The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person for the position of Generalist Field Officer 2 based in Bahir Dar.

Terms of Employment: 1 year fixed term contract with possibility of extension based on budget availability

PURPOSE

Under the supervision of the Generalist Delegate, the Generalist Field Officer, contributes to defining, implementing, and monitoring ICRC projects and activities – including field work, protection, assistance, cooperation, and contributing to the representation of the ICRC at local level.

GENERAL DUTIES

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement

  • Understands and adheres to the ICRC Code of Conduct

  • Understands the roles of the components of the International Red Cross and Red Crescent Movement

  • Respects and observes staff regulations and security rules at all times

  • Represents the ICRC in a professional manner at all times

  • Develops and maintains a pleasant and conducive working environment with colleagues and line managers

  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC

  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary

ACCOUNTABILITIES AND RESPONSIBILITIES

Field Coordination, Analysis, Security, Networking and Access

  • Under the supervision of the Field Delegate, and working closely with all departments, monitors the humanitarian and security environment within a defined geographic area of responsibility (AoR), and provides clear analysis on developments and emerging trends.

  • Along with the Field Delegate and other Generalist Field Officers, is the first point of contact for all departments regarding the implementation of activities in their AoR. Emphasis is placed on making sure all field teams are aware of conflict dynamics, security concerns and access constraints when designing and implementing activities.

  • Contributes to ensuring a protection-centred, transversal, multi-disciplinary approach to the implementation of ICRC activities in their AoR, in close coordination with Protection and all other relevant departments.

  • Ensures ICRC responds to the needs of vulnerable individuals and populations in their AoR in line with the Delegation and Sub-Delegation priorities and strategic approach.

  • Ensures the field teams understand and comply with Field and Security related procedures and Standard Operating Procedures.

  • Analyses and advises all departments on security and access constraints and contributes to developing necessary mitigations.

Protection Focus

  • Collects, compiles and interprets protection information in their AoR from direct and indirect sources and shares it with Field Delegates 

  • Contributes to the analysis of the protection environment in their AoR.

  • As required, and in coordination with Protection and Field departments, documents Protection cases according to the Delegation’s priorities, and ensures follow-up.

Networking and Communication

  • Identifies and engages with key actors that can impact ICRC’s security, access and operations in their AoR and / or can help the ICRC better understand and respond to the humanitarian and protection concerns.

  • Develops these key actors into a diverse and robust network, maintained through regular interactions. 

  • Builds and strengthens engagement with communities through conducting and supporting individual/group interviews with community members; and ensures proper reporting and information sharing within the ICRC.

  • Particular attention should be paid to accountability to the communities and individuals the ICRC works with and for, and in understanding the situation of women and girls.

  • Contributes to ensuring that the list of key interlocutors is kept up-to-date at Sub-Delegation level.

  • Represents and promotes the ICRC with regard to its activities with all relevant interlocutors, including through OpComm sessions when appropriate. 

Planning and Reporting

  • Timely preparation and submission of administrative documents (Field Trip Requests, travel request, hotel bookings, working advance, etc.) prior each Field Trip.

  • In collaboration with the support departments, organize and follow up on the logistics necessary to each field trip (materials, vehicles, IT, hotels etc).

  • Ensure administrative and financial follow-up after field missions. 

  • Contributes to the preparation of institutional reports, minutes of meetings, key points, and other ad hoc written reporting. These are essential to the coordination and operations follow-up of activities.

  • Drafts a weekly update on the humanitarian and security environment in their AoR.

Cooperation

  • Contributes towards good working relations with the ERCS in the AoR. 

  • Where the ICRC has active collaboration with ERCS ensure the relevant departments are informed and can contribute to joint activities   

Job Requirements

  • University degree in Social Science or similar

  • Minimum 3 years of working experience in similar fields

  • Minimum of two years program/project experience with national/international organizations or other humanitarian agencies or in the private sector

  • Very good command of written and spoken English and Amharic languages.

  • Very good knowledge of the region (geography, culture, politics). Knowledge of other operational areas a strong asset.

  • Solid understanding of federal/regional affairs

  • Very good computer and MS Office proficiency

  • Driving license 3rd grade
