Job Description

Ethio Wetlands and Natural Resources Association (EWNRA) is a civil society Organization, non-political, non-religious and not-for-profit working in areas of sustainable wetlands management, natural resources management, food security and livelihoods improvement with the aim to achieve the dual goals of environment and development in Ethiopia.

Currently, EWNRA is looking for hiring a dedicated, well qualified and highly experienced Program Director. S/he will be in charge of EWNRA Program Directorate and is responsible for programs and projects designing, fund raising, annual planning and review, field level projects implementation, supervise program and project level staff, monitor field activities, provide technical guidance and backstopping support, undertake capacity building activities. Work in close collaboration with all EWNRA staff members, grass-roots community members and associations, unions and primary cooperatives. Work in close collaboration with Finance and Administrative Directorate. With this understanding EWNRA would like to invite well experienced, dynamic and creative applicants for the position.

Job Purpose:

  • Lead EWNRA Program Directorate, coordinate, design, implement, monitor and evaluate projects that will be implemented by EWNRA based on EWNRA mission, strategic objectives and program approach

  • Have overall management and technical responsibility for effective implementation of the ongoing projects and activities in all EWNRA Field Coordination Offices, Projects and Main Offices 

  • Play a vital role in fund raising activities to implement EWNRA strategic program and objectives through writing and preparing project documents/proposal and maintaining timely submission to donors   

  • Develop programs and projects, negotiate with donors for fund, follow up until positive responses are available

  • Ensure that the programs/projects are implemented timely and in the most efficient manner, and ensures for accurate and timely progress and annual reports submission to respective donors according to the project’s agreements. 

  • Represent the institution in different meetings, field works and policy forums at various levels including the national climate change forum and working groups

  • Lead reviewing on regular bases the organizations Strategic Plan and its execution 

Main Duties & Responsibilities

Leadership, Coordination and networking

  • Lead and manage EWNRAs programs and projects as per the organizational and budget secured for different programs and projects  

  • Provide close and appropriate technical and managerial support for technical and project team to implement programs and projects with standard quality.

  • Prepare detailed projects implementation plan (PIP) as well as detailed budget with clear timeframes for all projects to be executed within EWNRA intervention regions, zones and woredas. Follow up their implementations. 

  • Provide appropriate capacity building activities to program and technical field team members or/ and project stakeholder on EWNRA implemented project objective, strategies, target group, etc.

  • Participate in various networks and collaboration forum with government and other relevant organizations related with the program for learning and experience sharing.

  • Liaise with relevant government bodies at all levels, partners and beneficiaries to ensure information sharing and coordination, regarding projects executions.

  • Facilitate multi-stakeholder workshops or meetings

  • Facilitate field level baseline surveys at community level, develop professional reports, produce ecosystem management plans and strategies

  • Facilitate environmental advocacy national ad hoc committee for wetland policy/ legal framework, institutional arrangement and ratification of the Ramsar Convention

Financial Management 

  • Take part in ensuring strict adherence to EWNRA’s Financial Procedures and Fraud Policy and remaining within the boundaries of these policies at all times;

  • Facilitate and prepare and communicate budget plan of all projects in line with financial format available on timely basis as needed

  • Responsible to control and ensure proper utilization of the budget allocated to each of the programs and projects under execution by EWNRA

  • Lead and contribute to budget preparation and revision as it is necessary annually and as deemed necessary quarterly and monthly

Program Materials and Inputs

  • In collaboration with the Finance and Administrative Directorate follow up that  quality program materials and inputs are procured on time and dispatched timely and used for the purpose they are planned. 

  • Check during field monitoring program materials and inputs procured are utilised according to laid down procedures. 

HR

  • Effectively manage staff under his/her supervision including program and technical staff

  • Ensure that program staffs have clear information about the program and project activities

  • Make sure all the policies and guidelines of the organisation are adhered and respected by program and technical project staff

  • Provide regular technical and supervision support or coach program and technical field staffs to build their capacity to perform their assigned roles and responsibilities

  • Prepare and review Performance and Development Review (PDR) for program staff regularly as per EWNRA’s HR manual

  • Prepare periodic review meeting with program staff, officers, supervisors and community/development workers

Monitoring and Evaluation 

  • Ensure that the program, project team and project partners have a clear understanding of Monitoring and Evaluation Plans and requirements of the programs and projects

  • Ensuring that Monitoring and Evaluation plans are implemented with the involvement of relevant stakeholders

  • Prepare monitoring checklist, tools and schedule and share with staffs

  • Ensure that data are collected and compiled in consistent manner

  • Plan and undertake regular monitoring, technical and supportive supervision support field visit and ensure the implementation of the planned activities are in line with program document and standard quality. 

  • Prepare and share monitoring and other technical support filed visit reports on the major finding of programs and projects and share the ED for action

Reporting 

  • Contribute to the preparation of internal and external reports 

  • Coordinate and ensure that reports from program staff and project offices are received timely, compiled, analysed and submitted

  • Compile weekly, bi-monthly, monthly, quarterly, biannual, annual and project end reports and submit when approved to government and donors

  • Provide both formal and ongoing training to field teams and partners in planning and implementing the project.

Mainstreaming

  • Design and create appropriate methods/ways and implement to mainstream all cross cutting issues like Accountability, gender, inequality, HIV/AIDS and DRR 

Gender Equity 

  • Ensure that all program and project staffs have a strong understanding of gender mainstreaming and that gender mainstreaming tools are effectively implemented across all activities 

  • Coordinate with the Gender Officer in planning, allocating and implementing a project budget for gender mainstreaming 

  • Ensure that gender mainstreaming is effectively implemented and monitored throughout all program activities and project cycle management process

  • Ensure that gender sensitive indicators, M and E plans are in place and that they are effectively monitored 

  • Ensure quality reporting on gender mainstreaming in all program and project reports  

Safeguarding 

  • Ensure the maximum protection of project participants from exploitation by working on the adherence of EWNRA’s Code of Conduct (ECoC) with three Associated Policies; the Programme Participant Protection Policy (P4), the Child Safeguarding Policy and the Anti-Trafficking in Persons Policy. 

  • Ensure program participant protections by adhering standards of the safeguarding policy when program participants be in contact with EWNRA during different trainings, meetings, workshops and contractual works. 

  • Assess the safety and security of different meeting, workshop and training venues in collaboration with project HR unit

Additional Duties

  • Perform other duties assigned by the Executive Director for the accomplishment of EWNRA’s Goal and program objectives.

EWNRA has adopted organisational Code of Conduct (CoC) with three Associated Policies: the Programme Participant Protection Policy (P4), the Child Safeguarding Policy and the Anti-Trafficking in Persons Policy. These have been developed to ensure the maximum protection of programme participants from exploitation, and to clarify the responsibilities of EWNRA staff, consultants, visitors to the programme and partner organisation, and the standards of behaviour expected of them. Job Requirements

Person specification:

  • MSc/BSc/BA Degree in Rural Development, Natural Resources Management, Environment, Development Management, Agronomy or other related fields of study with minimum of fifteen years services for MSc holders and twenty years’ service for first degree.  

  • Minimum of five years’ experience in Program Director or higher-level positions for second degree holders and ten years’ experience for first degree holders. 

  • Minimum of ten years NGO experience

  • Experience of managing multi-sectoral teams

  • Financial Management skills and experience in donor compliances

  • Good analytical, monitoring and evaluation skills

  • Flexible, reliable, culturally sensitive

  • Fluent spoken and written English 

  • Good administrative skills; Self-starter and motivator

  • Excellent communication and interpersonal skill

Competencies:

Knowledge of participatory approaches 

  • Understands the best practice in documentation, record keeping, and data protection issues in relation to information sharing for safeguarding purposes.
