Samaritan’s Purse is a nondenominational evangelical Christian organization providing spiritual and physical aid to hurting people around the world. Since 1970, Samaritan’s Purse has helped meet needs of people who are victims of war, poverty, natural disasters, disease, and famine. Samaritan’s Purse is privileged to be part of the humanitarian effort in Ethiopia and legally registered as foreign charity to work in Ethiopia since October 08, 2018.

Position description

We are seeking a Program Development advisor (PDA) to serve with our office in Addis Ababa, Ethiopia. This role supports and coordinates the processes related to proposal development and reporting which include writing, editing, and the compilation of lessons learned. The PDA is involved with all parts of program and grant proposals, and provides technical assistance to each of the Samaritan's Purse Ethiopia projects. 

Key Functions and Tasks

  • Actively participate and support  program development  through writing concept papers, proposals and budgets using best practices and lessons learned in coordination with appropriate program units.

  • Work with Program Managers and their staff to develop realistic programming and budgets for Samaritan's Purse Ethiopia projects and sub-bases

  • Assist and coordinate with the Country Director, Deputy Country Director, Fund Acquisition and Program Development Coordinator, Grants Manager, and Program Managers in the development and creation of a country plan and strategy (including Theory of Change).

  • Support the fund Acquisition and Program Development Coordinator, and Grants manager with updating Program Managers and Technical Advisors regarding grant related rules and regulations of the field office and ensures awareness of all relevant meetings, progress, and ideas being formulated.

  • Maintain digital library of all proposals, grants, and reports, and keeps leadership informed of project status and needs via Monthly Executive Reports and other products.

  • Follow policies and procedures of Samaritan’s Purse as set forth in the Policy Manual.

  • Maintain the strong values of Samaritan’s Purse, in interactions with colleagues, vendors, charitable beneficiaries, and the general public.

  • All other duties as assigned

Job Requirements

EDUCATION / EXPERIENCE NEEDED

  • Masters level education in a relevant field of study

  •  Eight (8) years experience in program development and two (2) years of cross-cultural experience, preferably in the implementation of relief and development programming.

  • NGO experience in both humanitarian and development works in Ethiopia 

  •  Grant management and donor experience preferred

LANGUAGE 

  • Proficient in reading and writing in English. 

  • Working knowledge of Amharic is required.

SKILLS REQUIRED

  • Technical writing skills for developing proposals, training/instruction manuals, and reports

  • General knowledge of the grant submission processes of institutional donors including the UN and USAID

  • General knowledge of multi-stakeholder processes such as working in consortia, networking, and representing the organization as it supplements the work of another agency or larger organization

  • General knowledge and understanding of major donors and applicable requirements, including USAID, BHA, WFP, IOM, UNICEF, UNHCR

  • Ability to analyze data and project activities against core documents, policies, humanitarian ethics, and organizational goals

  • Good knowledge of Microsoft Office programs

  • Excellent interpersonal communication skills

  • Ability work with culturally diverse groups of people and live under difficult conditions

  • Ability to work creatively and independently

  • Willingness to travel in and out of the field, with limited availability of basic services and facilities.

REASONING ABILITY 

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.
