We are looking for a Lead, Area Office to enhance PSI Ethiopia’s contribution and impact in improving access to affordable and quality health services in the respective Area by (i) leading the integrated implementation PSI/E programs in the specified Area reaching all towns within the Area Office; (ii) ensuring the efficiency, timeliness and quality of project implementation within the respective Area; (iii) overseeing all administrative and support operations including accounting, finance, human resources, administration, logistics, monitoring and evaluation; (iv) building evidence and influencing policy and funding by partnering and engaging with relevant GoE offices in the respective Area; (v) representing PSI/E in the multiple regional and Woreda government structures, implementing partners, NGOs and private sector partners, networking and developing new business in the region; (vi) supporting and following through on the sub-agreement between PSI/E and regional HAPCOs/Health Bureaus; and (vii) ensuring compliance and leading the work plan, budget and invoice review of Local Implementing Partners in the corridor.

Main Duties and Responsibilities:
Lead implementation of the area office to meet annual program targets and deliverables in subnational units such as towns, woredas and Kebeles (Program Implementation)
Develop annual area office plans including program work-plan, procurement and budget in accordance with overall PSI and program/s strategy and objectives (Planning)
Represent PSI in respective regional relationships, joint planning, implementation, monitoring and evaluation with GoE structures in the regions including sub-agreement between PSI and regional HAPCOs/HBs (Representation)
Own local implementing partners’ work plan and budget development, review and support the head quarter for invoice review; and lead bottom-up performance of LIPs (Work plan budgeting and performance)
Own PSI procedures in the respective area office; oversee area office logistics and administration; ensure strong “dotted line” linkages between area office and headquarters technical, finance and operations staff (Procedure ownership in the IFI office)
Serve as a signatory of the regional office on financial transactions based on the approval limit set and coordinate IFI office monthly budget, advance and liquidation between program and admin/finance staff and contribute to area office standard operating procedures development (Financial oversight and procedure strengthening)
Collaborate closely with head office technical team and operational team both programmatically and administratively including co-location issues (Collaboration)
Coordinate regional-level monitoring, evaluation and learning (MEL) activities including standardizing and rolling up indicators, data collection, supportive supervision tools, and regular data quality assessments of town-level implementation and lead accurate and timely reporting to PSI, GoE and others as necessary (Research and MEL including reporting)
Ensure area office compliance with GoE, donor and PSI rules, regulations and procedures; and facilitate internal and external audit activities where required (Compliance)
Supervise area office staff providing clear job descriptions, annual MBO, ongoing support and feedback, capacity building, and annual performance evaluations (Staff management and Internal Capacity Building)
Timely flag up issues to Partnership and field implementation director of field implementation and other responsible head office staff for timely intervention and support mobilization
Ensure operational excellence of area office and sub IFI offices by securing appropriate support from central office
Perform any other related activities as assigned by immediate supervisor.

Generic Duties of the Position:
Develop and implement the area office operational plans and objectives.
Monitor and ensure proper utilization of the area Office’s budgets.
Identify human resources requirements of the area Office and develop a plan for meeting the requirements.
Lead the development, implementation and review of relevant area office policies and procedures.
Review, approve and submit area office reports to relevant organs.
Support the development of subordinates through periodic performance evaluations, coaching, mentoring, ongoing performance dialogue and feedback.
Manage disciplinary concerns of the area Office staff.
Represent the PSI Ethiopia in external relationships in matters related to the area Office mandate.
Participate in group decision making processes by forming part of different groups/committees at area office level as well at PSI level as advised by immediate supervisor.
Background
Qualification and Experience:
Master’s degree in Public Health, Health Service Management, Economics, Management or related fields with Seven (7) years of demonstrated experience in Ethiopian Health System and/Or NGO setting out of which three (3) years at a Managerial level
OR
Bachelor’s degree in Public Health, Health Economics or related fields with Eight (8) years of demonstrated experience out of which four (4) years at a Managerial level
Demonstrated experience in managing at least two of donor-funded programs: WASH, FP(AYSRH), and NCD programs in remote regional offices, with decentralized implementation across health programs focused on prevention, care and support
Proficient in English, Amharic and local languages (Afan Oromo in this case), both written and verbal communication
Willingness to travel 25% of the time along the assignment area
