Position description

The Fund Acquisition and Program Development Coordinator (FAPDC) will be responsible for identifying and establishing links with potential donors and funding opportunities and coordinate the design and development of proposals along with the development of partnership. The PDC is expected to contribute substantively to proposal development process and the production of winning proposals that contribute for the SPE strategic growth. 

Key Functions and Tasks

Under the direct supervision of the DCD-Programs ,  the FAPDC will undertake the following tasks:

  • Coordinate and lead the proposal development process from writing concept papers, proposal designs and budgets using best practices and lessons learned in coordination with appropriate program units.

  • Identify funding opportunities and potential donors and establishes donor database.

  • Regularly track and follow up funding opportunities and call for funding globally and in the country. 

  • Thoroughly reviewing solicitation documents and supporting the creation of comprehensive outlines, compliance matrices, and calendars to guide proposal preparation;

  • Actively work to secure external funding, which includes relationship building and positioning SPE strategically for funding

  • Organizing and helping to facilitate proposal planning meetings with staff and partners, including ensuring all meeting logistics are in place in advance;

  • Supporting the PDA to collect and compile support documents for proposals;

  • Supporting proposal production, paying close attention to detail for copy editing, formatting, and ensuring consistency of language and presentation for reviews.

  • Assisting the PDA with desk research and drafting proposal sections as agreed;

  • Takes athe lead role and coordinate all program related reporting to IHQ, donors, and pertinent government offices.

  • Liaison with staff and partners to ensure adherence to deadlines and quality standards and Serve as liaison between Samaritans Purse, Governmental/Non-Governmental authorities and external donors for collaborative programming on behalf of Samaritans Purse, and monitors and informs leadership of upcoming opportunities.

  • Guide and support the  PDA with strategic planning, proposal development, monitoring and evaluation, and reporting

  • Provide capacity development support to PMS and program staff on program development and project design, monitoring and evaluation, as on report writing.

  • Follow policies and procedures of Samaritan’s Purse as set forth in the Policy Manual.

  • Maintain the strong values of Samaritan’s Purse, in interactions with colleagues, vendors, charitable beneficiaries, and the general public.

  • All other duties as assigned 

Job Requirements

EDUCATION / EXPERIENCE NEEDED

  • Masters level education in a relevant field of study

  • Strong and extensive experience in working with different donors and grants at global level, including USAID, BHA, WFP, IOM, UNICEF, UNHCR.

  • Proven experience in program development/project design for different donors and different kinds of emergency response and development interventions. 

  • Proven experience in project periodic and terminal reports preparation to different donors, IHQ and government authorities. 

LANGUAGE 

High level of proficiency in the English language, with strong writing skill. 

SKILLS REQUIRED

  • Technical writing skills for developing proposals, training/instruction manuals, and reports

  • Thorough knowledge of the grant submission processes of institutional donors including the UN organizations and USAID

  • Thorough l knowledge of multi-stakeholder processes such as working in consortia, networking, and representing the organization as it supplements the work of another agency or larger organization

  • Thorough knowledge and understanding of major donors and applicable requirements, including USAID, BHA, WFP, IOM, UNICEF, UNHCR

  • Strong skill and ability to analyze data and project activities against core documents, policies, humanitarian ethics, and organizational goals

  • Good knowledge of Microsoft Office programs

  • Excellent interpersonal communication skills

  • Strong writing skills.

  • Must be culturally sensitive and respectful of local culture and community leaders in all contexts.

  • Experience working in a multi-cultural setting.

  • Willingness to travel in and out of the field, with limited availability of basic services and facilities.

REASONING ABILITY 

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.
