Job Description
The Coordination Office for Development Cooperation (CO) at the Austrian Embassy in Addis Ababa has a mandate to implement the bilateral development cooperation between Ethiopia and Austria. The mandate of the office includes policy dialogue and monitoring of project implementation funded by the Austrian Development Cooperation (ADC). Currently, projects in the areas of inclusive governance, resilience building, higher education and humanitarian assistance receive support from the government of Austria.
The Assistant Programme Manager will have the opportunity to contribute to the implementation and monitoring of programs and projects within the framework of the Country Strategy for Ethiopia, practice project cycle management and participate in a wide range of tasks related to all responsibilities of the Coordination Office for Development Cooperation.
Under the overall supervision of the Head of Office (Austrian Development Cooperation Coordination Office Addis Ababa) and the direct supervision of the Programme Manager for Resilience Building and the Programme Manager for Governance, the Assistant Programme Manager will be responsible for the following tasks:
General planning and monitoring of programme activities related to the water and sanitation portfolio (70%) :
Contributes to the implementation of the ADC country strategy for Ethiopia in the two priority sectors Resilience Building and Governance
Assists in project identification, proposal and budget assessments, and preparation of agreements for new and ongoing project phases
Supports project implementation and management with partner organizations
Learns about and assists in assessing project partner narrative and financial reports and audits and providing feedback to the partner organizations
Participates in monitoring/field missions and assist in drafting project monitoring reports
Contributes to program evaluations
Supports ADC’s presence in the resilience as well as the governance donor and sector coordination mechanisms
Assists in organizing events, visit programs, work meetings and field missions
Documentation and communication (30 %) :
Understands ADC’s corporate identity and contribute to documentation and communication of ADC’s work in Ethiopia
Assists in making sure that project partners understand and implement the visibility requirements of the Austrian Development Cooperation
Contributes to keeping physical and digital project records and archiving of closed projects
Education / work experience:
Bachelor´s degree in relevant fields of study (social sciences, natural sciences, finance and accounting or the like); Master’s degree is an asset but not a prerequisite
Between two and four years of work experience in local or international organizations including internships.
Prior experience on project or program management is mandatory
Skills:
Self-motivated, proactive and adaptable personality with excellent communication skills and a commitment to learning and expanding his/her knowledge base
Good MS office skills
Ability and willingness to travel to rural areas
Ability to prioritize work efficiently and productively
Very good command of spoken and written English
Very good knowledge of spoken and written Amharic, other major national languages
