Job Title:  M&E (Monitoring and Evaluation), Research, and CLA (Collaborating, Learning, and Adapting) Manager 

Reports to: Learning, Monitoring, Evaluation, and Research Director

Location: Addis Ababa, Ethiopia

Contract Term: Full Time Position, Fixed Term Contract

REACH Ethiopia is a nonprofit organization registered as an Ethiopian Residents Charity, dedicated to community development through innovative projects. Since 2013, it has implemented community-based TB care and integrated health service projects in Sidama, Central Ethiopia, South Ethiopia, Tigray, parts of Oromia and Afar Regions. Currently, in collaboration with the Ministry of Health and Regional Health Bureaus, REACH Ethiopia is implementing various projects including new project called USAID- Urban TB LON-II SWIF TB Initiative. 

The USAID URBAN TB LON II- SWIF TB Initiative is an ambitious initiative aimed at addressing the high burden in the TB triangle of Ethiopia. Focused on 87 woredas in 10 zones across four regions, the Initiative's primary goals include implementing high yield interventions to identify missed TB cases and break chain of transmission, delivering patient-centered care, and fostering innovative solutions to combat TB. This Initiative is pivotal in enhancing TB detection and treatment, with an overarching aim to reduce TB prevalence and mortality in the TB triangle area.

The M&E, Research, and CLA Manager plays a crucial role in the USAID- Urban TB LON-II SWIF TB Initiative. This position involves leading and managing monitoring and evaluation activities, conducting research, and implementing the CLA framework to ensure the effectiveness and impact of the project. The manager will be responsible for designing M&E strategies, overseeing research initiatives, and facilitating a learning environment to inform and adapt project activities. This role requires a dynamic individual with a strong background in M&E and research in public health settings.

Key Responsibilities

  • Monitoring and Evaluation:

    • Develop and implement M&E plans and frameworks in alignment with project objectives.

    • Ensure timely and accurate data collection, analysis, and reporting.

    • Manage evaluations and assessments to monitor program impact and effectiveness.

  • Research:

    • Lead research activities to generate data-driven insights for the project.

    • Analyze and interpret data to inform programmatic decisions.

  • CLA Implementation:

    • Facilitate the integration of the CLA approach into project activities.

    • Promote a culture of continuous learning and adaptation among project staff and stakeholders.

  • Capacity Building:

    • Develop and implement training programs for staff and partners in M&E and research methodologies.

    • Mentor and guide team members in best practices of M&E and CLA.

  • Stakeholder Collaboration:

    • Collaborate with internal and external stakeholders to align M&E and research activities.

    • Represent the project in relevant forums and working groups.

  • Reporting and Communication:

    • Prepare comprehensive M&E and research reports for the Learning, Monitoring, Evaluation, and Research Director.

    • Communicate findings and recommendations to project teams and stakeholders.

  • Quality Assurance:

    • Ensure the quality and reliability of data and research findings.

    • Maintain compliance with USAID and organizational standards and guidelines.

Job Requirements

Qualifications:

  • Advanced degree in Public Health, Epidemiology, Statistics, or related field.

  • At least 7 years of experience in M&E, Quality and research in public health in health sector or international development programs.

  • Demonstrated expertise in quantitative and qualitative research methods.

  • Familiarity with CLA practices and principles is a plus.

  • Proficient in data analysis software and tools.

  • Strong leadership, analytical, and communication skills.

  • Experience with USAID or other international donor-funded projects is highly desirable.

  • Fluency in English; knowledge of local languages is a plus.
