Brief Organizational Introduction and Project Overview:
REACH Ethiopia is a nonprofit organization registered as an Ethiopian Residents Charity, dedicated to community development through innovative projects. Since 2013, it has implemented community-based TB care and integrated health service projects in Sidama, Central Ethiopia, South Ethiopia, Tigray, parts of Oromia and Afar Regions. Currently, in collaboration with the Ministry of Health and Regional Health Bureaus, REACH Ethiopia is implementing various projects including new project called USAID- Urban TB LON-II SWIF TB Initiative.
The USAID URBAN TB LON II- SWIF TB Initiative is an ambitious initiative aimed at addressing the high burden in the TB triangle of Ethiopia. Focused on 87 woredas in 10 zones across four regions, the Initiative's primary goals include implementing high yield interventions to identify missed TB cases and break chain of transmission, delivering patient-centered care, and fostering innovative solutions to combat TB. This Initiative is pivotal in enhancing TB detection and treatment, with an overarching aim to reduce TB prevalence and mortality in the TB triangle area.
Position Summary:
As the Regional cluster manager for the USAID URBAN TB LON II- SWIF TB Initiatives, the incumbent will lead and coordinate the implementation of project activities across the designated zones of Sidama, Gedio, Borena, Guji, West Guji, and Gurage. The Cluster Manager will provide overall technical support and guidance to the field technical and operations team, ensuring the effective execution of the Initiative’s strategies. This role will involve strategic and operational planning, leading initiative activities, enhancing stakeholder engagement, and managing daily project operations. This position requires a committed and dynamic individual with expertise in public health program management, particularly in tuberculosis control and experience in working with USAID Projects. The Technical Director will work closely with the SWIF-TB Technical Director and Operations staff to ensure the effective execution of project activities and achievement of project goals.
Strategic and Operational Planning:
Actively participate in the development of the annual work plan.
Develop and implement operational plans for the SWIF TB Initiative.
Ensure that the project’s goals and objectives align with USAID’s mission and the national TB control strategy.
Lead the planning and execution of innovative interventions to address TB in both high and low burden areas.
Collaborate with Zonal Health Departments and Regional Health Bureaus to align plans.
Project Coordination and Implementation:
Oversee and coordinate the implementation of SWIF TB activities in the designated zones.
Provide technical guidance and support to field teams, ensuring adherence to project objectives and timelines.
Facilitate the effective execution of large-scale interventions aimed at combating TB.
Take the lead in implementing the TB Public-Private Mix, ensuring the integration of private healthcare providers into TB control efforts.
Collaborate with the operational team to manage the day-to-day activities of the Initiative.
Stakeholder Engagement:
Represent the SWIF TB Initiative at zonal and regional levels, participating in meetings and forums.
Strengthen relationships with local health authorities, community leaders, and other stakeholders to ensure collaboration and support for the Initiative.
Collaborate with local Civil Society Organizations and ensure their engagement in the TB prevention and control initiative.
Enhance community engagement in TB prevention and control activities to ensure ownership and sustainability.
Collaborate with other USAID-funded projects/activities to optimize resource management and maximize impact.
Participate in regional-level Technical Working Group (TWG) activities, ensuring the active engagement of other team members in their respective areas of TWG focus.
Lead the community-led monitoring activities on the TB program.
Lead efforts to ensure the sustainability and acceptability of the Initiative's interventions.
Monitoring and Evaluation:
Monitor and evaluate the progress of project activities to ensure alignment with project goals and USAID requirements.
Identify challenges and provide timely solutions to improve the implementation and outcomes of the Initiative.
Prepare and submit detailed progress reports to the SWIF TB Technical Director and relevant stakeholders.
Contribute to the Initiative’s knowledge management by documenting best practices and lessons learned.
Work closely with the M&E and CLA teams for the smooth management of M&E activities.
Team Leadership and Management:
Supervise and mentor field staff, fostering a collaborative and high-performing team environment.
Conduct regular team meetings to review progress, address challenges, and plan future activities.
Promote a positive and productive work culture within the team.
Collaboration with the Initiative Central Team:
Work closely with the REACH Ethiopia operations and administration teams to manage project logistics, finances, and human resources.
Ensure that all project activities comply with REACH Ethiopia’s policies and USAID guidelines.
Participate in the Initiative Advisory Group to support effective management and the development of innovative ideas.
Support the integration of SWIF TB activities with broader organizational initiatives and strategies.
Other Tasks as assigned by immediate Supervisor
Qualifications:
Medical Doctor (MD) or bachelor’s degree in public health with a Master’s degree in Public Health or a related field.
Minimum of 6 years of experience in project management, preferably in TB or other public health programs.
Proven experience in leading and coordinating multi-sectoral projects and managing field teams.
Strong understanding of the national TB prevention and control program.
Fluency in English and Amharic is essential.
Excellent communication and interpersonal skills, with the ability to engage effectively with a range of stakeholders.
Demonstrated ability to work independently and manage multiple tasks simultaneously.
Familiarity with USAID project management and reporting requirements is highly desirable.
Proficiency in Microsoft Office applications and project management tools.
Knowledge of at least one of the languages spoken in the implementation areas is an asset.
Willingness to travel frequently to the designated zones and Woreda’s.
