Mission
Under the supervision of the ECHO 2.1 Project Manager, the Inclusion and Mainstreaming Officer (IMO) will work towards achieving protection integrated multisectoral response to the most at-risk IDPs and Host Communities of NW and Central Zones of Tigray. The Inclusion and Mainstreaming Officer will provide technical oversight of Protection sector interventions, in particular in the theme of protection, GBV, psychosocial support, and community protection outreach, ensuring protection is integrated or mainstreamed across all other sectors. In addition to this, IMO will ensure the inclusion of the elderly, women and persons with disabilities, and other at-risk groups.
Build the capacity/Establish community-based protection reporting mechanisms and structures such as community-level complaint and feedback mechanisms.
Monitor community awareness campaigns that target IDPs and Host Communities regarding the protection of children, boys and girls, women, and PWDs.
Ensure the establishment of referral pathways among service providers and familiarize communities with referral pathways, and available services, and facilitate the referral to service providers.
Report regularly to the manager about the Protection activities and ensure protection is integrated or mainstreamed across other sectors;
Facilitate the risk mitigation and prevention activities such as awareness raising about general protection, GBV, and MHPSS
Work closely with health facilities, schools, and local authorities to secure safe spaces enabling to organize proper case management, counseling, and structured discussions.
Work closely with rehab, MHPSS, Mine Action teams, and other consortium partners for the inclusion of PWD, elderly, children, and other at-risk population
Facilitate training in the fields of protection, GBV, psycho-social wellbeing, case management, and application of international technical guidelines and standards in Protection
Ensure data are collected qualitatively and effectively with the consent of the beneficiary and that appropriate tools and formats are filled properly
Capacity building of local authorities and community leaders to develop capacities in the identification of existing barriers, and specific protection concerns of persons with disabilities and available services.
In collaboration with Community social workers and government health professionals provide community-based psychosocial support by involving the community, especially religious leaders and clan leaders.
Ensure quality and inclusive services are provided every day, especially to victims of protection, GBV, MHPSS, and other social oppressions including women, adolescents’ girls, and children;
Support the design and implementation of inclusive protection and PSS activities for survivors from the risks of protection issues, GBV, to contribute to strengthening social, and emotional well-being and increase skills, knowledge, and participation (coping mechanisms, conflict management, self-confidence, resilience, and empowerment);
Contribute to the design, planning, and implementation of protection-integrated events in sites to raise awareness about the rights of persons with disabilities, and old age people and ensure participation of persons with disabilities, other community members, actors, and representatives of the government;
Report regularly to the manager about protection activities implemented through weekly reports and activities planning;
Ensure data are collected qualitatively and effectively with the consent of the beneficiary and that appropriate tools and formats are filled properly;
Ensure daily safe documentation and storage of the cases identified (identification forms, assessment forms, referrals forms…) in line with internal standard operating procedures, guidelines, and protection principles;
Support Social Workers for the proper case recording through the database and other data collection methodologies (beneficiary’s files, …), updated every week and shared with the ECHO 2.1 project manager when required, and data are disaggregated by age, gender, and disability when collecting and recording data in accordance of HI’s data protection and confidentiality protocols;
Identify and liaise with external service providers to reinforce referral mechanisms; especially with hospitals, health centers, and NGOs who are working directly with victims of general protection, GBV, and protection issues
Work in cooperation and partnership with local government stakeholders to realize the project objectives such as Zone and Woreda Women & Children Affairs, OPD, OPA, Health, Justice, and Education Offices and Coordinate regular activities with IDP committees, Kebele authorities, and other partner teams if required;
Ensure respect and compliance with HI’s policies including the Child Protection and Child Safeguarding Policy, Prevention of Sexual Exploitation and Abuse [PSEA] policy, Anti-fraud and anti-corruption policy, and Code of Conduct;
Ensures that beneficiaries, IDPs, and community members are informed about HI’s safeguarding policies;
Disseminate information among community and partners about HI’s policies, Code of Conduct, and PSEA’s messages and promote reporting of any concerns related to SEA and Child Safeguarding;
Report immediately to the Project Manager and Operational coordinator any concern, or incident related to child protection, safeguarding, and PSEA;
Education & Qualification
Bachelor's Degree in Psychology, Sociology, Social Works, and Social Anthropology
Knowledge and Professional Experience required
Minimum of 3 years of experience in the area of protection;
Experience in Community-based protection and awareness-raising in humanitarian settings;
Good knowledge of data collection, analysis, and reporting;
Experienced in providing case management to victims and survivors of the risks of general protection, GBV, and MHPSS in conflict-affected areas
Skills
Computer literacy (Word, Excel, and PowerPoint).
A high degree of confidentiality.
Good interpersonal and communication skills.
Ability to work with teams and develop team spirit.
Diligence and attention to detail.
Never been convicted, free from khat, smoking, alcohol, and substance abuse addictions.
Knowledge of the working area language (Tigrigna) is a Must.
