The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person for the position of Health Field Officer-Midwife based in Bahirdar.
Terms of Employment: 1 year fixed term contract with possibility of extension based on budget availability
PURPOSE
Works as part of a health team in Bahir Dar SD
Supports the planning, implementation, and monitoring of SV & reproductive health activities in PHCs, hospital programs, OSCs and Fistula Care center service as per the health strategy.
Supports other health activities as required and works in an integrated multidisciplinary approach within the SD.
Understands and promotes the Health Care in Danger file.
Develops an understanding of the challenges in the AOR and maintains contact with the relevant health authorities at Region Health Bureau and other partners involved in the file of SV.
Contributes to institutional reporting and participates in field trips and assessments when required.
RELATIONSHIPS
Internal_ interacts with health staff (Health Delegate, Health Field Officers, Health Coordinator) and non-health staff (Protection, Ecosec, WatHab, Logistics, Admin/finance, COM, Head of Sub-Delegation/Office, SV team in Addis.
External_ interacts with local health authorities, health actors and local stakeholders in his/her geographic area or field of responsibility.

May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.
RESPONSIBILITIES
Responsible for ICRC’s sexual and reproductive health activities including SV in Amhara AoR.
Support other health activities as required. Define referral mechanisms for survivors of SV and fistula patients from the community to curative care facilities.
Ensures that the SOPs related to sexual violence and Reproductive health are available in health facilities including OSCs and adhered to be the relevant staff.
Ensures rational use of drugs related to SRH care,
Organizes and supports trainings on SV and Reproductive Health in collaboration with Health delegate, the Health Coordinator and the RHB.
Ensures that Health Care in Danger and SV are included in all trainings.
Maintains regular contact with relevant interlocutors at regional and community level.
Emergencies
Contribute and conduct health assessment focusing on sexual and reproductive health services during acute emergency phase.
Provide guidance on the implementation of the MISP in conflict affected areas.
Contributes to planning, proposals, and implementation of response as required.
Provide clinical care during emergencies and when called upon.
Monitors security in AOR and informs the Health Delegate if any concerns related to movement of ICRC and program implementation.
ADMIN/Reporting
Ensures that supplies to SRH units in ICRC targeted health facilities and OSCs, and inventories are completed on time and stocks received as required.
Monitors equipment needs in SRH units and OSCs, ensure rational use and inventory of donated equipment is maintained in each facility.
Ensures that items from other agencies/RHB are supplied to the SRH units at targeted health facilities and OSCs i.e., PEP kits, HIV tests kits, hygiene kits.
Provides input to MAD/DHIS2, QHTR, weekly reporting, ensure comprehensive data analysis (contextual/protection lens) as well as closer work with Protection and SV department.
Understands accountability to Affected Populations (AAP) and disseminates in health programs.
Supports oral and written translations as required i.e., translating in meetings with ICRC community interlocutors, information leaflets, etc.
Ensure in collaboration with the relevant parties the update and follow up of the Memorandum of Understanding for all supported health facilities.
University degree in midwifery Nursing from recognized university or college.
Must be registered by the regional health bureau directorate of health service, and health related product regulation with valid licence.
Good understanding of the context in Amhara region and Ethiopia health system region.
Minimum of 5 years of clinical and field work working in conflict affected regions.
Fluent in English and Amharic
Computer skills-MS word, EXCEL.
