Purpose of the position                                                       

The regional focal person will be seconded by Cordaid to the Oromia Heath Bureau and work in close collaboration of PBF technical team for the successful implementation of the PBF project in the region under Borana and Jimma Zone. S/he will support, mentor, and monitor the regional teams working on the execution of the PBF project. The Performance-based Financing focal person will assist in the management of the transition from current institutional arrangement and will be responsible for building the capacity of the regional health bureau in PBF approach.

Overall Responsibilities:

The Performance-based Financing focal person primary responsibilities will be to build the capacity of the Oromia Heath Bureau (OHB) officials and staff on PBF and to assist in the development of regional systems to support PBF implementation. S/he will collaborate with the OHB PCD director and PBF project manager to set clear objectives for the related activities. Moreover, s/he will contribute to the development of a monitoring and evaluation plan to determine progress towards meeting the objectives. The PBF focal person will focus on skills transfer through on-the-job training, mentoring, and workshops. S/he will work to ensure that systems for implementation of PBF are harmonized among donor and implementing partners. S/he will provide technical assistance to OHB and partners on PBF until the funding contracts from the Embassy of The Kingdom of Netherlands will have ended. The Focal Person will be co-located with OHB PCD staff at the regional’s office. This is a full time senior technical position that reports to the PCD head of the AHB and PBF program Manager.

Specific Responsibilities:

  • Lead the development of a plan for capacity building of regional health bureau staff on PBF approach, 

  • Advise on an appropriate regional management structure for PBF,

  • Train and mentor OHB staff on key technical components of PBF, e.g., identifying and setting targets; monitoring and evaluation (M & E); data validation; performance incentive/payment systems,

  • Contribute to the development and refinement of relevant PBF tools and materials, e.g., operational manual, M & E system,

  • Ensure that quality improvement measures and quality indicators are consistently incorporated into regional performance-based financing,

  • Collaborate with the PBF manager to ensure appropriate technical input into the contracting process,

  • Assist in the establishment of appropriate communication fora and feedback links to partners,

  • Advise the OHB on the evolution and development of the regional/national approach to PBF,

  • Provide technical assistance to OHB on further refinement of PBF activities and harmonization with MoH policies, procedures, and guidelines,

  • Provide technical assistance for a smooth transfer of responsibility for Cordaid led performance-based financing from Cordaid to OHB,

  • Reports to both OHB and Cordaid 

  • Leverage other technical resources within Cordaid and partners to further build the capacity of OHB staff,

  • Remain abreast of other developments within the health system and ensure that, where relevant, they are appropriately addressed within the PBF system,

  • Communicate timely of any planned coordination meeting where Cordaid should be represented 

  • Contribute to PBF’s annual implementation plan and work plan development,

  • Contribute to relevant MoH initiatives as appropriate, including regional level planning processes,

  • Organize all necessary data related to PBF (plan, progress performance reports, minutes, letters, decisions and directives) on behalf of Cordaid in OHB.

  • Plays a connective role between Cordaid and OHB

  • Should execute other activities to which delegated by PCD head and PBF program manager.

Job Requirements

Qualifications and Experience

  1. Master’s degree in public health, health economics, medicine, nursing, or any other, similar qualifications in this field. 

  2. A professional certification in clinical quality of care and management of quality improvement strategies constitutes a distinct advantage.

  3. Demonstrated knowledge of and experience in Ethiopian Public Health Services.

  4. Minimum of 5 years of experience in managing a multi stakeholder health project and a team.

  5. Ability to lead and making sure that all PBF-actors are playing their required role effectively. 

  6. Knowledge of and experience with the Ethiopian HMIS system and DHIS2.

  7. Prior working experience with quality improvement in a public health organization is an advantage.

  8. Good experience with relevant computer software packages like MS Word, Excel, Power Point is a must.

Knowledge and Skills

  1. Knowledge of and working experience in the region is an advantage.

  2. Effective internal communications – a team player, with the ability to establish a team and to work as a team, adapting to different personalities and situations, maintaining positive working relations.

  3. Effective external communications – Good networking, representative, diplomatic and social skills, able to communicate and to liaise with the Regional Health Bureau, the Zonal Health Department, Ethiopian Health Insurance Agency branch office, and other stakeholders relevant for the PBF-project.

  4. Proven quantitative and qualitative analytical skills. Ability to analyze and present data in well written reports. Experience in preparing attractive reports, presentations and in facilitating skills.

  5. Ability to work and succeed under distant supervision and guidance, meeting deadlines.

  6. Good command (in writing and verbally) of regional language (Amharic is compulsory) and English language.

  7. Possess good organizational and planning skills.

  8. Knowledge of the PBF approach will be an added advantage.

  9. Willing to work and to frequently travel long distances in the region.
