Background
Ethiopian Public Health Institute is a technical arm to the Ministry of Health mandated to undertake public hEPHI is primarily mandated to lead, and coordinate the prevention and control of public health emergency activities, build the capacity of health laboratories, provide referral laboratory testing services for public health emergency management, healthcare services, and undertake reference testing and undertake researches on priority public health and nutritional problems, programs. To achieve its strategic objectives, EPHI works in collaboration with global health development partners through signing contract of grants and projects. One of global partners is Global Fund, working in TB, Malaria and HIV programs entering agreement with the Ministry of Health. EPHI is the sub-recipient from MOH for strengthening and networking of laboratories and project agreement has made for three years from 2024/25-2026/27.The Grant Management Specialist in need to hire is to manage and coordinate this project under the guidance and supervision of Strategic Executive Affairs of EPHI.
Roles and responsibilities
Develop detailed plan, schedule, timelines and financial plan (budget), with executing directorates in order to produce planned deliverables, and meet project objectives on deadline
Coordinate overall GF project management activities, in accordance with the global fund terms and conditions
Facilitate MOU signing with the Ministry as per the agreed plan for timely fund disbursement to each implanting directorates and regions
Monitor implementation progress, track effective resource utilization at all level and report timely resource absorption as per the agreement
Create and maintain comprehensive project documentation for subsequent internal and external oversight for clean and transparent project management practice
Develop with other teams clear standard operational procedure for global fund activities implementation to ensure activities are in-line with EPHI policies and guidelines
Work closely to MOH Global Fund grant coordination teams for status updating and current adjustments
Review budget request against the plan to ensure the implementation of activities in accordance with the grant agreement and taking remedial action any delays
.Undertake periodic joint supportive supervision with other team following the annual plan of Strategic Executive Affairs to ensure overall effective grant and project management
Prepare Global Fund programmatic, financial and management periodic indicator based report as per the Global Fund guideline and submit to EPHI management & MOH through Strategic Executive Affairs Office
Support regions in GF activities implementation, budget utilization and report preparation and submission through desk communication and field visit.
Participate in undertaking GF review meeting with the implementing directorates following the annual plan
Develop and coordinate Prepare and Submit annual procurement planof GF to and sin collaboration with the EPHI Procurement and finance teams and follow its implementation. .
Facilitate timely external auditing of the project in accordance with the terms and condition of the project
Job Requirements
Desired skills and experiences
Proven work experience as a project Coordinator, grant management or similar role in health related sectors
Analytical and conceptual skills to plan project budgets, timetable agreed activities and oversee staff activities.
Excellent communication and training skills.
Good team player, flexible and capable of working with a multidisciplinary team.
Good computer skills, including familiarity with Microsoft Word and Excel are essential.
A practical, pragmatic person able to exercise initiative and sound judgment, who will work at every level to get the job done.
Credible person who can influence at all levels and a solution orientated person.
Understanding of the financial principles of research institute and development partners and donors.
An ability to prepare and interpret flowcharts, schedules and step-by-step action plans
Solid organizational skills, including multitasking and time-management
