Job Description

Operating the communication equipment, in accordance with the MSF security protocols and rules, in order to ensure quality and confidential communications for the operational needs of the mission/projects. 

Duties & Responsibilities

  • Operating the HF and VHF radios, and telephone systems (calls, messages, and applications like Signal) avoiding using any sensitive or security related information and following the MSF security rules. Ensures radio frequencies' (HF and VHF) quality and transmission capacity. Installs and programs frequencies in all type of radios when necessary

  • Ensuring that messages are well copied/passed to all people concerned and records the messages on the radio logbook. Responding to radio or telephone contacts from other approved organizations and forwarding it on the information via this channel.

  • Making radio or telephone contacts with reference bases (capital and/or field) according to communication rules / schedules and forwards all information concerning the security of the teams to the Project/Capital Coordinator.

  • Monitoring and registering any movement, of people, vehicles, helicopters, airplanes and cargo, (departure, arrival, number of passengers, route taken, standard contact points) and informs line manager of any delays. Attributing vehicles based on needs and priorities and scheduling transport in coordination with the logistics team.

  • Supervising and monitoring the VHF radio allocation book (handsets) and registering the loan of handsets to all staff, following it up on a regular basis.

  • Installing, operating and performing preventive maintenance checks on assigned equipment, checking that the equipment is working properly and immediately informing the line manager of any damage/loss/theft. Maintaining the equipment, communications room and premises in clean and tidy conditions. Maintaining and supervising HF VHF batteries status in good maintenance conditions.

  •  Providing basic radio training when necessary to MSF staff

    MSF Section/Context Specific Accountabilities

  • Essential availability to be flexible and working in shifts including evenings, weekends, public holidays.

  • Vehicle Movement and Management:

  • Actively track and follow up on vehicle movements within Addis Ababa and from Addis to project sites, providing timely updates through communication channels.

  • Manage vehicle requests and assignments to ensure vehicles are used efficiently.

  • Closely monitor vehicle usage to ensure optimal use and availability, and report any misuse.

  • Follow up with drivers to ensure accurate completion of vehicle log sheets.

  • Record all vehicle movements in the radio logbook.

  •  Support the Base and Facility Officer with vehicle refueling.

  • Driver Coordination:

  • Assist the line manager in preparing driver schedules.

  • Monitor daily movement updates received via email, and plan all airport pickups and drop-offs.

  • Communication:

  • Maintain constant presence on communication channels during shifts to ensure no message is missed.

  • Keep detailed records of all communications, including time, messages sent, and messages received.

  • Ensure all communications are clear, concise, and accurate.

  • Communicate in English effectively and provide support to the movement team.

  • Ensure quick communication during crises, acting as the main contact point for movement teams and line managers.

Job Requirements

Education Essential secondary education and formal technical training Experience

Desirable work experience as radio operator in related jobs

Communication and Planning Skills- Essential

Languages              

English language and Local language is Mandatory.
