GOAL’s mission is to work with the most vulnerable communities to help them respond to and recover from humanitarian crises, and to assist them to build transcendent solutions to mitigate poverty and vulnerability.
GOAL is a non-for-profit organization that has been working in Ethiopia for over 30 years, towards ensuring the poorest and most vulnerable in our world and those affected by humanitarian crises have access to the fundamental rights of life, including but not limited to adequate shelter, food and livelihoods, water and sanitation, nutrition, healthcare and education. GOAL implements a range of multi-sectoral development, resilience, recovery and humanitarian responses programmes by being sensitive to cross-cutting issues including gender, accountably, child protection, HIV/AIDS. Currently, we work with pastoralist, agropastoral, pastoral dropouts, rural small holder farmers, rural/urban youth and street children to respond to humanitarian crises and build resilience in Ethiopia working closely with local communities, local government, donors and other key actors. GOAL E Humanitarian Response is centered on nutrition, WASH, livelihoods, multipurpose cash, NFIs and protection interventions in country wide while the recovery and development focus on livelihoods, economic opportunities, health, health and nutrition system strengthening and WASH with solid emphasis on integrated programming and community-based approach in Oromiya regional state. The Street Children programme is implemented with local partners in Addis Ababa and Hawassa.

General description of the Position:
•The Project Manager will be responsible for the overall management of the day-to-day activities of a GOAL Community based Management of Acute Malnutrition (CMAM) and other activities in the assigned refugee camp.
Participate in the development and training of clinical staff, and Willingness to function as a role model and educator.
Responsible for the overall care of all patients of assigned clinic and Communicate complaints and incidents to supervisory personnel as needed.
Study patient needs/trends and suggests solutions to ongoing patient care problems and Make data-driven decisions and write safety review documents and reports.
Ensure in-room checkout is occurring for the care team and Oversee the quality of clinical care for network and non-network providers.
Control the drug supply and management.
Ability to move, reposition, and place individuals in pieces of equipment and Serve as key problem-solving resource for staff on patient issues.
Coordinate and supervise the overall CMAM activities undertaken in the different programs SC, OTP/TSFP/BSFP, IYCF/ MAMI, GMP, Community outreach and dietary diversification programs.
Ensure that national guidelines and protocols are followed at all stages of nutrition programs, as well as in the day-to-day activities of the GOAL at the nutrition centers.
Ensuring that medical protocols are followed in accordance with the Federal Minister of Health's SAM treatment guidelines.
Coordinate the planning and organization of Nutrition programmes SC, OTP, TSFP, BSFP IYCF-E/C-MAMI and dietary diversification at designated refugee camp.
Ensure the collection of all relevant background information on the area has been amassed prior to project implementation.
Undertake the BDRS reconciliation in line with the IRF and submit to logistics for NFI, food items, medicine & others.
Ensuring that items/NFI/BSFP are distributed in accordance with the distribution strategy, which has been discussed with RRS and refugee community leaders.
Supervise the community engagement officers activities and supports through working with the community engagement officers, Nutrition officers and refugee community outreach agents/ Incentive and ensure engagement of refugee leaders, key figures, and groups in facilitating for the CMAM implementation, FMUAC, gardening activities and Campaigns like Community health days (CHD), and vitamin A supplementation.
Organize and conduct training for nutrition officers, community engagement officers, IYCF officers, and nutrition assistants on all aspects of CMAM that are relevant to each area and group on how to disseminate key nutrition messages within their communities and through other community channels.
Ensure appropriate referrals take place to and from other distribution sites within the refugee camp.
Follow up management of stocks with the storekeeper; monitor rates of consumption and ensure supplies are ordered in a timely manner.
Ensure that there is linkage with the community outreach/nutrition workers, and offer effective follow-up of all cases, notably absentees, defaulters, and non-respondents.
Regularly update the line manager/ Area manager and refugee programme manager on the project.
Ensuring and establishing accountability for affected persons throughout the program's life cycle by offering GOAL internal policies, PSEAH training, a code of conduct, and a community-based response mechanism. Respect the dignity of beneficiaries, caregivers, and members of the community.
Document and file all relevant information of the targeted group related to the targeted programme according to donor requirement and keep those documents in a very accessible place (Soft and hard copy)
Robust implementation of monthly two-step screening in nutrition centres and communities, as well as MUAC screening/anthropometrics for all children aged 0-59 months, PLW, and other cases.
Ensure the implementation of MAMI, GMP, FMUAC and increase the data handling quality with the IYCF officer.
Conducting post-distribution monitoring with the meal officer at every nutrition facility and addressing any gaps discovered during the post distribution monitoring.
Undertake staff appraisals, time sheets, and verifying that all employees under his or her supervision have signed the GOAL internal policies and code of conduct in line with GE-HR guidelines and manuals.
Prepare and send weekly, monthly, and quarterly static and narrative reports to GOAL internal personnel, UNHCR, RRS, WFP, UNICEF and other organizations as requested by line manager.
Representing GOAL Ethiopia attends monthly sectoral meetings, coordination meetings, and represents the area manager when the area manager is absent.
Undertaking SENS survey assessment in collaboration with UNHCR and other partners.
Report any progress and any problems in a timely manner to the immediate supervisor.
Perform any other duties/Tasks as required by the line manager.
Mainstreaming Issues:
The employee must read, understand, and implement, according to area of responsibility, GOAL’s policies, and procedures on mainstreaming of Gender, HIV/AIDS, and Child Protection.
Work on increasing the sensitivity and awareness of community towards Gender, HIV/AIDS, and Child Protection issues.
Compliance Issues
Familiarize self and understand GOAL Donor Compliance issues, specifically to the terms and conditions of the Donor the programme is working on and comply with same in area of responsibility.
Mainstreaming Issues:
Familiarize self, understand and implement according to area of responsibility, GOAL’s policies and procedures on mainstreaming of Gender, HIV/AIDS, Child protection and Accountability.
Ensures gender and HIV/AIDS is effectively mainstreamed throughout the programme activities, work plans, budgets, reports, researches, analyses and where specifically relevant, analyzed in detail;
Work on increasing the sensitivity and awareness of staff towards Gender, HIV/AIDS, Child Protection and Accountability issues.
Compliance Issues
Familiarize self and understand to GOAL Donor Compliance issues, specifically to the terms and conditions of the Donor the programme is working on and comply with same in area of responsibility.
Qualification (Education, Experience, key qualities, skill and competence)
BSC degree/Diploma in Public Health and Nursing with at least four years of relevant work experience for the BSC degree and six years for the Diploma in the Health and nutrition intervention.
Have a demonstrated experience in emergency health and nutrition programme, Health care, practical experience, and practitioner, CMAM and running other feeding programme, IYCF, BSFP, MAMI and GMP preferably in refugee settings
Local resident applicants are advantageous.

Demonstrable ability at report writing and budget management.
Ability to work flexibly extra working hours including weekends and willingness to travel and work in rural locations and live in basic conditions.
Commitment to and understanding of GOALs, aims, values and principles.
Fluency in written and spoken English, and Amharic, is required; knowledge of the local language is advantageous.
Computer literate.
Accountability & responsiveness within areas of responsibilities.
