Reports to: Child Protection Coordinator

Line Manager: None 

Project Overview:

The project “Ten4All (T4A): Moving toward the achievement of OSS 10 through enhanced protection, education and socio-economic integration of young migrants, returnees and people at risk of unsafe migration in East Haraghe and Dire Dawa zones, Ethiopia” funded by the Italian Agency for Development Cooperation (AICS) 

KEY AREAS OF ACCOUNTABILITY:

  • Identification

  • Conduct structured identification exercises and updates on the child protection situation in the designated zone relating to unaccompanied and separated children and other vulnerable children 

  • Ensure coordination and confidential information sharing with CP officer, implementing partner organizations and community-based child protection groups and networks, as well as relevant stakeholders in the camp 

  • Identify missing children and children who need family tracing services 

Case Management

  • Conduct the registration of unaccompanied and separated children and other vulnerable children. 

  • Establish a trusting, respectful working relationship with the child, family and community and record basic information about the child using the relevant forms. 

  • Conduct the assessment and documentation of unaccompanied and separated children and other vulnerable children. Work with the child, family and community to: 

  • Understand the nature of the child/family’s needs and problems. This entails assessing the risks to family members plus the strengths of the child. 

  • Help identify the goals and the services or assistance they is needed and help obtain those services. 

  • Conduct the case planning for unaccompanied and separated children and other vulnerable children. Work with the child, family and community to develop a Case Plan 

  • ensure a comprehensive record of the case. 

  • Under the supervision of the CP Officer and following the evaluation (if the goals have been met and there are no new problems), close the cases of unaccompanied and separated children and other vulnerable children. 

Work with the child, family and community to: 

  • Provide direct service (e.g. PFA, mediation, skills building & giving resources) 

  • Link the child and family with the needed services (referrals) and coordinate multiple services (case conference) Fill Best Interest assessment, full registration, other vulnerability assessment formats and responsible to update the cases of children under his/her supervision. 

  • Participate at the BID panel 

  • In the case of urgency and prioritized vulnerability, social worker will refer cases for the immediate support to available services in the camp. 

  • Regularly follow up to ensure all services and action points listed in the case plan are carried out within agreed time frames and ensure that progress is regularly reviewed.

  • Regularly monitor and support to children and families through home visits, providing guidance, advice and emotional support, community mediation and referrals.

  • Manage cases in line with SOPs, adhere to standard documentation processes and follow best practice guidance. Regularly document cases using case inter agency standard forms to update databases to 

Work with the child, family and community to: 

  • Informs the child and the family of the new relationship and the conditions under which they may be accepted again for assistance. 

Case Coordination

  • Liaise with other thematic response areas in the locality such as health, education, gender protection to ensure coordinated multi-sectoral support for unaccompanied and separated children and other vulnerable children and their families. 

  • Identify capacity building needs of relevant service providers on child protection and referral pathways. 

  • Share all information in timely and confidential manner. Reach out, support 

  • Organize community awareness sessions, child led group discussions and closely work with child protection committees. 

  • Identify individual cases through regular presence in the community and accept referrals from other agencies and community partners. 

  • Facilitate peer-to-peer support groups where appropriate. 

  • Work with supervisors and CPOs to arrange case conferences for complex cases and ensure children receive multidisciplinary support. Principles 

  • Ensure not to spread gossip or other ways of sharing confidential information about children or identified cases to parties other than those strictly involved.

  • Children´s records, attendance sheets, case forms and other confidential data will be kept by community social workers assigned to the CFS and shall not be shared to any external person, community member or to any organization/government line agencies without prior consent of the concerned child or CP officer.

Job Requirements

  • BA Degree or Diploma in relevant discipline.

  • A minimum of 2 years’ experience working in international humanitarian and/or development NGOs, preferably with displaced/migrant/Vulnerable children and populations. Other:

  • Technical experience and experience in migration, protection and/or livelihoods programming. 

  • Prior experience in other programs including child protection/Humanitarian/migration response
