Job Description

VIS has been operating in Ethiopia for more than 20 years. In 2005 it was recognized by the Ethiopian Ministry of Justice as a suitable organization to operate in the field of education and water and sanitation. On 8th October 2009 it also obtained the registration certificate from the Charities and Societies Authority in accordance with the Charities and Societies Proclamation No 621/2009. VIS and its partners have been engaged in humanitarian and development interventions in the areas of WASH, Livelihoods, Education and Technical and Vocational Training in all Tigray areas (particularly, Mekelle, Wukro, Adigrat, Adwa, Shire) and in the refugee camps of Adi-Harush, Mai-Ayni and Hitsats. 

VIS Ethiopia is seeking a candidate for the position of Deputy Program Coordinator. The Deputy Program Coordinator will be working under the project: “Restore Essential Health, nutrition and food security services in Shire, Tigray”, which is funded by the Italian Development Cooperation Agency (AICS), and it is going to be implemented in Shire woreda, and surrounding rural areas, in Tigray region.

Contribute to a rapid and effective humanitarian response in Ethiopia for reduced mortality and vulnerability of conflict-affected populations in northern Tigray

Restore and ensure life-saving, gender-inclusive and responsive health and nutrition services in Shire Indasilasse displaced and host communities affected by the conflict in Tigray

Under the overall guidance and supervision of VIS-Program Coordinator, the Deputy Program Coordinator  manages all aspects that guarantee the correct implementation of the activities. Besides, participates in the drafting of new project proposals, collaborates for the correct presence and functioning of the organization in the country dealing national authorities at national and local level to facilitate the implementation of programs and projects and the country strategy. The Deputy Program Coordinator collaborates with all VIS staff in order to support on all aspects concerning the good and proper use of funds based on project budgets, data collection and analysis, and procurement activities. He/she will ensure smooth operations of the activities and consistency of projects implementation with VIS. rules and regulations.

Salary Range: Eur 900-950 based on qualification and experiance

Duties and Task

The Deputy Program Coordinator will have the following responsibilities under the project: 

  • Operations Management

  • Oversee the overall implementation of the assigned activities in accordance with the project proposals ensuring objectives are met within the required time frame and budget and in accordance with VIS, donor, country, and international standards;

  • Facilitate cross cutting communications with all country teams implementing and supporting the programs plans;

  • Support field managers in all aspects of finance, administrative, human resource and logistics management, ensuring knowledge of and adherence to applicable operational systems, donor requirements and country program strategy;

  • Manage a comprehensive activity plan for the program, including resource needs analysis, covering the time frames of the project proposals;

Staff Management

  • Supporting the Program Coordinator on the management of projects staff, including supervision and development;

  • With the Program Coordinator, hold regular team meetings and support to develop and build an effective team;

  • Develop direct reports to improve their knowledge competence and performance. Coach and propose development plans on project management and team building for PMs;

  • Financial Management

  • In collaboration with the administrative office and the Program Coordinator, supervise and ensure the financial management, expenditures and procurement are compliant with the Local Authorities regulations and VIS procedures;

  • Collaborate in preparation and submission of audits and administrative/accounting documents required by the Ethiopian Law within the deadlines foreseen;

  • Quality Management

  • Ensure country programs are implemented in accordance with VIS, country authorities and international standards recommendations and requirements;

  • Support and provide input to VIS in the process of writing and submitting donor and other required reports;

  • Establish and maintain effective relationships with the relevant departments of the Ethiopian government at National and Regional level. Ensure policies and directives regarding NGOs operation in Ethiopia are applied in all VIS projects. Take actively part of the preparation, submission and follow up of all project's agreements and all relevant stakeholders;

  • Coordinate with VIS regional and country offices staff and network partners;

  • Regularly assess and provide feedback and recommendations on the quality of the programs and interventions during field visits and at other relevant times;

  • Ensure frequent and appropriate monitoring and evaluation of programs activities and outputs, implementing corrective actions as required;

  • Coordinate and oversee implementation of baseline surveys, assessments, midterm and end of project evaluations and other relevant monitoring and evaluation activities;

  • Provide inputs to prepare success stories on individual projects and other public information material, including photographs;

  • Support the Program Coordinator in maintaining good and solid relationships with the Salesians of Don Bosco, supporting and accompanying them during the implementation of the different projects in compliance with VIS internal procedures and the procedures of the different donors;

Job Requirements

Education/Training, Experience and skills required

  • Masters or Bachelor degree from a recognized university /college in Project Management or Business Management or related field of studies;

  • At least 5 years of relevant experience in Project management in NGO’s or works as Project Manager in different project activities;

  • Proven experience at least 4 years in writing, managing and coordinating projects in emergency context;

  • Capable of managing staffs under his supervision;

  • Proven experience and knowledge of managing projects, good communication skill with project managers and field officers;

  • Initiative and active problem-solving skills;

  • Strong ability to pay attention to detail;

  • Good organizational and planning skills as well as follow up;

  • Good Command of English in word and writing;

  • Good reporting skills;

  • Fluency in spoken and written English;

  • Prior experience working in the Tigray Region (specifically in Shire areas) and/or knowledge of Italian (word and writing) and/or AICS (Italian Agency for Development Cooperation) procedures, will be considered an added value;

Any other specialized qualifications: 

  • Possession of certificates attesting to participation in courses related to international cooperation (particularly Project Cycle Management) will be considered a preferential requirement;
