GOAL implements a range of multi-sectoral development, resilience, recovery and humanitarian responses Programmes by being sensitive to cross-cutting issues including gender, accountably, child protection, HIV/AIDS.

About the Position: 

The Accountability and learning Advisor will play a critical role in ensuring GOAL Ethiopia meets its commitments towards accountability to the affected population (AAP) and uphold the core humanitarian standards and commitments. The Accountability and Learning Advisor will lead initiatives that enhance the effectiveness of our accountability mechanisms, fostering trust and engagement with affected communities and program direct participants. 

Duties & Responsibilities

Accountability Framework Development:

  • Design and implement a comprehensive accountability framework aligned with humanitarian principles and organizational policies and GOAL’s strategies and priorities.

  • Conduct CFM assessments in all the area offices where GOAL’s projects are operational and establish functional CFM system to ensure all GOAL’s donor projects including USAID/BHA, ECHO, IA, UN agencies like UNOCHA, UNICEF, WFP, etc. 

Stakeholder Engagement:

  • Facilitate consultations with affected communities to understand their needs, expectations, and feedback on humanitarian responses.

    • Collaborate with program teams to ensure community voices are integrated into program design and implementation.

Training and Capacity Building:

  • Develop and deliver capacity building trainings for GOAL’s staff,  partners and CHD members across GOAL’s operation areas to ensure accountability standards, tools, and best practices are well taken and implemented.

    • Lead the establishment of community feedback mechanisms (CFMs) to empower communities in expressing their concerns and suggestions. 

Monitoring and Reporting:

  • Establish and apply robust monitoring systems effectively tracks CFMs from all GOAL operation areas, programs and projects initiatives and outcomes.

    • Regularly analyze, consolidate and share CFM data with leadership, donors and partners to ensure community feedback are timely acted upon and reports are timely shared with all responsible. 

    • Prepare reports and recommendations for senior management based on findings from accountability assessments and community feedback. 

    • Manage GOAL’s hotline and use the information to meaningfully collect, synthesize and monitor feedback working in collaboration with the program team and GOAl’s leadership. 

    • Undertake regular field visits to identify best practices and provide supportive supervision to all area offices and their programs focusing on accountability and learning; 

Collaboration and Coordination:

  • Work closely with other departments like protection, communications, programming teams, etc to ensure a cohesive approach to accountability across the organization.

    • Collaborate with the program team and leadership to ensure feedback received are acted upon a timely basis. 

    • Engage with external stakeholders, including Cluster coordination, working groups, program consortiums like JEOP consortiums, NGOs, and local authorities towards visibility and agency wide learning and knowledge sharing across platforms. 

Policy Advocacy:

  • Contribute to the development of organizational policies related to accountability and community engagement.

    • Advocate for the rights and needs of affected populations within organizational and sectoral discussions.

Learning and knowledge sharing

  • Lead learning across GOAL’s programs and projects in the country.

  • Coordinate and plan learning events in the organization’s programs and projects through engagement with MEAL and program teams. 

  • Develop learning briefs and learning outcomes for all GOAL’s projects and share learnings through the learning banks.

  • Develop learning strategy, learning plan and knowledge sharing to foster organization wide learning culture that informs adaptive management

  • Facilitate after action review, learning   

Other assignments

  • Handle others related tasks and assigned as deemed necessary by the immediate supervisor. 

Job Requirements

  • Master’s degree in social sciences, international relations, humanitarian studies, development studies or a related field.

    • Minimum of five years of experience in humanitarian response or development, out of which two years in accountability and/or learning in an INGO setting in that includes humanitarian sector for major donors; 

    • Proven track record of working in complex, multi-stakeholder environments in both conflict and crisis contexts.

Desirable requirments

  • Strong analytical skills with the ability to synthesize information and present findings clearly.

    • Excellent interpersonal and communication skills, with fluency in both oral and written skills in English language

    • Familiarity with humanitarian accountability standards (e.g., Core Humanitarian Standard, Sphere Standards, etc.

    • Demonstrate skills in digital community feedback and response mechnains; 

    • Commitment to humanitarian principles and a strong ethical stadarrds.

    • Cultural sensitivity and respect for diversity.

    • Ability to work independently and as part of a team in a fast-paced environment..
