Job Purpose:

The Partnership Coordinator will be key in fostering and promoting a culture, attitudes, values and skills conducive to collaborative partnerships throughout the country program, based on a clear and shared understanding of Partnership policy, strategy, role and approach, and core partnership principles. Under the leadership of the Programme Quality Director, the Partnership Coordinator will work closely with wider Country team and partner organisations.

The position holder will adhere to the standards of conduct outlined in the Concern Code of Conduct and Programme Participant Protection Policy (P4).  As part of the Concern P4 responsibility the position holder will: 

  • Support and promote the standards outlined in the P4 and the Concern Code of Conduct to their team, partner organisations and beneficiaries, and be committed to providing a safe working environment; and 

  •  Contribute to the establishment of preventive measures to reduce the potential for abuse in Concern programme.

Main Duties and Responsibilities 

Promote Effective Partnerships

  • Collaborate with directors and technical coordinators to drive processes to ensure Concern develops and maintains a detailed working knowledge of local actor’s landscape in Ethiopia, and establishes, builds and maintains a network of strategic partner relationships, including with women-led organizations.

  • Collaborate with Area coordinators and Technical coordinators to proactively identify and create communication with  local actors for potential partnerships 

  • Work with program quality director to ensure that partnership is appropriately integrated into all new program development and support the development of new program concepts that prioritize partnerships.

  • Lead in Concern’s  engagement  with CSO, INGO, government, private sector and UN partnership networks and coordination forums, and promoting working in  partnership 

  • Support the country team to advocate with donors to promote approaches and requirements that are responsive to the priorities and realities of local actors

  • Actively engage in and help drive country office partnership initiatives, including participating in working groups and thematic meetings on partnership approaches and practices, identifying opportunities for systems improvements, and coordinating to ensure a coherent, efficient and effective joint approach to partnerships.

  • Document learning from Ethiopia’s engagement and collaboration with partners and share with Concern Worldwide globally where appropriate.

  • Ensure partners are fully aware about the compliance requirements and ensure consistent implementation as per donor, organizational and other applicable standards. This includes compliance on implementation timeframes, and procurement conditions, expenditure eligibility conditions, reporting requirements, budget amendments, cost or no cost extensions, and so on).

  • Support in providing and organizing capacity-support, workshops,  and other gatherings liaising with HO technical leads , human resource, logistics, and finance unit

  • Support in enhancing partners visibility in the area of partnership 

  • Establish effective management tools and approaches with partners, based on the principles of shared accountability, mutual respect, shared responsibility and transparency.

  • Coordinate with the MEAL coordinator, other team members and potential consultants, as well as with partner staff, to conduct the baseline, evaluation of project activities, documenting lessons learned through case studies and review workshops.

Partnership Management

  • Ensure partners are fully aware about the compliance requirements and ensure consistent implementation as per donor, organizational and other applicable standards. This includes compliance on implementation timeframes, and procurement conditions, expenditure eligibility conditions, reporting requirements, budget amendments, cost or no cost extensions, and so on).

  • Support in providing and organizing capacity-support, workshops,  and other gatherings liaising with HO technical leads , human resource, logistics, and finance unit

  • Establish effective management tools and approaches with partners, based on the principles of shared accountability, mutual respect, shared responsibility and transparency.

Partner Support and Capacity Sharing

  • In coordination with respective Concern staff, follow up provision of technical assistance and capacity development to partners to ensure project implementation is carried out in accordance with programme approaches, international humanitarian standards (e.g. Core Humanitarian Standards, SPHERE), etc.

  • Identify and work with program quality director on organizational development endeavors' for local partner.

  • In coordination with the Programme Quality Coordinator director , Accountability Advisor and Safeguarding focal points, support partners to ensure that accountability mechanisms are embedded into their programming, with functioning communication methods and feedback handling mechanisms in place (which are in line with or equivalent to Concern’s Complaints & Response Mechanism (CRM) and safeguarding procedures/policies).

  • Organize exchange/ learning visit between partners

Staff Performance Management, Learning & Development

  • Hire, supervise, and build the capacity of partnership team members in relevant technical and management competencies.

  • Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews.

  • Ensuring that the unit is appropriately resourced, structured, and the recruitment, performance management, and professional development of partnership unit staff. 

  • Develop and implement remote management capacity building approaches to build the strengths of Concern teams at Field office.

  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.

  • Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.

  • Look for opportunities to support staff in their career growth, Identify, train and develop capability and capacity of staff where appropriate. 

Representation and additional tasks:

  •  Perform gap-filling role in the Country office and other locations, when necessary

  •   At the request of line manager and as part of learning, take responsibility for miscellaneous projects not falling under responsibilities underlined in this job description

Job Requirements

Qualification

  • 6/8 years of related experience with postgraduate or with first Degree respectively. A degree in any field relevant to Project/Programme Management, Compliance, Organisational Development, Strategic Planning, Systems Development, Governance, Monitoring, Evaluation, Accountability & Learning.

  • At least 4 years of management experience.

  • Experience working in diversified team

Desired: 

  • Experience working in an international NGO. 

  • Experience in more than one of the areas of Programme Management, Administration and Finance.

  • Proven management skills. 

  • Computer literate. 

  • Project management experience. 

  • Donor standard proposal and report writing skills 

  • Excellent representational skills.
