Job Purpose: Undertake overall planning, coordination supervision, monitoring, reporting, and evaluation in food resource operational areas. Oversee and ensure proper execution of the entire program cycle by WV program principles, standards, core values, and donor requirements. The job holder focuses on quality and accountability of food programming, within the framework of integrating food resources into World Vision holistic ministry.

Duties & Responsibilities:

Managed the Food Resource program; General food Distribution of WFP-GFD and Nutrition BSF/TSF Project.

  • Provides necessary information for the preparation of Pipeline Resource Estimated Proposal (PREP), Annual Estimate of Requirement/AER and call forwards, based on the needs;

  • Coordinate /oversee the reception and distribution of food commodities in more than 12 WFP GFD and new Wereda, 11 WFP nutrition TSF woreda.

  • Engage in the preparation of the annual operation plan of the program and contribute to the timely submission of standardized monthly, quarterly, and annual accomplishment reports to NO, WFP, and Support Office;

  • Ensure all project activities are conducted by the Field Level Agreement (FLA) and proposal between WV and WFP

  • Lead and participated in project design, proposal writing, budgeting process, and implementation of WFP GFD, Nutrition Targeted and Supplementary feeding projects, and all food related executed under the food resource team;

  • Overall responsibility for the day-to-day running as well as the strategic management of the regional emergency General Food and nutrition Distribution and Program

  • Participate in technical food and nutrition BSFP, TSFP liaison, coordination, and lesson sharing with other agencies implementing nutrition-related work

  • Plans carefully the delivery of commodities and ensures that they are delivered on time and at the right place;

Warehouse Management and Commodity Transportation

  • Ensure logistics and transportation process as per the donor requirements and plan carefully the delivery of commodities and ensure that they are delivered on time and at the right place;

  • Confirm availability of adequate warehouses in distribution sites and propose improvement areas;

  • Checks that available warehouses meet acceptable compliance rates by the donor;

  • Ensures that standardized and healthy storage practices are implemented in all projects;

  • Ensure the regular distribution of food assistance; GFD and SFP, warehouse management, and monitor the distribution and submit monthly/quarterly/yearly reports to donors in the required format

Food Resource Distribution Management; Food and Nutrition; TSF

  • Advisee and provide direction for the field team to make adequate preparations to receive commodities;

  • Ensures that the food commodity delivered is appropriate to the food consumption habit of the target community;

  • Participate in technical nutrition liaison, coordination, and lesson sharing with other agencies implementing nutrition-related work

  • Follow the adherence to food distribution requirements mentioned at the pre-distribution phase, during the distribution and post-distribution phases;

  • In cases of shortage or damage advise the team to collect evidence for the claim;

  • Lodges claim with the concerned parties when commodity loss occurs

  • Provide continuous monitoring and support SFP Collaborate with the existing health structures and partners to /address vulnerable children with BSFP/TSFP program

  • Ensure smooth and accurate running of TSFP/BSFP

  • Coordinate the activities closely with the regional health office and partners, donors

  • Manage the product flow and premixing procedures within the team.

  • Ensure all distribution of TSF food distribution as per the WV commodity management standard

Program Reporting, Accountability, Budgeting, Financial Planning, Management, Reporting and Audits

  • Maintain a comprehensive commodity tracking system so as to ensure that all commodities are properly distributed and accounted for to World Vision Partnership and major donor standards

  • Engage in ensuring the Commodity Tracking System (CTS) is smoothly operational and its decentralization process and functionality at the respective woredas;

  • Assure the preparation of the report Commodity Summary Statement and facilitate to be signed by other counterparty for on-time posting on the Disaster Grant Data Base;

  • Work closely with the MEAL, food monitoring, and nutrition team to ensure accountability mechanisms are in place and that feedback is incorporated into program design

  • Ensure accurate and timely reporting of program finances, CPDR, and progress status, review actual financial performance against the budget, and explain variances regularly. Although the Area Coordinators submit reports directly to their local WFP sub-office, • Ensure that all commodity losses and claims procedures are by the World Vision Partnership and donor requirements;

  • Ensure the loss and claims registers, files are well maintained and checked regularly; • Maintain inventory control every month and ensure that the commodity book balances match with the actual stocks;

  • Prepare the program for Internal and external audits and ensure that food programs achieve acceptable audit standards in national, partnership, and USG A-133 Audits.

  • Identifying and formalizing intervention objectives in conjunction with other teams and departments (logistics, finance, human resources)

Monitoring and Compliance Activities

  • Lead and supported the monitoring and compliance team in planning and ensuring execution of food resource monitoring and compliance plan for the improvements of operations of GFD of Different grant projects and Nutrition TSF monitoring and compliance principles, standards, and procedures;

  • Undertakes visits to all WV warehouses to evaluate commodity handling, status of the stores, working methods, and whether they are in line with the rules and regulations;

  • Lead Monitoring and Compliance TWG and participate in different concerned meetings through representing food resource program;

  • Ensures food assistance program activities are supervised, and monitored in line with the donor guideline; • Advises concerned project to make necessary corrections;

  • Follow-up implementation of proposed actions for corrections.

Coordination, Correspondence and Networking

  • Closely work with donors, project participants, and program leadership to improve and enhance Food Assistance operational quality through developing and implementing standard operating procedures;

  • Attend Food Assistance Coordination meetings including providing food assistance leadership to the Food Sector Working Group;

  • Timely coordination with food cluster, consortium, and Government Liaison to ensure government and all relevant stakeholders are informed of intervention areas and intervention timelines

  • Work with respective government of Ethiopia offices, communities, and implementing partners to build strong community structures to support Food Assistance implementation and accountability;

  • Gives an overall leadership to the Food aid monitor under his supervision;

Personnel Management and Team Leadership

  • Engage in and ensure that appropriate tools like performance, coaching mentoring, etc are practiced within the department to enhance smooth staff relations and accountability;

  • Identifies staff capacity gaps and facilitates capacity building plan;

  • Build the capacity of field staff through giving job training to improve the efficiency and effectiveness of food assistance support in the context of emergency;

  • Organize the recruitment of food monitoring, compliance, and reporting staff and ensure positive and collaborative working relationships in line with WV's Code of Conduct in collaboration with food resource management;

  • Establishes regular team meetings to review program progress and facilitate learning

Job Requirements

Required Education, training, license, registration, and certification

  • MA/MSc or BA/BSc Degree in Food Science, Agric. Econ, Disaster Management, Rural Development and related fields

Required Professional Experience

  • 3-5 Years of experience in food resource programs management, disaster mitigation, and development-related fields with a minimum of 2 years experience in a management position.

Preferred Knowledge and Qualifications

  • Strong knowledge and working understanding of Emergency Food resource management; • Demonstrated capacity to lead a team with a similar scope of work;

  • Experience in food assistance programming, Grants/project management, Market Assessment and Analysis, Cash transfer programming, performance management, project design, implementation, monitoring, evaluation, and report writing.

  • Good understanding of humanitarian standards

  • Good knowledge of local context

  • INGO experience

  • Ability to work in high-tension and high-security risk situations

  • Ability to work in and contribute to team building environment
