Monitoring and Evaluation Specialist
Capacity Development to Strengthen Drought Resilience (CDSDR III) Project

Our approach: 80% of Ethiopia’s population lives in rural areas, of which more than 18,000,000 are (agro-) pastoralists in the lowlands, which account for nearly 60% of Ethiopia’s land area. The lowlands include the Afar region in northeastern Ethiopia, as well as Somali and parts of Oromia and South Ethiopia Regional State. Due to population growth and the increasingly frequent occurrence of extreme weather events, this system is increasingly put at risk and the people, and their livestock, have become increasingly vulnerable. Extensive resource use like overgrazing and deforestation causes food insecurity, soil degradation, and erosion. Dry valleys are the result, through which rainwater is quickly directed out of the area without being able to infiltrate into the soil, which intensifies desertification and food insecurity. To address this issue the Dry Valley Rehabilitation and Productive Use (DVRPU) approach was developed. The DVRPU approach is systemic with a series of technical, biological, economic, social, institutional, and managerial measures applied to rehabilitate entire dry valleys for the benefit of the inhabitants and their animals, considering the existing political-administrative and traditional management system.
The Monitoring and Evaluation Specialist is responsible for supporting the project’s objectives by:
Ensuring regular planning, monitoring and evaluation, data collection and data analyses within the results-based monitoring and evaluation system of the CDSDR III project;
Supporting the analysis, aggregation, and consolidation of M&E data and support the preparation of regular progress reports as well as presentations for ad hoc requests of project managers, donors and partner structures
The Monitoring and Evaluation Specialist performs the following tasks:
Support the international M&E specialist to monitor and evaluate results and indicators of the CDSDRIII project
Support in conducting tracer studies
Joint planning, implementation, and follow-up of quarterly M&E workshops
Regular conduction of aerial Photographies of dry valley sites
Assist the CDSDRIII team, its technical experts and partner organizations to implement the results-based monitoring system, including the collection, analysis and reporting of relevant data.
Support the monthly and quarterly data collection following the core processes based on existing data collection formats and information gathered from finance and administration sources.
Support to build up database of existing formats and establish the use of formats, explain existing formats to colleagues and ensure data collection.
Identify gaps in the data collection system and organize actively missing data;
Keep regular contact and exchange with partners at regional and woreda level in Somali, Afar, South Ethiopia and Oromia;
You perform the tasks assigned to you by your line manager, where required.
Master’s degree in Agricultural Economics, Monitoring and Evaluation or development studies
Professional experience
8 years of practical field experience working in Monitoring and Evaluation in arid and semi-arid lowlands,
Proven communication skills at all levels to capture and compile data from different staff and projects.
Proven experiences in report development
Experience with pastoral and/ or agro-pastoral communities in arid and semi-arid lowlands
Understanding of impacts of environmental degradation and alternative natural resource management approaches.
Experience in working with governmental structures, international organisations, NGOs and/or research institutes.
Practical knowledge on the use of OnStruc application for field work monitoring
Other knowledge, additional competencies
High level of motivation, proactivity, self-discipline, integrity and accountability;
Readiness to work in rural circumstances;
Computer skills in software application MS-Office Very good
English and Amharic language skills
Somali/ Afar/ Oromo language skills are an advantage
