Introduction
The Ethiopian Public Health Institute (EPHI)is looking for a Public Health Emergency Management Officer for the Center of Public Health Emergency Management to strengthen the national Public Health Emergency warehouse management. The employee will support the strengthening of the public health emergency supply chain management system by effectively managing warehouse operations and ensuring records of the emergency supplies and commodities (Drugs, reagents, PPE, Vaccines, IPC/WASH supplies, emergency nutrition products, non-health items, etc.) and warehouse operations(including cold chains) to ensure the safe storage, handling, and distribution of pharmaceutical, medical supplies, and other PHE products.
OBJECTIVE
The objective of the vacancy is to strengthen EPHI/center of public health emergency management supply chain and logistics management systems and enable the Preparedness Directorate to manage and control emergency supplies effectively.
Education: BSc in Pharmacy (Pharmacist)from a recognized college/universitywith additional years of related work experience and/or training/courses (warehouse management, IPLS, ESCM, and others).
Experience: A minimum of 1 year relevant work experience in a pharmacy, warehouse and commodity management, logistics officer, or related areas at government organization and current working in the government organization (Hospital, health center, RHB/PHI, ZHD and others).Experience in emergency or disaster is an additional asset.
Professional License: Certificate of professional license from the responsible body
Knowledge and Skills: Strong leadership, communication, organizational, Microsoft (excel, word, PPT), HTML, and problem-solving skills; ability to work independently, under hard environment or pressure and ability to work with team members/groups.

The Public Health Emergency Management Officer will be accountable to the Public Health Emergency Supply Chain Division under the Public Health Emergency Preparedness Directorate of EPHI, and shall carry out the following activities:
Warehouse operations management:
Conduct regular inventory audits to ensure accurate stock levels and identify discrepancies.
Implement and maintain an inventory management system to track stock levels, monitor stock movements, and generate reports.
Ensure timely and accurate reporting of inventory levels.
Manage daily operations or activities in the warehouse, including receiving, recording, storing, dispatching, and Issuing PHE supplies, if approved by the supervisor.
Ensure compliance with relevant regulations, standards, and Institute policies.
Maintains the physical condition of the warehouse by planning and implementing new design layouts and issuing Work Orders for response sites and Internal Requisitions for testing and others.
In liaison with supervisors, establish and monitor security procedures and protocols for stock and warehouse.
Monitor the temperature of the warehouse and ensure that products requiring cold chain (e.g. vaccines / temperature-controlled drugs) are always stored at a suitable temperature.
Ensure that warehouse equipment e.g. manual pallets, ladders, fridges, and others are fully functioning.
Ensure that minimum warehouse protective equipment is in place e.g. heavy-duty gloves, boots, helmet, Fire extinguisher, etc.
Ensure that all items are well organized ,appropriately stored, well-protected, fully identified, and easily accessible (cleanliness, security, access, etc.).
Ensure that the necessary means are put in place to manage and control “sensitive” items (Controlled medicines, cold chain, dangerous goods): batch numbers, expiry dates, special packaging, and storage.
Coordinate and conduct an annual inventory of public health emergency supplies or inventory and provide reports in his area of responsibility.
Strategically manage the warehouse in compliance with policies and vision and the overall goals of the Institute
Prepare storage plans before planning medical and non-medical commodities arrivals.
Control the quality and quantity of goods received from suppliers, donors, and other entities, comparing the Packing List or the Purchase Order against the Delivery Note, and inform the line manager of any issues (damaged or missing items, etc.).
After any goods receipt, ensure immediate update of warehouse stock card (Ensure that all necessary information is correctly and fully recorded on the Bin and Stock Cards: batch number, expiry date, date of delivery, stock balance (incoming/outgoing), and delivery document reference numbers).
Manage all the filing of the following documents according to the procedures: GRN, Stock Card, Waybill, Packing List, Stock Request, Internal Request, and certificate of the items.
keep the Internal Request and Stock request tracking list up-to-date (Stock Movement Report).
Coordinate the receipt/dispatch of items, to ensure accurate recording, accounting, and reporting are available at all times to support decision-making.
Deliver goods following the FEFO (First-Expired-First-Out) and/or FIFO (First-In-First-Out) principles.
Conduct regular inspections to identify and address any product storage, handling, or shipping issues and conduct an annual inventory of PHE medical supplies with others.
Records the daily, and weekly work done and reports to the immediate supervisor.
Ensure the warehouse is maintained safely and securely, adhering to relevant safety and security protocols.
Implement and enforce safety procedures to prevent accidents and ensure compliance with relevant regulations
Maintain effective communication with stakeholders, and partners, including PHEM staff,
Perform any other related logistics-specific duties, as required by the functional supervisor;
