Job Description
The Center for Victims of Torture (CVT) is an international nonprofit organization dedicated to providing trauma rehabilitative services to survivors of gross human rights abuses, including torture, and works toward a future in which gross human rights violations cease to exist and victims have hope for a new life. We are headquartered in Minnesota, USA with offices in Africa and the Middle East. We work locally, nationally, and internationally through programs that provide trauma rehabilitative services, conduct technical assistance and capacity building to human rights activists, civil society organizations, and local service providers around the world who can prevent and treat gross human rights abuses, and advocate for human rights and an end to gross human rights violations.
General Description of Role:
The Area Manager is responsible for supporting, coordinating, and supervising timely and high-quality program implementation, with specific focus in ensuring effective implementation of all support functions of the program including logistics, HR, administration, finance and overall area operation coordination. The Area Manager (AM) is the key local representative of CVT at the regional level.
CVT currently operates in Gambella. This position will lead CVT’s operations in the region under the direction of and in coordination with the Addis Ababa-based Country Director.
Terms of Employment: Initial contract is through to August 31, 2025 with 60 business days probationary period. Possibility of continuation thereafter will be dependent on the funding availability.
Coordination & Representation:
Ensure implementation of CVT’s program in the Gambella region in coordination with the CD, Clinical Program Director, and Operations Director
Provide general support and guidance, and serve as the focal point during program and strategic planning, grant/proposal writing and reporting.
Represent the organization at the regional level including meetings with donors, humanitarian actors, local authorities, RRS, protocol meetings, and any other meeting or event deemed necessary by the CD.
Manage visits from donor representatives or visitors from HQ main offices or by other stakeholders whenever necessary.
Management:
Oversee day-to-day operations of the project, including management of all support staff and clinical staff, program support activities, administration and security of the compounds and staff.
Directly supervise Logistics, Finance and HR, M&E officer, Risk and Safety specialist at the operational area, including administrative supervision of Psychotherapist/Trainers and Physiotherapist trainer
Ensure compliance with CVT procedures and donor regulations applicable to the project with regards to the clinical program, security, HR, logistics, finance, and administration.
Finance:
Oversee the management of finances including direct supervision of the Finance Officer.
Ensure compliance with Ethiopian, donors’, and CVT's requirements on financial spending and documentation.
Keep track of spending and budget, and work with relevant parties to ensure that the program does not run out of cash.
Ensure correct procurement process is followed.
Perform cash counts.
Assist Operations Director in producing monthly financial report.
Draft monthly projection in collaboration with relevant parties.
Management of Personnel and HR functions:
Provide leadership to support staff and promote the best human resource practice.
Ensure that the employees in the program observe the organization’s policies, guidelines and work procedures and apply key principles of transparency, accountability and good stewardship.
Maintain effective and appropriate staff recruitment, induction, appraisal and development practice at all levels to ensure the optimum utilization and development of human resources.
Oversee staff development plan through trainings, coaching, and mentoring.
Take lead in staff disciplinary process, including issuances of written warnings.
Establish and maintain regular meetings with all staff to discuss policy, strategic, operational and management issues so as to provide direct managerial oversight and support.
Verify monthly payroll submitted by Finance/HR Officer, ensure they are correct, and authorize payment of staff and government relevant taxes.
Logistics:
Directly supervise the Logistics Officer.
Ensure the proper setup, rehabilitation and running of the premises (office, accommodation and healing centers).
Ensure the proper functioning of the supply chain including procurement planning, purchase of goods and services, their transportation, storage and delivery.
Ensure the organization, planning and maintenance of the fleet and equipment, and the functioning of communication equipment.
Security:
Provide administrative supervision to Risk and Safety Specialist, and backstop for RSS in his/her absence.
Serve as a member of the CVT Ethiopia security management team.
Manage and ensure the security and safety of staff, premises materials and assets in the operational area.
Monitor the political, economic, environmental and social context of the area of operation as well as at the regional level.
At least 6 years of progressive experience in humanitarian context and NGOs with previous experience in the Area Manager, MHPSS program Manager, Field coordinator
A Bachelor’ degree in international development, Project Management, social sciences, administration or related area. Combination of relevant experience and academic background will be considered.
Excellent financial management skills, including financial analysis, planning and prioritization.
Hands on experience and strong skills in human resource management.
Demonstrated ability to develop, monitor and maintain logistics and procurement systems.
Fluency in Amharic and English is required. Ability to communicate in Nuer preferred.
Must be a self-starter, flexible, adaptable, approachable, ethical, and an excellent team player.
Proven track record of experience in leading and managing successful programs in Ethiopia, including supervising senior/technical staff. Experiences in IDPs, refugee camps, particularly in Nguenyyiel camp, are highly desirable.
Able to work effectively in a diverse team environment, with demonstrated success in problem-solving in, working with, or managing cross-cultural teams.
Excellent mobiliser who can forge positive alliance and collaboration with the community leaders, partners, and other stakeholders.
Effective verbal, written, presentation, and listening communications skills including report writing. Good knowledge of Microsoft Office software required.
Can multi-task effectively, with ability to meet strict deadlines.
Experience working for an Organization with US funded grants, preferably USAID/BHA/OHA/ BPRM/USAID or UN multilateral funders.
Knowledge of MHPSS concepts strongly preferred.
Ability and willingness to frequently travel between the Operational office and camp locations.
