Job Description

The SBC Officer will offer technical support to government partners at zonal and woreda levels on social behavior change (SBC) related to social protection services and maternal, newborn, and child health (MNCH). They will enhance the capacity of health centers in SBC and stimulate demand for appropriate practices related to MNCH. The SBC Officer will assist in developing SBC strategies that align with government community mobilization strategies to overcome barriers to MNCH. Additionally, they will contribute to developing and reviewing Information, Education, and Communication (IEC) and Behavior Change Communication (BCC) messages and materials in collaboration with the Program Coordinator, Senior Technical Specialist for SBC, and other program staff.

Key Responsibilities

  • Support and monitor the implementation of SBC (Social and Behavior Change) interventions to address factors affecting Maternal, Newborn, and Child Health (MNCH) services.

    • Conduct assessments to understand socio-cultural and gender-related barriers to MNCH.

    • Provide technical assistance and capacity building for government partners and field project staff.

    • Develop and align SBC strategies with government community mobilization strategies.

    • Contribute to developing and reviewing Information, Education, and Communication/Behavior Change Communication (IEC/BCC) materials.

    • Document lessons learned and evaluate the impact of SBC activities in collaboration with relevant stakeholders.

    • Implement and follow up on newly adopted SBC approaches in project learning areas (woredas).

    • Build and maintain strong working relationships with government and partner agencies.

    • Actively engage in communication task forces and promote evidence-based SBC strategies.

    • Develop SBC plans, updates, case stories, and regular progress reports.

Job Requirements

Qualifications:

  • Please take note of the following requirements:

    • Proven experience in Social and Behavioral Change (SBC) interventions, especially in social protection services for Maternal, Newborn, and Child Health (MNCH) programs.

    • A Bachelor’s Degree in Public Health or Environmental Health or a related field from a recognized University.

    • Strong knowledge and skills in developing social and behavior change communication packages.

    • A minimum of 2 years experience in implementing and monitoring SBC interventions at the institutional, community, and district levels.

    • Excellent community mobilization skills and ability to engage with stakeholders at multiple levels.

    • Proficient in spoken and written English and good knowledge of the Afaan Oromo language used in the implementation area.

    • A self-starter with a strong work ethic, able to work collaboratively to achieve joint goals.

    • Strong computer skills and ability to work with online platforms, including the use of Android phones to upload data.

    • Strong understanding of socio-cultural and gender-related barriers to healthcare utilization.

    • Experience in capacity building and providing technical assistance to government and partner agencies.

    • Excellent communication, collaboration, and relationship-building skills.

    • Ability to develop and review Information, Education, and Communication/Behavior Change Communication (IEC/BCC) materials and strategies.

    • Strong documentation and reporting skills.
