Job Description

The position holder reports to the Program Coordinator in Addis Ababa and shall be responsible for the regular planning, monitoring, evaluation and reporting (PMER) activities of the country program including capturing of data, analysis and interpretation of outcome and impact-related information. In addition to capacity building to staff, the position holder will review and establish/improve the PMER system of the country program as well as developing the PMER tools necessary for data collection. He/she will propose and implement system for documentation and sharing of best practices and knowledge management. The PMER officer will also work closely with the LWF regional PMER advisor and continuously work in the LWF Web-Based PMER system i.e., Activity info.

The Senior Planning, Monitoring, Evaluation and Reporting (PMER) Officer is responsible for leading the planning, monitoring, evaluation and reporting tasks of LWF. This position demands to facilitate the development/evaluation/revision of LWF Ethiopia country strategic plan, utilization of LWF Global PMER framework underlined in PMER reference book, ensuring the systematic assessment of projects efficiency and effectiveness and ensure that projects achieve their intended outcomes and lessons learned, success stories are systematically documented and shared. 

Duties & Responsibilities

  • In collaboration with program teams establish clear objectives, result statements, indicators, and targets during the project design phase and development of projects detail implementation plan (DIP)

  • Develop M&E plans and Indicator Tracking Tables (ITT) for all projects and proposals and ensure the same is followed up during implementation

  • Work closely with program teams to ensure Global standards PMER are integrated into all stages of project planning and implementation. 

  • Design and implement routine monitoring systems that ensure timely and accurate tracking of projects progress at all results levels – activities to outcomes 

  • Collect and analyze data on key performance indicators (KPIs) and prepare regular monitoring reports to inform stakeholders and management.

  • Ensure implementation LWF web based PMER system, Activity info (AI) for project record, form development, data collection, analysis and reporting

  • Design Terms of References for baseline, mid-term and final evaluations based on available data, donor and LWF requirements and actively engage in and facilitate the execution of same.

  • Plan and conduct projects evaluation (baseline, needs assessment, mid-term and end- term) that is scheduled to be carried out   in-house capacity 

  • Provide technical guidance to project teams with planning the design and implement of baseline/end line and other data requirements to support program analysis, the development and use of monitoring tools and instruments (e.g., objective/target setting, monitoring formats, etc.), as well reporting of project progresses.

  • Build the capacity of project staff in the area of PMER and Global PMER standards and tools.  Work closely and with LWF field team to ensure all team members are aware of, feel ownership, and take responsibility over the Global PMER standards  

  • Organize a platform to promote a culture of learning and continuous improvement among projects through workshops and coaching sessions

  • Collect continuous feedbacks from project beneficiaries and partners and share the results 

  • Document human interest stories and best practices and share regularly with in LWF and outside as required 

  • Promote adaptive management practices by facilitating reflection sessions to learn from evaluation findings and adjust programs accordingly. 

  • Ensure compliance with ethical standards and best practices in data collection and reporting 

  • Ensure that cross cutting issues such as participation, gender, age and disability are effectively addressed/ mainstreamed in all project implementations as part of ensuring accountability according to LWF Ethiopia policy.

  • Compiling and sharing weekly updates, project monthly management reports, quarterly, bi-annual, annual, final and other needs based program /project progress report.

  • Share learnings and provide constructive comments to colleagues in order to ensure programe quality

  • Facilitate and provide support LWF web based PMER system called Activity info (AI) to register projects information, Country Annual Plan (CAP) and Benchmark, Program Budget Overview (PBO) to update project data at all result levels, to create forms, analyze data, develop reports using AI 

  • Lead and ensure uploading of final version of project documents in SharePoint respective library 

  • Lead and facilitate post distribution monitoring (PDM) activities as necessary 

  • Support and follow up in timely submission of data on the 4W and 5W to the various clusters by the responsible staff 

  • Support the project teams in effectively rolling out LWF World Service Ethiopia accountability framework mainly complains handling mechanism, participation and information sharing.

  • Ensure that literature reviews, secondary data analysis and synthesis for proposals are disseminated as appropriate.

  • Facilitate joint project monitoring visit, monitor project implementation quality, data quality and track results 

Job Requirements

Required Minimum Qualification and Experience 

  • Bachelors or Master’s Degree from a recognized university/college in statistics, M&E, economics or any other related fields of study

  • Relevant Planning, Monitoring, Evaluation and Reporting (PMER) experience of at least 5 years preferably in an international NGO

Skills Required, Attitudes and Attributes:

  • Good understanding of food security, livelihoods, WASH and Protection sectors.

  • Basic knowledge of CHS Accountability Standards and Humanitarian principles including the Code of Conduct, Protection, Age and Disability Inclusion in Humanitarian activities.

  • Creative and able to work with limited resources

  • Ability to work independently with minimal or no supervision

  • Strong English language ability (both written and verbal) and ability to produce cohesive, informative reports.

  • Previous related experience in INGO set up is advantageous;

  • Computer skills including ability to use Activity info ,SPSS, Kobo Collect, Survey CTO, etc;
