Job Description

We are looking for the Project Field Office Coordinator for Peace & Tranquility, and Humanitarian Action is responsible to effectively coordinate the planning, implementation, monitoring and reporting of the project at Oromia, Somali and Afar regional states. He/she will be responsible in coordinating and implementing the project activities in the intervention area and the donor compliances and coordinating with all partners and stakeholders engaged in the project and collaborating with joint partners. He/she will represent SOS CVE at external forums/meetings at the field office level as required in consultation with the Location Program Director and functional supervisors at National office level.

The incumbent must carry out his/her duties following the SOS CV Safeguarding policies and regulations, the Code of Conduct, the values-based competency frame “Living our Values” and any further international and local regulation that influences safeguarding at SOS CV.’

Duties and Responsibilities

Program Development (System Design/Planning)

  • Actively take part in dispute resolution and social cohesion-related assessments and mobilization of the community (women and youth in focus) in the project area.

  • Contribute to the development of concept notes and proposals for peacebuilding.

  • Design proper strategies and approaches to effective implementation of peace-building and social cohesion initiatives including resource management and behavioral change communications.

  • Prepare a detailed work plan for the implementation of - activities of the project.

  • Continuously collect and share new updates and developments related to peacebuilding and behavioral change communications.

Project Implementation

  • Is responsible for planning, timely and quality implementation and reporting of project activities and attainment of targets. 

  • Responsible to coordinate and lead the activities of all implementing partners at field level

  • Responsible to facilitate regular meetings with technical committee members at field level and update performance

  • Devise strategies and means for smooth implementation of project activities.

  • Build capacity of relevant stakeholders in the area of peace-building and social cohesion.

  • Ensure the participation of faith-based institutions, grassroots community structures, and government agencies.

  • Introduce and scale up conflict sensitivity approaches.

  • Oversee the implementation of grassroots community conversation sessions and facilitate the undertaking of peace-related events.

  • Properly manage the utilization of budget allocated for the project activities.

  • Develop and update project risk plans and put in place proper mitigation measures

  • Plan for project sustainability and execution of activities related to it.

Monitoring, Reporting, and Coordination

  • Conduct regular kebele and woreda level follow-up visits.

  • Carefully formulate and Produce regular reports as per donor expectations including human interest stories and best practices.

  • Collaborate with the project lead in sharing information and other project resources.

  • Participate on relevant coordination platforms and forums.

  • Generate learning and evidence from the project implementation

Stakeholder Engagement and Capacity Building

  • Engage with local community leaders, elders, religious figures, and government officials to build trust, secure their buy-in, and foster a collaborative environment for the project interventions.

  • Organize and facilitate training sessions and workshops to build the capacity of local conflict resolution mechanisms (e.g., traditional conflict resolution councils) and government actors (e.g., community police, conflict resolution committees) on conflict management, mediation, and sustainable resource sharing (land use management) and Behavioral Change Communication.

  • Promote the active involvement of community members, particularly women and youth, in the project activities to ensure their voices are heard and their needs are addressed.

Advocacy and Networking 

  • Collaborate with government agencies, particularly the line offices of Ministry of Peace, Ministry Women and Children, Ministry of Agriculture to ensure alignment and complementarity of the project with national peace-building and livelihood efforts and leverage existing institutional mechanisms and frameworks.

  • Establish and maintain partnerships with other development actors working on conflict management, community resilience, and food security in the target regions to foster knowledge sharing, joint advocacy, and potential synergies.

Staff Management  

  • Provides regular support and supervision to staff under direct line management. This includes the formulation of individual work plans (with agreed indicators of achievement) based on project work plans and/or job descriptions. It also includes regularly scheduled supervision and performance management meetings.

  • Support and guide routine works at a satellite office

Safeguarding (child, young people, adult and asset) and gender Equality

  • Ensure programs mainstream Safeguarding-related activities are implemented in the Program Locations field office.

  • Ensure partners and stakeholders are aware of the Safeguarding policies and procedures.

  • Ensure risk assessment and mitigation actions are included in the project/program development in the MA.

  • Ensure that children, young people, families, communities and partners who are receiving any support or service have awareness on the reporting procedures and report incidents.

  • Responsible for reporting any safeguarding suspicion, concern, allegation, or incident immediately, following incident reporting procedures.;

  • Ensure that contracts and partnership agreements or Memorandum of Understanding (MOU) have articles referring to safeguarding policies (Child and youth safeguarding and Sexual Misconduct Regulation, Anti-Fraud and Anti-Corruption and other related policies) and the Code of Conduct with partners, contractors, vendors/suppliers, consultants or any other stakeholders working with SOS Children’s Villages in Ethiopia.

  • Ensure partners or co-workers working on behalf of the SOS Children’s Villages in Ethiopia have been vetted for any safeguarding risks before signing any contracts.

  • Responsible for showing their behavior and all relationships are based on the Sexual Misconduct Regulation, and Child Protection Policy Anti-Fraud and Anti-corruption guidelines and in line with the Code of Conduct and that they adhere to it in every situation;

  • Be vigilant about any possible form of abuse/harm, neglect, harassment, or exploitation against, children, youth and adults in personal and professional lives;

  • Report any safeguarding incident or concern within 24 hours to the Incident Management Team focal person or concerned party through the defined channels for reporting the allegation

Must Criteria

  • Education: Minimum BA Degree in Conflict Studies, Peace Building or Other Social Sciences

  • Experience: At least 4 years experience implementing social cohesion and peace-building programs.

  • Experience implementing on peace-building and social cohesion project with pastoralists and agro-pastoralist communities.

  • Experience in providing training and capacity building in the area of peace-building and social cohesion

  • Driving license: Motorbikes

Desired Criteria

  • Proven experience in community mobilization.

  • Afan Oromo and/or Afar/ Somali language proficiency. Knowledge of all of the languages is a plus

  • Has understanding of behavioral change and communication approaches with the community.

  • Project management: experience and ability to conduct technical and financial planning of operations.

  • Analysis: Good analytical and reporting skills, including ability to identify problems and possible solutions

  • Advocacy: Strong influencing skills and experience in advocacy

  • Cultural Difference: Politically and culturally sensitive with qualities of patience, tact and diplomacy
