Place: Ethiopian Public Health Institute, Addis Ababa 

Ethiopia is experiencing various public health emergencies. Effective and efficient emergency forecasting, communication, preparedness, and response are crucial to reducing mortality, morbidity, and the impact on affected populations. To achieve this, the Public Health Emergency Management (PHEM) unit requires a competitive and experienced candidate capable of managing and enhancing public health programs, with a focus on improving PHEM data quality, utilization and information dissemination. 

Roles and Responsibilities

  • Provide technical guidance and support on public health matters, including epidemiology, disease control, health systems strengthening, and health promotion.

  • Stay updated with current trends, research, and best practices in public health.

  • Develop and maintain partnerships with relevant stakeholders, including government agencies, NGOs, and academic institutions.

  • Apply public health expertise to evaluate and refine existing emergency management tools and ensure their effectiveness in forecasting and mitigating public health emergencies.

  • Monitor trends in public health emergencies and collaborate with stakeholders to translate findings into actionable strategies for prevention and preparedness.

  • Develop and implement strategies for effective dissemination of public health emergency forecasts to relevant national and regional teams, ensuring timely and appropriate response actions.

  • Collaborate with GIS experts to map areas at risk for public health emergencies, integrating this data into broader preparedness and response plans.

  • Provide leadership in the development of guidelines, training manuals, and capacity-building initiatives for health workers at all levels to improve their ability to respond to public health emergencies.

  • Oversee the integration of early warning systems with national health information systems, ensuring data-driven decision-making at all levels.

  • Contribute to the publication of research findings in reputable journals to disseminate knowledge and advance the field of public health emergency management.

  • Support the development and refinement of surveillance indicators and outbreak thresholds for prioritized diseases and events.

  • Participate in the planning and execution of supervision and assessment activities within the PHEM unit, providing technical guidance as needed.

  • Regularly produce high-quality technical reports, documenting progress, challenges, and key findings related to public health emergency management.

Job Requirements

Required Skills and Expertise

  • Ability to write high-quality reports and public health research.

  • Strong leadership and teamwork skills, with the ability to manage public health programs in emergency situations.

  • Experience in providing training on public health emergency management and data analysis.

  • Hands-on experience with public health data analysis, modeling, and forecasting for early warning systems.

  • Strong knowledge of disease surveillance, epidemiology, and public health practices.

  • Proven ability to meet deadlines and work both independently and as part of a team.

Desired Skills and Experiences

  • Good experience in PHEM data management system 

  • Strong track record in producing and publishing scientific reports.

  • Experience in integrating public health emergency forecasting tools with national health information systems.

  • Effective coordination and management of assigned public health projects/activities.

  • High-quality research reports, documentation, and manuscripts for publication.

  • Enhanced capacity of national and sub-national officers to utilize public health emergency management tools.

  • Regular early warning briefs with actionable recommendations for preventing and mitigating forecasted public health emergencies.

  • Publication of research findings in reputable journals.

  • Continuous improvement of public health emergency forecasting models and tools based on post-prediction assessments.

Requirements

BSc in Public Health, primary health care or any health-related fields with a minimum of 6 years experience working at primary health facilities with a deep understanding of healthcare delivery at the community level, including public health emergency response and management
