Job Description
Health Poverty Action works for health and global justice in partnership with people who have been marginalised and pushed into poverty.
We work with communities to help them demand their right to health, and to challenge the power imbalances that deny them their health rights. Our distinct approach can be summarised as a combination of three areas:
We approach health as an issue of social justice
Health is a Human Right that many are currently denied. The greatest causes of poor health worldwide are political, social and economic injustices. This is a global scandal which causes unnecessary suffering on a massive scale.
We tackle these complex root causes of social injustice in two ways. Firstly, we work in partnership with communities to help them take back the power to improve their own health. Secondly, we campaign on a national and international level to change policy and destroy unjust power relations.
We prioritise those missed out by others
We believe in health for all, without exclusion. Development organisations tend to cluster together, which leaves large populations with almost no support at all. People may be living in hard-to-reach areas, or are difficult to support for some other reason. We make these most neglected populations our highest priority.
We address the full range of factors which impact on health.
Health is a combination of physical, mental and social wellbeing. As well as strengthening health services we work on areas such as nutrition, water, sanitation, gender discrimination, and income generation. Tackling one cause of poor health in isolation can give the appearance of improving health in the short term, but tackling numerous factors together saves lives.
We are acutely aware of how our own power dynamics as an organisation impact on the people we work with, and we work in partnership with communities to create long term relationships built on trust.
In 2017 we formed a strategic partnership with Find Your Feet. The partnership ensures Find Your Feet’s livelihoods work will continue through Health Poverty Action.
We are also proud to be one of the small number of organisations recognised as being structurally part of the global People’s Health Movement. This quote from the founding document of this movement, the People’s Health Charter, sums up the essence of Health Poverty Action’s values and identity:
“Health is a social, economic and political issues and above all a fundamental human right. Inequality, poverty, exploitation, violence and injustice are at the root of ill-health and the deaths of poor and marginalised people. Health for all means that powerful vested interests have to be challenged, and that political and economic priorities have to be drastically changed. This Charter encourages people to develop their own solutions, and to hold accountable local authorities, national governments, international organisations and corporations.”
Context of the role
HPA has been working in Ethiopia since 2005 and established a country office in 2006. HPA has implemented several successful projects in Oromia, SNNPR, Somali, Afar, Amhara and Addis Ababa. Most of the projects targeted semi-nomadic communities residing in hard-to-reach areas with interventions focusing on maternal and child health; sexual and reproductive health and rights - including harmful traditional practices; prevention and control of communicable diseases; and few pilot projects with documentation of lessons and best practices. We have a strong track record of working with local communities, public health facilities and governments ministries to deliver sustainable health solutions that are tailored to their specific needs.
The main purpose of this post is to support the development and implementation of a robust M&E system, ensuring compliance with internal and donor guidelines in the timely collection, collation, database development and maintenance, analyses and presentation of data as well as inputting on the write up of reports. Furthermore, the postholder inputs and supports might be requested on research projects as well, with a specific focus on immunisation coverage and strategies and surveillance systems.
M&E design and planning
In collaboration with the country team, develop a country programme M&E framework and database.
Work with programme development team, field staff and stakeholders, to develop project logframe matrices, and monitoring mechanisms.
Work with programme development team and field staff to develop M&E plans and tools for capturing data from various HPA projects.
Lead M&E trainings, annual project reviews, participatory impact assessments, process monitoring, operations monitoring and lessons-learned workshops.
Guide the process for identifying the specific project and develop tools for project/programme monitoring
Work with the programme development team, to review the quality of existing social, economic and political data in project areas, and summarise these to be used for designing project proposals and baseline studies.
Responsible for developing TORs for, design and related costings for surveys and assessments as required.
Work with relevant implementing partners, to review existing approaches and management information systems.
Guide and supervise consultants contracted to conduct project evaluations.
Foster participatory planning and monitoring by training and involving staff and partners in M&E activities.
Implementation of M&E
Overseeing / checking whether quality data collection processes are being practiced by Programme staff at all levels.
Conducting periodic qualitative assessments at field level, and supporting Programme staff to do the same.
Collect, manage, maintain, analyze and provide data for regular reporting on program progress and support continual program improvement.
Review and analyze monitoring reports, whilst also proffering alternative strategies to overcome project bottlenecks in relation to implementation.
Work with project team to develop TORs for specific project studies including evaluations and researches and other documentation.
Support external evaluation missions by providing country context and field relevant information by screening and analyzing project reports as well as giving inputs on the field situation.
Engage in internal studies such as midline evaluations and surveys.
Organize refresher training in M&E for project and implementing partner staff, local organizations and primary stakeholders.
Plan for regular opportunities to identify lessons learned and implications for the project's next steps.
Assist in ensuring quality control of all M&E products.
Analysis of project and overall program data.
Research Studies
Undertake literature review of published and grey literature to outline study design;
Undertake qualitative consultations (semi-structured interviews and focus group discussions) with relevant stakeholders and staff members, including from local institutions and international organisations;
Support the development of recording formants and reporting strategies;
Ensure the proper collection of different types of data, including demographic data, depending on the research theme, and their compilation and analysis ;
Support the draft of mixed-methods studies that comprise quantitative surveys, focus group discussions, and semi-structured interviews with relevant stakeholders.
Communication
Prepare and disseminate M&E reports and findings as and when appropriate on M&E.
Support the production of internal and donor reports with M&E data against indicators and milestones.
Undertake regular field visits to support project implementation and identify where adaptations might be needed.
Regularly update monitoring data, lead discussions in the appropriate forums and in a timely fashion.
Participate in external missions and facilitate mission team members' access to M&E data and to stakeholders.
Document project best practices, case studies, and success stories.
Design and produce Projects’ newsletters at regular basis and update/follow up twitter and HPA website, in collaboration with colleagues from Communication Department in HQ.

TERMS AND CONDITIONS
Salary: Monthly gross salary range of USD 700 - 780 based on the candidate’s competency and experience.
Hours: Full time.
Holidays: 14 days per year pro-rata.
Pension: Up to a maximum of 4% of gross salary (and subject to a minimum contribution of 3%).
Location: HPA Addis Ababa office with frequent travels to projects’ target locations.
Contract Duration: We offer a six-month contract (1 month probationary period), with possible extension up on availability of funds and mutual interests.

Key Competencies
Strong communication and presentation skills in English, and ability to effectively communicate over Skype and email; and discuss M&E with non-M&E staff in simple everyday language
Ability to track project achievements against milestones and targets
Extensive experience in leading data collection and management
Knowledge in project management, Log frame and M&E frameworks
Previous experience in leading research projects
Demonstrated proficiency in computer applications such as word processing, spreadsheets, database, email and utilization of the internet
Good report writing skills
Knowledge and understanding of Ethiopia health systems.
Knowledge of Ethiopia’s’ regional context (especially pastoralist communities)
Passionate to HPA’s aims and objectives.

Qualifications
MPH, MSC or higher degree in monitoring and evaluation, health related field (with track record of working in M&E)
At least 5 years of relevant experience
Strong technical, analytical, conceptual, interpersonal, and partnership management skills
Additional skills that increase the competitiveness of the applicant
Ability to work in a team environment within and outside an organization.
Experience or exposure related to research focused on outbreaks such as measles.
Contribution in publications in different scientific journals
