JOB SUMMARY
Seeking an experienced technical lead for an anticipated project that aims to support Ethiopia’s health sector in planning, implementing, regulating, institutionalizing, and sustaining the quality improvement efforts in the country for improved client satisfaction and health service utilization to improve health outcomes. The technical lead will provide operational and managerial support to the project director but will be primarily responsible for leading the technical direction and oversight of the project’s technical activities. They must have an appropriate balance of technical team leadership and interpersonal skills and experience. The ideal candidate must be a recognized technical leader in the RMNCAH-N clinical and system strengthening areas with demonstrated technical expertise in at least three of these five technical areas - RMNCAH service delivery, quality improvement and quality assurance models and approaches, data use, health financing, or community health services. Having the capacity to successfully interact with host country agencies, including federal, regional, and woreda-level players, development partners, civil society, and community-based organizations is essential.
Duties & Responsibilities:
Provides leadership and conceptual guidance for the strategy and implementation of all technical components of the project.
Provides technical direction and oversight in the design, implementation, and monitoring of work plans and budgets.
Advises the project director in the alignment of the project’s staffing, including consultants, with work plans and additional requests from the donor.
Supervises technical staff, as appropriate, to ensure activities are on track and meet EngenderHealth’s technical quality standards and are delivered on time and within budget.
Ensures adherence to the donor, project, corporate, and in-country policies, and procedures governing all technical work.
Lead the clinical interventions and ensure the efficient execution of RMNCAH-N activities by national, international, and Engender Health policy guidelines, protocols, and technical standards.
Offer technical support to integrate and sustain high-impact FP practices (PPFP & PAFP) and MNCAH-N training methods within CPD centers, in-service training sites (IST sites), and health facilities for practical training in project focus areas and facilities.
Liaise with the project management team on all issues pertaining to technical aspects of the project, including meetings, work plans, and technical updates, and respond to ad hoc technical requests from the donor and other entities.
Works with technical advisors to design and implement strategic approaches to expand project activities and innovative approaches.
Oversees and participates in the preparation of necessary technical and program-related reports, including presentations, white papers, technical briefs, and peer-reviewed publications on innovation, scale-up, and sustainability of RMNCAH-N quality of care improvement.
Guides and supports training and capacity development efforts in support of project activities and deliverables.
Provide functional guidance to outside vendors to ensure deliverables are met within timelines and budgets.
Organizes, as needed, project/program training, conferences, workshops, and meetings.
Represent the project and organization, as needed, and participate in outside associations, conferences, and symposia.
Job Requirements
MD degree in Medicine with a specialty in Obstetrics and gynecology or MD degree in Medicine or Degree in health and related field with MPH and extensive experience
Minimum of ten (10) years of progressively increasing responsibility delivering RMNCAH-N programs in Ethiopia.
Progressively increasing responsibility in public health with experience in a senior technical leadership position on a project that focuses on RMNCAH-N quality of care improvement in Ethiopia or similar settings.
Recognized technical leader in family planning, maternal, newborn, child, and adolescent health quality of care improvement initiatives.
Clinical service delivery experience in FP/MH/Newborn/Nutrition with at least 03 years of clinical experience in long-acting and permanent family planning service provision (tubal ligation and vasectomy) and Emergency Obstetric Newborn Care (EMONC)is highly recommended.
Demonstrated technical skills and ability to build synergies across technical disciplines and teams.
Demonstrated management and supervisory experience of multi-disciplinary technical teams.
Experience in interacting with technical working groups, host country agencies, including national, regional and woreda level leaders and teams, development partners, civil society, private sector, and community-based organizations is essential.
Experience of working with INGO on RMNCAH-N areas

Demonstrated experience in family planning, maternal and adolescent health service provision, programming, and oversight of FP programs.
Ability to lead, manage, and mentor teams with excellent interpersonal skills.
Computer literate, with knowledge of Windows applications, including Excel spreadsheets.
