Position:                      Regional  Early Warning Coordinator 

Duty Station:                Mekelle

Duration of Contract: One-year contract, renewable (with 60 working days of Probation)

POSITION SUMMARY: 

 Responsible for planning, implementation, monitoring and reporting of the Early Warning activities planned in the APT as per the expected standards and timely reporting, sharing and documentation of the reports and data. Ensure that the People we serve are properly  targeted as per the standards and the new initiatives are implemented. Represent FH at Regional level and participate in various meetings and submit updates to the FH head office.

Principal Responsibilities

Key Result #1 – Planning, Implementation and Coordination

  1. The Regional Early Warning Program Coordinator will be responsible for coordination of early warning program activities planning, and implementation, in collaboration with AP staff in a way that ensures to be on Promise.

  2. Represent and take part in any regional assessment at regional level in collaboration with  stakeholders.

  3. Lead, follow up and provide technical support on the implementation of the vulnerability-based targeting (VBT), need estimation and organize capacity building training for all  area program staff and partners. 

  4. Ensure that the targeting is as per the expected standards and fairly inclusive of people with disabilities.  

  5. Attend coordination meetings representing FH which will be organized by the donor or government at regional level and submit updates to his/her immediate supervisor

  6. Organize Zonal and Regional level quarterly review meetings and share the proceedings to FH head office

  7. Facilitate Regional and Zonal level EW related training in consultation with HO EW manager. 

  8. Support AP’s at the regional level procurement of various program supplies and equipment. 

Key Result #2 –Monitoring, Reporting and Partnership/networking

  1. Ensure that the EW program activities are monitored, evaluated and the monitoring reports are produced and submitted timely in collaboration with the MEAL team.

  2. Report any program incidents such food sales, diversion, mismanagement of resources to senior program managers

  3. Responsible for follow up, compile and documentation of the context monitoring data and  submit to the EW manager on a monthly basis and ensure that the interactive Voice Response (IVR) data reporting is well functioning.

  4. Compile periodic EW reports and submit them to the head office timely

  5. Ensure that the monthly EW report with its advisories/recommendations shared by consortium lead (CRS) is timely shared with the appropriate regional, zonal, Woreda government counterparts and APs.

  6. Oversee and technically support the fast on-set hazards assessment. Receive and compile fast on-set hazards reports, and its impact and other related reports and submit them to the office.

  7. Coordinate and Work closely with Early Warning Program Manager, coordinator and ensure that the program purposes are met.

  8. Coach and provide technical leadership role to area program level  staffs

  9. Perform other assignments and duties assigned by the immediate supervisor 

  10. Liaison and ensure partnership with the Regional government relevant sector offices

Education and Experience

  • BSc/BA Degree in Agriculture, Agriculture Extension, Disaster Risk Reduction, NRM, Climate change or in other related fields of study.

  • MSc in the above listed disciplines is preferred

  • 5 years related experience in a relevant position Preferably in INGO Setting is an advantage.

Supervisory Responsibility

⮚The position has supervisory technical responsibility over the early warning team across the region. 

Language

⮚ Proficiency in spoken and written English and the country’s local language (s)

Encourages staff to adopt safe and secure practices. Ensuring that updated personnel information related to safety (Record of Emergency Data) and security management are kept in Human resources.

Gender Responsibility

⮚        Provide adequate time to staff to participate in gender sensitivity workshops and related events.

⮚        Through observation, interviews, and spot-checks, ensure that the staff planning process is gender sensitive.

⮚        Build a better gender balance in staffing through affirmative action.

⮚        Observe if women staff are as involved as men in high-profile activities such as interaction with visitors and chairing meetings, and take corrective action if warranted.

⮚        Encourage female staff to participate in external networks (local and regional), as well as seminars and cross visits.

Facilitate open and regular discussions with staff on about the work environment, policies, and values convenient to gender issues.
