Job Description
The International Republican Institute (IRI) is recruiting a Monitoring, Evaluation and Learning Specialist. The Specialist will support the Monitoring, Evaluation, and Learning (MEL) requirements of the Consortium for Elections and Political Process Strengthening (CEPPS) program. The Monitoring, Evaluation, and Learning (MEL) Specialist will offer technical support for IRI’s monitoring, evaluation, and learning efforts, advising and assisting program staff with MEL-related aspects of partner proposal development, project start-up, project implementation, and close-out. The MEL Specialist will also contribute to IRI’s capacity-building efforts for IRI staff and partners, particularly in designing and conducting training on monitoring, evaluation, and learning for IRI staff and partners.
This position is based in Addis Ababa and may include periodic travel to other Regions of Ethiopia.
Assist the Resident Program Director in monitoring and evaluation efforts for the IRI-Ethiopia program.
Develop M&E standard operating procedures for IRI-Ethiopia programming
Develop program and activity-specific M&E tools and systems
Collecting and analyzing M&E data, managing an M&E database, and uploading the data to the USAID M&E system
Work with Ethiopia and Washington, D.C.-based program staff on writing monitoring and evaluation sections of reports and proposals.
Research and write reports that include but are not limited to political updates, activity reports, success stories, and case studies
Cultivate relationships and communicate with civil society organizations, relevant government officials, local partners, and diplomatic and donor community members on behalf of his/her supervisor and represent IRI at public functions as requested.
Support program staff in identifying expected results and developing benchmarks and indicators to track changes and measure progress during project implementation
Advise and assist program staff to develop MEL systems and work plans as well as data collection tools and monitoring processes
Any other duties assigned by the Resident Program Officer or his/her immediate supervisor and/or on behalf of the organization.

Qualifications
Undergraduate/graduate degree in political/social science, international relations, or related field.
Minimum of three (5) years of professional experience in an M&E position responsible for designing and maintaining M&E systems and implementing M&E activities of international development projects
Demonstrated understanding of the program theory-based approach to program design, monitoring, and evaluation.
Knowledge of the significant data collection methodologies (e.g. qualitative, quantitative, mixed-method) and analysis methodologies (including deductive and inductive coding)
Familiarity with common MEL elements of proposals, including but not limited to logical frameworks, performance monitoring plans, and indicator matrices.
Experience with project design, planning, and management tools that include but not limited to log frames, Gantt charts, monitoring and evaluation plans, and stakeholder’s analysis matrices,
Desired Qualifications:
Experience working on democracy and governance grants or USAID-funded projects.
Familiarity with qualitative and quantitative data analysis software, such as SPSS, STATA, R, NVivo, or Dedoose, preferred.
A demonstrated commitment to high professional and ethical standards and a diverse workplace.
