Job Description

PIN would like to invite applicants for the position of Driver

Length of Contact: definite Until December 31, 2024 

Place of work: Based in East Wollega, Gida Ayana Oromia Region with frequent travel to the project sites in different regions of Ethiopia

Number required: 1 (One)

Salary: 13,690 (Thirteen Thousand Six Hundred Ninety birr) 

The Driver will be responsible to drive People in need vehicles with in the programme area as well as outside to the programme’s staff as required. The Driver is responsible for keeping the vehicle assigned clean, drives safely as per the driving policy manuals of PIN and treats passengers properly. S/he is also expected to adhere to one vehicle one driver policy of the organization

Duties and Responsibilities

  • Drive PIN vehicles to give service to PIN staff as required and given schedule by the Logs (Fleet officer).

  • Deliver PIN messages to different Organizations, Ministries, and Companies etc.

  • Always carry out basic security checks on the vehicles that he/she uses before starting driving and at the end of the day. (Tyre pressure/condition, battery water, fuel & oil levels, radiator water etc.) 

  • Ensure the vehicle meets the maintenance schedule and should inform the Transport Officer and Chief Mechanic of any faults as and they occur.

  • Maintain neat & accurate record of all journeys in the Daily Vehicle Record Sheet.

  • Carry out the daily vehicle check and inventory.

  • Report immediately any damage or accident to the immediate supervisor/Transport Officer /Senior Safety & Security Officer or Fleet Office following correct procedures in the case of the accident, incident or complaints.

  • Ensure the car is kept clean and tidy always.

  • Assist the expatriate staff in translation/interpretation as requested by the required staff.

  • Ensure that the vehicle is only used for PIN approved purposes.

  • Keep and respect PIN driving regulation as per the PIN personnel manual.

  • Respect traffic regulation as per the Road Transport and Traffic regulation.

  • Responsible for the collection, storage, transport and final delivery of all goods in his/her vehicle.

  • Ensure every passenger wears Safety Belt before start driving the vehicle.

  • Avoid using mobile phones when driving PIN vehicles at any time & place. 

  • Familiarize self to the organizations Policies and apply as per area of responsibility. 

  • Understand and Adhere to all donor’s and PIN’s guidelines and policies, with special focus on safeguarding and protection policies 

  • Perform other assignments corresponding to actual needs of the project, program, support departments or the Country Programme on the request by immediate supervisor, line manager/CMT member.

Specification

Driving and related rules 

  • Driver is responsible for safe and responsible driving & obeying traffic rules. 

  • Drivers must be familiar with valid Ethiopia legislation and observe the following maximum speed limits at all times:

    • 40 Km/h in populated areas

    • 60 Km/h at non-paved roads.

    • 100 Km/h on tarmac

    • All this applicable to favourable conditions only

    • Passengers have the right to request the driver not respecting rules above to slow down to a reasonable speed

  • Driver and passengers are always required to fasten the seat belt. Driver is also authorized not to transport any passengers refusing to wear seat belts. 

  • Driving under influence of any intoxicants is strictly forbidden and will result in immediate dismissal. This is applicable to alcohol, chat or any other drugs.

  • Holding the cell phone or calling when driving is strictly prohibited 

  • Overloading of PIN vehicles with people or cargo is strictly forbidden.

  • Drivers are forbidden to carry any passengers on the back of pick-up vehicles (as Hilux)

  • PIN vehicles are not authorized to carry armed personnel, guns and/or ammunition.

  • PIN vehicles will not carry goods for any individual or agency without first being allowed close inspection of such goods

  • There is no smoking policy at PIN vehicles

  • Night driving outside the city limits is strictly forbidden. Drivers must alert passengers/managers at the time of planning, if sufficient travel time has not been allowed for the journey 

  • All vehicles must have legal registration & insurance and documents relating to these must always be kept in the vehicle.      Drivers must carry their driving license with them at all times.

  • Every driver is financially and legally responsible for the damages on the vehicle or caused by the vehicle resulting from his negligence. 

  • The driver is obliged to respect and fulfil orders of carried passenger if they are not in conflict with above mentioned rules. 

  • Driver is responsible for the security of the vehicle while parking during the day. For overnight, a secured and guarded space has to be arranged.

  • Drivers and passengers are not authorized to use the vehicle for the personal gain (as to transport passengers or goods against a payment)

  • In the event of the vehicle break down, the Logistician has to be immediately informed

  • Unless it’s an emergency situation driver must not drive for more than 8 hours per day and then must rest for at least eight hours before commencing another journey.  Drivers must be permitted 30-minute breaks after every 4 hours or more frequently if required

  • PIN drivers are not permitted to give lifts. However, if the person making the request is a staff or her/his immediate family member or a staff on leave, a local official involved in the programme in some way, or a beneficiary, etc. who needs emergency medical assistance, this may be permitted depending on the availability of seat.  Such permission must be approved by the Program / project managers.

  • Unless otherwise approved by the country director PIN cars will display the PIN Logo.

  • Courtesy rules: drivers must show courtesy to all other road users, and in particular to the elderly, women and children. PIN drivers must work to develop a good reputation on the roads. This may include, but is not limited to:

  • Give all pedestrians the right of way without showing impatience.

  • Giving people and bicycle riders enough time to cross the road without hooting.

  • Not attempting to overtake vehicles that have overtaken you.

  • Allowing horse/donkey carts time and room to manoeuvre. 

  • Being patient with animal herders in both rural and urban areas.

  • Take cautionary measures when overtaking another vehicle. 

  • Not to drive close to the pedestrians with exceptional attention for the children alongside the road

  • Driving in security sensitive areas

  • The driver must check by any means the security of the road before starting the journey and inform people on board 

  • The driver should be always in alert and in a position to make a solution in case any incident happening while on journey 

  • In the event of accident, all employees are obliged

  • Provide first aid to injured people

  • Immediately inform Logistician and Country representative / Security officer

  • In case of serious accident to inform relevant Embassy

  • Call medical assistance and/or facilitate the transport of injured to the nearest health facility

  • If the driver or the passengers are in danger of a physical assault after the accident, they should continue to report the accident to the nearest police 

  • Drivers holiday and compensation leave

  • In order to ensure a proper rest, every driver must utilize his annual holiday regularly. It is mandatory, that every 6 month, the driver utilizes holiday of 10 working days (together 20 working days annually)

  • For everyday driving during the weekend or during public holiday, driver has to utilize same amount of compensation leave days next week.

  • Drivers supervisors (office logisticians) must assure that both rules are observed

  • Perform other assignments corresponding to actual needs of the mission, program, units and project up on request of line manager/CMT (Country Management team)

  • Substitute others related staffs during on absence while assigned by line Manager

  • Understand and adherence to overall PIN code of conducts, policies, guidelines and manual

  • Understand and Adhere to all donor’s and PIN’s guidelines and policies, with special focus on safeguarding and protection policies 

  • including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)

  • Carry out the duties in accordance with the PIN Code of Conduct and Key policies.

  • Participate in training and awareness raising (CoC and KP, Safeguarding…).

  • Implement Safeguarding measures throughout the project cycle including a risk analysis related to SEAH and Child protection for each project and develop a mitigation plan accordingly.

  • Ensure that his/her team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies. 

  • Ensure that due diligence and/or capacity assessments of partners include an assessment of partners’ implementation of key safeguarding and risk policies/ procedure including the prevention of SEAH.

  • Create and maintain a fulfilling and protective environment. 

  • Per diems for working and Accommodation outside of the duty office depending on the location

Job Requirements

  •  Above Grade 10 

  • Driving Skill with Certified Driving License in public 1 or cargo 1 and above 

  • Mechanical Skill

  • Basic First Aid Skill

  • Basic knowledge of spoken & written Amharic and English

  • Mandatory knowledge of Afaan Oromo Language 

  • minimum 4 years of work experience required

  • Good interpersonal and communication skills

  • Ability to work in a team environment
