Currently, the DCA Ethiopia Office is looking for a competent IT and Database Officer. The IT and Database Officer develops and maintains complex database applications for the department/program with a focus on the project's purpose; designs, develops, and provides queries and reports from the database to meet the project's specified needs to run the project.

Position Objective

Purpose

• Engage in e-voucher projects roll out including application set up, card printing, activation/deactivation, adding and managing other similar activities in the database.

• Lead the design and roll out of the digital payment system or e- voucher and associated tracking.

• In consultation with relevant supervisors, define user’s role and right for database utilization and provide support for staffs in using database.

Engagement

• Monitoring and maintaining computer systems and networks.

• Handle the required communication with the service provider as well as closely work with country and head quarter-based teams.

• Deploy utilization of the database on smartphone and other mobile apparatus.

• Work with relevant staff to set up and ensure availability of regular database back up and provide troubleshooting support in case of problems.

• Provide technical advice and support for the team on the use of digital service and ensure the functionality of the E-Voucher database.

• Monitor the proper utilization of computer software in the office, ensure all anti-malware application are up to date and provide IT troubleshooting support when needed.

• Handle the quality of data entry and validation and ensure the quality of the beneficiary and vendors data online.

• Build the capacity of staff who involve the digital payment system such as fresh food e-voucher. 

• Lead the encoding of beneficiary data into the REDROSE Cash payment system, and linking the application with the upcoming requirements (from donor side) 

• Assist in the data cleaning of beneficiary data processing.

• Assist in printing, activation of beneficiary e-voucher smartcards.

• Support in the documentation process of e-voucher management and beneficiary data. 

• Handle complaints recorded by field officers and market facilitators.

• Conduct field level on spot support when needed.

• Ensure a strict synchronization schedule is followed and give support in the process.

• Monitor the use of mobile phones and ensure the readiness of mobile phones for use every day.

• Provide technical capacity building training for fresh food vendors and field workers.

Delivery

• Ensure Red Rose online plat form database is functional including designing installing/configuring, administering, and maintaining the database as required.

• Ensure that the compliant received related to e-voucher are responded on a timely manner.

• Assist in designing, installing/configuring, administering, and maintaining of hardware and software related issues.

• Assist in troubleshooting system and network problems and diagnosing and solving hardware or software faults.

• Assist staffs technically in operating MS office suite applications, proper usage of organizational ERP websites.

• Assist installing and configuring computer hardware operating systems and applications.

• Assist in designing and installation of LAN networking activities.

Job Requirements

• BSc in Computer Science, Information Technology, and related information management fields.

• At least more than 2 years of relevant experience in database management, experience with red rose is plus.

• proven working experience in data cleaning, data analysis using advanced Excel features.

• Proven experience in providing IT support services.

• Preferred experience working with refugee beneficiary related data management.

• MDC and linking skills.
