Activity background 

Project HOPE is an international NGO of more than 500 engaged employees and hundreds of volunteers who work in more than 25 countries, responding to the world’s most pressing global health challenges. 

Empowered Communities Activity is a USAID-funded activity implemented by a Project HOPE-led consortium that includes JSI, Amhara Women’s Association (AWA), Mothers and Children Multisectoral Development Organization (MCMDO), Progynist, and Family Guidance Association of Ethiopia (EFGA). The activity will be implemented in the next four years between January 18,2024 to 17 January 2028 in five regions of Ethiopia (Oromia, Amhara, Afar, South Ethiopia and central Ethiopia regions). The goal of this activity is to strengthen community systems and platforms to improve health and nutrition outcomes. USAID ECA aims to improving community level health literacy and engagement, capacity strengthening of non-state actors (NSAs) and accountability systems as well as increasing service delivery through NSA managed health facilities.

Project HOPE strives to achieve a higher level of engagement by the community whereby members develop influence and take ownership in the decision-making processes that can improve their own health status. One of the expected result areas is to increase delivery of quality RMNCAH-N services through local NSA health facilities through Improved enabling environment for NSA engagement in the delivery of RMNCAH-N services; increased access to quality RMNCAH-N services in NSA managed health facilities and RMNCAH-N program learning, and innovative ventures enhanced for NSA managed health facilities. 

JOB SUMMARY

The Safeguarding officer is responsible for developing, implementing, and overseeing safeguarding policies and procedures to ensure the safety and well-being of all individuals, especially vulnerable populations, within the organization and beneficiaries of the different projects and programs. This role involves training staff, conducting risk assessments, managing safeguarding cases, and ensuring compliance with relevant legislation and best practices.  

Duties & Responsibilities

  • Develop clear strategies, policies and procedures on child protection and safeguarding, ensure policies comply with local and international safeguarding standards and implement safeguarding frameworks across the organization.

  • Ensure that the organization’s policies comply with local and international safeguarding standards.

  • Implement safeguarding frameworks across the organization.

  • Leads the development of tools, systems and structures to support child protection and safeguarding programs in the country by interpreting the organization’s policy frameworks and actively participate into the development of the work on child protection

  • Develop training materials and resources related to safeguarding and design and deliver safeguarding training programs for staff, volunteers, sub partners and stakeholders.

  • Provide information, advice, and ongoing support and guidance on safeguarding related issues, in line with the country’s strategy and priorities.

  • Conduct regular risk assessments to identify potential safeguarding issues and develop and implement strategies to mitigate identified risks.

  • Coordinate, support, and ensure the integration of child protection and safeguarding in all project documents and annual work plans within all activities of Project HOPE. 

  • Monitor and review safeguarding practices continuously.

  • Manage safeguarding concerns and incidents promptly and effectively.

  • Conduct investigations and ensure appropriate actions are taken.

  • Maintain detailed and confidential records of safeguarding cases.

  • Ensure compliance with relevant safeguarding legislation and standards.

  • Prepare and present safeguarding reports to senior management on a regular basis.

  • Support new business development initiatives in relation to safeguarding requirements. 

  • Liaise with external agencies and authorities as necessary.

  • Promote a culture of safeguarding within the organization.

  • Advocate for the rights and protection of children and other vulnerable populations and individuals.

  • Engage with the community to raise awareness about safeguarding.

  • Develop and implement monitoring and evaluation frameworks for safeguarding practices.

  • Analyze data to assess the effectiveness of safeguarding measures.

  • Recommend improvements based on evaluation findings.

  • Serve as a Safeguarding focal point for the country and represent the Ethiopian Office and projects in all safeguarding related matters.

  • Perform other duties as assigned by the Country Representative and the Senior Leadership Team.

Job Requirements

  • First degree in health science and a masters in a related social studies or public health

  • Minimum of 3 years of experience in quality assurance, safeguarding or child protection role.

  • In-depth understanding of safeguarding legislation, policies, and best practices.

  • Excellent communication and interpersonal skills.

  • Strong analytical and problem-solving abilities.

  • Ability to handle sensitive information with confidentiality.
