JSI is a US-based public health nonprofit organization dedicated to providing high-quality technical and managerial assistance programs throughout the world. In Ethiopia, JSI has been working to improve health outcomes for more than 30 years, implementing more than 60 projects and working in every region. JSI has historically managed a large portfolio of projects focusing on the quality, and equity in access of, HIGH QUALITY HEALTH SYSTEMS services, primary health care (PHC) including community health program, digital health, health information systems (HIS), supply chain management, public health emergency responses, and social and behavior change.
USAID Quality Healthcare Activity (QHA) aims at improving health outcomes through improved readiness of health facilities to deliver quality reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services, increased management and accountability for quality service delivery, and restoration of services in health facilities in conflict-affected areas. QHA's strategies and implementation approaches will help the government of Ethiopia build public and private health care systems that are responsive, resilient, and sustainable. QHA will cover urban and peri-urban primary health care units (PHCU) and referral health facilities in select regions and woredas. The Activity, through funding support from USAID, will be implemented by JSI in collaboration with Institute for Healthcare Improvement (IHI), MSI Reproductive Choices (MSI), Project HOPE, and Network of Ethiopian Women's Associations (NEWA) for five years (May 01, 2023 - April 30, 2028).
The Leadership Development Advisor is responsible for planning and implementing technical interventions of the Activity on leadership development and related areas including overall quality management. The advisor will also be responsible to provide technical assistance to the area implementation team (AIT) and partners, coordinate overall leadership development and quality management, and represent QHA on leadership and quality management related platforms as required.
Work with High Quality Health Systems team lead and other Activity members to meet key milestones and deliverables, monitor, analyze, and troubleshoot any challenges to the Activity’s health system leadership development related implementations.
Develop the health systems leadership development annual plans of the Activity in consultation with the High-Quality Health Systems team lead and other teams of the Activity.
Support the Ministry of Health on the leadership related guidelines, manuals, capacity enhancement, etc.
Provide technical assistance to area implementation teams, partners, government entities and others in areas of health system leadership development.
Represent the Activity in various leadership development related technical meetings, working groups, and conferences.
Write quarter and annual leadership development related reports of the Activity.
Collaborate with other USAID and non-USAID investments on leadership development to capture best practices, identify potential leadership development related interventions for scale up and continuity.
Identify opportunities for and conduct operational research on leadership development in collaboration with MEL and research teams.
Publish documents like technical briefs, lessons learned, best practices in collaboration with knowledge management team and share with stakeholders on different fora.
Participate in the Activity meetings as required and provide updates on innovative/strategic approaches.
Collaborate with the MEL and Communication team to establish a monitoring system (e.g., indicators and data collection methodologies) to track quality and reach of activities; ensure that lessons learned from project implementation inform field discourse and programmatic decisions at all levels.
Support other activities of HQHS like training on quality management and coaching, accreditation related activities, quality measurement and community engagement in quality management.
Perform other duties as assigned by the immediate supervisor.
Minimum of Master’s degree in public health/health service management and related fields with specialized training and/or experience related to leadership development and quality management.
At least 7 years of technical and programmatic experience on leadership development and capacity building.
Certified improvement advisor with experience on leadership development for quality and other technical quality management is preferred
Experience in mentoring and coaching on leadership and quality management.
Strong communication and interpersonal skills.
Able to promote teamwork and effort.
Able to work with minimum supervision.
Effective verbal and written communication and presentation skills.
Proven experience of working along the health system - community, primary health care units and administrative units.
Experience of interacting with local governments, international organizations, other bilateral donor and civil society representatives, and senior level government officials is desired.
Computer skills in word, PowerPoint and Excel and skills in data processing.
Previous experience of working on USAID or related projects.
Being able to communicate with more than one local language is a plus.
