General Information

Reporting to the HMA Chief of Operations (CoO), the HMA Programme Manager (PM) will oversee the implementation and coordination of HI’s Humanitarian Mine Action (HMA) program in Ethiopia. The PM will ensure the efficient execution of planned HMA projects, coordinating mine action teams and activities, tracking progress indicators, and reporting on grant milestones. In addition to these responsibilities, the PM will contribute to strategic development, stakeholder coordination, and resource mobilization under the direction of the CoO.

MISSIONS / RESPONSIBILITIES (but not limited to):

Mission 1: Strategy and Steering

  • Under the direction of the CoO, contributes to the development of HI’s HMA strategy and policies (StratOp)in Ethiopia and plays a leading role in implementing the mechanisms to materialize such strategy.

  • Identify program expansion and development opportunities, including preparing project proposals and concept notes, and sharing those with the CoO.

  • Ensure the integration of cross-cutting issues such as gender, disability, and protection in program planning and implementation.

Mission 2: Program Management

  • Oversee the implementation of the HMA program’s strategic plan, ensuring alignment with HI’s mission and objectives.

  • Ensure the effective management of program resources, including budget oversight and financial management (budget manager).

  • Translates the planning (led by the CoO) into implementation, monitoring, and evaluation of HMA activities to ensure high-quality outcomes and impact.

  • Ensure the implementation of the project, in line with the logical framework and allocated budget.

Mission 3: Team Leadership and Capacity Building

  • Provides support to the HMA program team, ensuring a high level of motivation and performance.

  • Facilitate the professional development of staff through training, mentoring, and capacity-building initiatives.

  • Ensure compliance with HI’s policies and standards, including safeguarding and code of conduct.

Mission 4: Monitoring and Reporting

  • Develop and implement a robust monitoring and evaluation framework to track program progress and impact.

  • Prepares high-quality programme reports to donors, partners, and HI management as required under the direction of the CoO.

  • Ensure the timely and accurate collection, analysis, and dissemination of programme data.

Mission 5: Operational Support

  • Ensure the effective coordination of logistical and operational support for HMA activities.

  • Oversee the implementation of safety and security measures for staff and operations.

  • Manage the procurement of equipment and supplies under HI’s policies and procedures.

Mission 6: Emergency Preparedness and Response

  • Contributes to the program’s emergency preparedness actions and adapts working methods to ensure an effective humanitarian response during emergencies.

Job Requirements

Education:

  • A master’s degree in international/social development, Humanitarian Affairs, Project Management, or a related field.

Experience:

  • A minimum of 3 years in a managerial position, with the same degree of experience in the humanitarian aid sector.

  • Proven experience in program management, including planning, budgeting, monitoring, and evaluation.

  • Experience in working with international donors and managing donor-funded projects.

  • Experience in the HMA sector is highly desirable.

Skills:

  • Strong leadership and team management skills.

  • Excellent communication and interpersonal skills.

  • Excellent computer skills including MS Office, and experience in ArcGIS Pro and Power BI is an advantage.

  • Proficiency in project management tools and software.

  • Strong analytical and problem-solving skills

  • Ability to work under pressure and in challenging environments.

  • Fluency in English is required; knowledge of local languages is an asset.
