LOCATION: Robe town/Bale FO
GRADE: 4A
Contract Length: 6 months
Child Safeguarding: Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people
JOB SUMMARY
Under the Supervision of the MEAL Coordinator the position holder will also be the main focal point and the go-to person for Resilience.
Under the guidance and technical support of the program managers/ coordinators, the MEAL Officer is responsible for multiple project monitoring, evaluation, accountability, and learning-related activities at the Bale Field Office.
S/he is expected to monitor projects’ progress, provide quality and timely information to program managers/Coordinators/Officers to guide his/her decision-making, maintain project data by administrating the project database, ensure accuracy and completeness of information coming from the field, document project best practices and assist program managers/coordinators/ Officers in preparing various quality and timely reports.
S/he will be responsible for guiding and supporting the Field Office Project team to effectively monitor program implementation in all the target areas.
Ensures all the required program data are captured using database /system, tools, and formats developed for the purpose and maintained in the Project database, including data related to surveys /assessments and operations research.
Guides /supports the Field Office Project team based in their implementation area to properly understand and use the database, tools, and formats developed to capture project data; and provides continuous constructive feedback on the quality of data to ensure data quality.
Reviews the completeness, accuracy, and timeliness of data reported from the Project team, and provides feedback that helps quality improvement.
Ensures the Projects database is up to date, and properly maintained with a system for periodic backup.
Conducts regular field visits with the Projects team and Project Coordinators to support the quality and timeliness of project deliverables.
Produce regular reports from the database on selected indicators. Analyses data for selected indicators to support decision-making at the Field level.
Provide timely information and report on agreed-upon indicators to inform Project implementation.
Compiles /organizes and maintains case studies and lessons from field-based staff for use in periodic reports.
Ensures all Project related documents and information are systematically organized and stored in a separate folder, with appropriate backup.
Closely work with the Program Managers, and Field Level Coordinators to build the capacity of field-based staff on ongoing systematic analysis and use of data for decision-making.
Contribute to the development and review of relevant training materials, job aids, questionnaires, and communication materials as necessary.
Assist the MEAL coordinator and program manager in preparing program/project status reports required for management, donors, and other partners.
Develop Quality Benchmarks and monitor QBMs every quarter.
Ensure Accountability/Information Sharing mechanisms are put in place to provide timely and relevant information about the project to children and communities.
Establish multi-entry complaint/feedback response mechanism/CFRM/ and regularly collect complaints/feedback, fill in the CFRM database, and report upward for management action.
Complaints/feedback obtained from the project are tracked and yes.
Perform any other related tasks assigned by the unit head/his or her supervisor.
Supporting government and donor reports
Support Government project agreement and MOU writing
Reporting Requirement
Preparing quality and timely FO MEAL reports to the Field Office MEAL Coordinator, on demand, and Program staff when necessary, detailing all MEAL activities.
Participate in M&E meetings and working groups representing the Projects when assigned by the Immediate supervisor.
Perform any other related tasks assigned by his or her supervisor or delegated person
A minimum of 2 years’ experience in MEAL and preferably in the INGO environment, including significant field operations experience running both development and emergency programs.
BA Degree or equivalent in MEAL, statistics, Development Studies, or other related fields.
Knowledge of key institutional donors and their compliance requirements in respect of the MEAL system
Highly developed interpersonal and communication skills including influencing, negotiation, and coaching.
Experience in solving complex issues through analysis, the definition of a clear way forward, and ensuring quality and accountability
Commitment to Save the Children values.
Ability and willingness to change work practices and hours in the event of major emergencies including traveling at short notice and for extended periods
Highly organized with good administration skills for order and information management, able to develop filing systems.
Ability to use updated software applications and databases to analyze and intemperate data for information
A high level of computer literacy (word, excel, PPT, etc)
Desirable
Excellent communication & interpersonal skills and Computer skills, especially Microsoft Office
Fluency in the Local language is preferable
