TITLE: Quality Improvement (QI) Advisor
PROGRAM/DEPARTMENT: Anticipated RMNCAH-N Project
REPORTS TO: Technical Lead
WORK LOCATION: Addis Ababa, Ethiopia

The QI advisor under the supervision of the technical lead will be responsible for leading the implementation of all Quality Improvement activities for the anticipated project. S/He will provide guidance for the QI on the delivery of comprehensive family planning (FP), Antenatal care, skilled delivery, post-natal care, immunization, and Nutrition services focused on high-impact practices. The QI advisor in consultation with the technical lead serves as a lead person in overseeing the QI activities and building staff capacity in QI updates and procedures/techniques. S/he provides QI coaching support for field-level program staff, and trainers and supports public health facilities service providers to undertake QI projects under RMNCAH-N. S/he ensures clinical quality by providing technical guidance and oversight for the establishment and functioning of sound clinical quality improvement (CQI) systems and approaches in support of the MOH effort. S/he will ensure that all EngenderHealth programs/projects QI activities are evidence-based, result-oriented, and gender sensitive. S/he will identify, document, synthesize, disseminate, and integrate lessons learned and best practices in RMNCAH-N services delivery.
The QI advisor will jointly work with the regional and facilities QI departments/Teams in identifying context-specific interventions for quality improvement in line with the needs of the respective sites and build the capacity of government partners at the national, regional, and facility levels to plan, finance and implement these approaches.

The QI advisor will serve as QI focal person for the project, will coordinate activities at the national/regional/facility level, and ensure QI activities are fully institutionalized and sustainably provided at supported health facilities.

Duties and Responsibilities

  • Build/Strengthen the capacity of the project to plan, finance, and provide technical guidance, advice, and support for implementation and monitoring of activities across a broad range of FP/RMNCAH-N service delivery areas, including but not limited to:

  • Quality improvement along the RMNCAH-N continuum of care

  • Maternal and Perinatal Death Surveillance and Response (MPDSR)

  • Respectful maternity care, use of facility management, and prior work with community structures in improving the Quality of Care

  • QI models knowledge and uses such as Kaizen and Model for improvement CQI models

  • Knowledge and experience in clinical audits on RMNCAH-N services

  • Improved availability of resources within the regions/facility to improve quality of care and Infection Prevention and Control (IPC).

  • Build the capacity of MOH and RHBs to promote the development of health workers and management staff capacity in the above areas through a broad range of approaches such as training, one-on-one mentorship, and on-the-job training, supportive supervision, on-site and off-site training coordination, etc.

  • Build the capacity of service delivery technical officers to institute mentorship and coaching at district and health facility levels.

  • Build capacity of RHBs, project-supported facilities, and project technical teams on documentation of success stories, briefs, and other related materials.

  • Provide managerial guidance and technical leadership in the implementation of integrated family planning, Maternal, Newborn, Child, and Adolescent Health, Immunization, and Nutrition at national regional, and facility levels, through strengthened QI strategies and approaches.

  • Prepares and delivers presentations to project lead and key stakeholders on QI progress, success, and challenges.

  • Effectively plan, execute, and evaluate the implementation of activities and critically reflect and improve on project strategies to promote QI in all regions and facilities.

  • Facilitates data management from facility QI documentation.

  • Coordinate and represent EngenderHealth in different meetings and activities related to the QI.

  • Provide leadership in the development of quarterly reports and presentations for sharing with project teams and other stakeholders.

  • Directly supervise program officers and service providers on QI.

  • Provide general leadership, coordination, and management of relevant team members.

  • Represent the country in technical advisory activities.

  • Maintain cordial relationship with stakeholders, facility staff and other leadership with relevant departments at the national and regional level.

  • Work closely with other project staff to ensure that project strategies and approaches are delivered in a coherent and coordinated way, in line with log frame targets, and build partnerships with other key organizations to promote synergy and workable partnerships.

  • Works closely with country teams to ensure QI support and activities at the facility are implemented according to established program standards and reflects best practices and evidence-based frameworks.

  • Nurture good relationship with the country, implementing partners, and Community Based Organizations/Civil Society Organizations.

  • Lead in identification, assessment and capacity building of local CSOs and private sector players for planning, financing and implementation of activities to improve maternal and child survival.

  • Oversees work planning, performance management, monitoring & evaluation processes, donor reporting, and strategic communications at county level.

  • Routinely use data to inform and improve decision making on QI interventions and project adjustments, particularly for improving quality of care.

  • Support strengthening of social accountability at health facility level through establishment and strengthening of TWGs, Stakeholders forums, learning sessions, MPDSR committees, Respectful Maternity Services, client satisfaction surveys, Quality Improvement teams, suggestion box and Service charter utilization.

  • Development and review of KPI to ensure performance is monitored good performance recognized and rewarded.

  • Participate in QI project development as part of the CQI.

  • Undertake other essential tasks as required by the project lead and/or project director.

  • Travel to and work in the focus geographic areas up to 70% the time.

Job Requirements

  • MD degree in Medicine or BSc in health and health related with MPH or MSC with relevant work experience.

  • Minimum of five (5) years of experience on QI and RMNCAH-N in the service and program areas.

  • Experience and understanding of MOH structure, strategic documents, health service delivery and QI system.

  • Experience in Quality-of-care implementation, clinical auditing, Quality planning and interventions.

  • Experience in documentation, presenting findings, results, and lessons learned to a variety of audiences.

  • In-depth knowledge of global and national level health policies, strategies, and standards.

ESSENTIAL SOFT SKILLS

  • Knowledge and skill on relevant quality improvement /quality assurance approaches/tool in RMNCAH-N is recommended.

  • Experience in implementing and supporting QI projects, using different QI models and approaches.

  • Ability to handle multiple tasks and demands, establish priorities and work effectively in a deadline driven environment; accuracy and attention to detail in the performance of duties is of critical importance.

  • Leading QI work and experience in mentorship and coaching or other capacity building in QI required.

  • Supporting facility quality management capacity development required.

  • Experience in developing and delivering training materials for quality improvement required.

  • Experience in maternal and child health programs preferred.

  • Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub national level, preferably including demonstrated experience in building service delivery quality and utilization.

  • Experience in working both at health facility and community levels.

  • Experience in implementing projects involving diverse partners, consortiums and operations skills.

  • Outstanding ability to interact with providers, experts and collaborators across multiple disciplines, program areas, and cultures with exceptional ability to mentor and support teams.

  • Fluency in written and oral English with ability to articulate and presents ideas, opinions and information in a clear, concise, structured and convincing manner for the intended audience.

  • Exceptional analytical skills, interpersonal, teamwork, and partnering skills.

  • Computer literate, with knowledge of Windows applications, including Excel spreadsheets.

PREFERRED SKILLS, ABILITIES AND FUNCTIONS

  • Good accountancy and report-writing skills.

  • Demonstrated experience in family planning, maternal, newborn, adolescent, immunization, nutrition health service provision, programming, and oversight of programs.

  • Good interpersonal communication and teamwork.
