Job Description

The WISH2 Project Manager is responsible for providing technical leadership and support across FGAE WISH2 supported sites, in order to ensure the achievement of WISH2  project service delivery projections in line with evidence-based best-practice, rights-based programming, and clinical quality standards. S/He is responsible to plan, coordinate, implement, and monitor all interventions and activities related to community engagement, health literacy, advocacy, and social accountability  and health System Strengthening at WISH2 implementation areas. In addition, s/he is expected to liaise with the FGAE team work closely with IPPF/FCDO WISH2 HUB Team, WISH2 consortium partners, key MOH/RHBs-government sectors, and other implementing partners in the planning, implementation and building local capacity at cluster level, monitoring, and sharing of lessons and learning for project activities. The ideal candidate is highly organized, detail-oriented, and capable of managing multiple tasks simultaneously.

Key Responsibilities

Strategic Leadership, Project Management and Coordination

  • Provide technical leadership to WISH2 Cluster teams in Health System Strengthening in delivery of quality, integrated family planning, safe abortion, adolescent sexual reproductive health. 

  • Manage regional project staff and coordinate with WISH2 consortium partners to realize the WISH2 goals and objectives

  • Manage and coordinate the implementation of all community engagement, health literacy, social mobilization, social accountability mechanisms and platforms, and advocacy interventions and Health system strengthening activities at WISH2 Implementing sites/regions;

  • Lead the capacity development of staff, Public HFs(government)& NSAs(Private) health professional on WISH2 project interventions and activities

  • Ensure the project activities and interventions are implemented according to the standards and quality

  • Work closely with WISH2 consortium partners in the planning, coordination, implementation, and monitoring of interventions and activities to enhance capacity, contextualize, and carry out the project interventions and activities in the WISH2 IP woredast

  • Work closely with FCDO/E MOH/RHBs, ZHDs, WorHOs, and woreda coordinators to plan and execute various trainings on community engagement, health literacy, advocacy, social accountability and Health System Strengthening Initiatives

  • Provide technical and managerial oversight to Regional Project Coordinator(s) and Woreda Cluster Officer(s);

  • Work with the WISH2 Project Coordinators to support the formation of clusters, Cluster Management Committees (CMCs), and District Management Committees (DMCs), 

  • Work with and support CMCs and DMCs to maintain strong oversight of service delivery in cluster sites develop of outreach plans to enable achievement of service delivery projections  

  • Provide technical support to the cluster teams to use data generated through the project to ensure adaptive programming in order to meet service delivery projections. 

  • Ensure that effective referral systems are in place within clusters 

  • Work with the WISH program Director to project implementation through cluster, subnational and National coordination structures. 

  • Support the WISH2 Project Country Manager and Executive Director, and Options team and WISH2 Country Consortium working on advocacy, sustainability and national ownership to build national ownership of the SRH agenda. 

    Quality of Care:  

  • Ensure trainings are organized based on findings from need assessment at each level and CPD requirements;.

  • Oversee trainings cascaded with updated standards set by ministry of health and organizational protocols.

  • Ensure field team has regularly conduct training quality assurance using TQA checklist provided by WISH2 team.

  • Ensure proper documentation (trainee and trainer profile, type of the training, narrative report and ..) is maintained for each training organized .

  • Ensure updated training materials (PPTs, modules, competency assessment checklists, learning guides, etc) are used to organize all trainings at each system. 

  • Coordinate the collection of regular quality assessments (6 monthly) using project tools across all cluster sites in coordination with the  QI/QA & MEL Manager;

  • Ensure the development and implementation of quality of care improvement work plans across project sites with the aim of ensuring quality improvements in cluster sites across the project lifetime.

  • Oversee clinical governance and adverse events reporting across WISH2 cluster sites

  • Ensure training standards are maintained at all level;

Learning, evidence and use of data

  • Work with the MEL Manager to ensure that data generated through the project is used to inform programme strategies for reaching the unreached, and adaptation to project design at country, district and cluster level. 

  • Prepare and submit monthly, quarterly, and annual work plan to their organization and WISH2 consortium partners

  • Provide and ensure utilization of job aids, tools, guides, and manuals for community engagement, advocacy, social accountability systems, and platforms

  • Regularly conduct follow-up visits, facilitative supportive supervision & TA, performance reviews, and experience sharing jointly with WISH2  Project coordinators and government stakeholders

  • Participate at relevant technical & coordination meetings such as TWGs in the region and promotes partnerships and networking

  • Prepare and submit biweekly, monthly, quarterly, and annual progress reports to their leadership and WISH2 regional team

  • Assist in the development of project plans, including timelines, milestones, and resource allocation.

  • Serve as a point of contact for project teams and stakeholders.

  • Ensure that lessons learned from the WISH2 programme, and best practices / evidence from the global SRH community is integrated into WISH2 project implementation plans and strategies.  

  • Facilitate learning between clusters, and WISH2 programme in collaboration with the organization evidence and learning team  

  • Identify, document, and share success stories, lessons and learnings Schedule and organize project meetings, including preparation of agendas and follow-up on action items.

  • Any responsibilities assigned by the supervisor

Job Requirements

Master’s degree or equivalent in Public Health   with experience related to Family Planning / Reproductive Health programmes in [COUNTRY], preferably in contraceptive and safe abortion service delivery projects, community engagement and empowerment, social accountability, social behavior change, etc;

Minimum of 5 years of demonstrated coordination and managerial experience in project planning, implementation, and monitoring
