project in national and regional platforms, meetings, consultations, and other events, as directed by the ECDD Executive Director, and/or Program Director and/or Deputy Program Director
13. Ensures ECDD’s Child and Adults-at-Risk Safeguarding Policy, Protection from Sexual Exploitation and Abuse (PSEA) Policy, Code of Conduct, and other policies are respected by all parties working with the project such as collaborating Project partners, volunteers, consultants, etc.
14. Ensuring compliance with FELM rules and regulations during the implementation of the project; Ensuring activities’ implementation according to donor’s prescriptions, ensuring the sustainability of the project, and following criteria of good performance.
15. Provide visibility and communication materials, and document good practices of the project's success in collaboration with ECDD’s staff. And, overseeing the implementation of visibility actions foreseen by the project, assuring compliance with FELM guidelines.
16. Participate and support various business development activities of ECDD together with other proposal development teams
17. Serve in various ECDD Committees upon assignment of ECDD Executive Director
18. Undertake such other tasks as may be assigned by the ECDD Executive Director and/or Program Director and/or Deputy Program Director.
1. Education: – LLM in Human Rights, MA in Social Work or Sociology, and minimum 5 Five Years of related experience in donor-funded development projects.
2. Good understanding of domestic laws, policies, and strategies, UN Human Rights Conventions, and Sustainable Development Goals and knowledge of government structures and other organizations active in the Regions.
3. Previous professional experience working with the rights of persons with disabilities is advantageous.
4. Highly developed interpersonal and communication skills.
5. Strong computer skills are required.
6. Competence in the use of computer applications, proposal writing skills, excellent communication and interpersonal skills, fluency in writing and speaking in English and Amharic or Ethiopian Sign Language, and Skills in other Ethiopian languages desirable.
Language Skills
Fluency in English both oral and written is required.
Fluency in Amharic and/or Afaan Oromo languages is advantageous
