Job Description
Promotes and maintains a strong safety culture within the employees with regards to Lemi National Cement’s worksite procedures, facilitate operations and maintenance activities, employees and visitors
Contributes in developing Lemi National Cement strategy, communicates with other functional/departmental managers so as to understand all the necessary needs of Safety, Health & Environment in light with the Plant goals and vision.
Communicate with his direct report so as to develop the annual business plan including the key performance, targets, needed resources and budget to achieve the Plant’s mission and strategic objectives.
Presents, analyze and compares the actual performance, expenditure of the department against the business plan, through regular meetings with the Plant Manager.
Manage and control department expenditure within agreed budgets.
Identify a safe operating procedure that takes into considerations all relevant risks.
Develop and implement health, safety programs, environmental protection and fire prevention.
Issues newsletters and instructions related to health, safety and environmental protection.
Follow-up all the departments commitment to the policies, procedures and existing Programs
Monitor the performance of the site in periodic emergency exercises and set different scenarios and put them in partnership with the sectors concerned.
Follows up removing of physical, chemical and biological barriers from the plant.
Follows the environmental performance and its compatibility with the requirements of
environmental standards in Ethiopia.
Evaluating the readiness of the firefighting equipment.
Follow up the purchasing of the personnel safety tools, uniforms and any other safety
equipment and their distribution.
Check the installation of the safety signs & road marks.
Perform follow-up investigations to verify effectiveness.
Following up the new legislation in the field of health, safety and environmental protection and any developments affecting the company's operations.
Conduct risk assessments and search for solutions on how to reduce the risks.
Participate with the departments concerning with the new constructions or expansions in developing and determining the technical controls for occupational health and safety and environmental protection and fires.
Provide advices in the field of health, safety and environmental protection and fire
prevention.
Following up systems, methods and plans that ensures the protection of personnel
and property from fires, work injuries and explosions and protect the environment
from pollution.
Prepare root analysis after any accident happens and make an action plan to take
some protective actions.
Responsible for coordinating the monthly meeting with the Health and Safety
Committee and issue any recommendations and follow up their implementation.
Prepare a monthly report with the health and safety performance and also a report for all the strengths or weaknesses areas.
Submit a detailed report with any injuries or accidents the plant manager and the CEO
and the department in charge.
Keeping records of the accidents and incidents for periodical analysis to avoid and prevent risks arising.
Holding a daily safety meeting to discuss the daily safety awareness issues.
Developing theoretical and practical training plans for employees and insures its
implementation.
Training on how to take safety precautions, environmental protection, and fire prevention.
Training to conduct practical experiments to ensure that the fire-fighting teams and different emergency teams adequately trained to be able to confront various crises. And these plans are placed at the beginning of each year and presented for approval.
Health & safety training awareness for new comers and Lemi National Cement guests.
Responsible for the identification and recommendation of each team members training needs and individual development program to attain multi-skilled personnel, assign the work with subordinates and follow up implementation and progress.
Conducts daily departmental meeting, monthly departmental performance review meeting and conveys management policies to subordinates.
Recommends promotion, termination of subordinates, disciplines erring subordinates.
Plans and supervise his subordinate duties/achievements commitment to the safety regulations.
Ongoing evaluation for staff performance and ensure clear understanding for areas of
weakness and strengths & making action plans for improvement.
Monitoring and reporting on activities, costs, performance, etc. as required.
Assume other duties assigned by the Direct Manager.
BSc/MSc in Industrial Technology & safety/Electrical /Mechanical/ Chemical Engineering or Environmental Science other related disciplines, 11/9 years related experience
