Job Description

The Ethiopian Public Health Institute receives financial support from CDC Ethiopia to strengthen the national health laboratory system for increased accessibility and improved quality of HIV and TB core diagnostic and monitoring tests. To achieve this goal, the institute is planning to hire a competent Quality Assurance Officer with best qualification and experience who can play a crucial role in advancing the capacity and capability of the national health laboratory system towards ensuring the provision of accurate, reliable and timely laboratory test results at all levels of the country’s healthcare service delivery system, ultimately contributing to improved patient care and health outcomes.

The Laboratory Quality Assurance Officer is responsible for overseeing and enhancing the implementation of laboratory quality management system at health laboratories nationwide. This role involves developing, implementing and monitoring quality assurance protocols, ensuring compliance with regulatory and accreditation standards, and fostering a culture of continuous quality improvement in laboratory practices.

Key Responsibilities

The roles and responsibilities of the Quality Officer include, but not limited to, the following:

  • Support and participate in the coordination and enhanced implementation of laboratory quality improvement initiatives

  • Support and contribute to building the capacity of laboratories in the national network for continuous quality improvement and to attain/maintain ISO 15189 accreditation.

  •  Develop and maintain quality assurance policies and procedures in alignment with national and international standards.

  •  Conduct regular internal audits and/or assessments of laboratory operations to identify areas for improvement.

  •  Collaborate with laboratory personnel to implement corrective actions and preventive measures.

  • Provide training and mentorship support to laboratory staff on the basics and implementation of quality assurance measures and best laboratory practices.

  •  Analyze quality data and generate reports to inform management decisions.

  • Promote a culture of safety and quality throughout the organization.

  • Perform other relevant quality assurance activities as directed by her/his immediate supervisor.

Methodology

  • The Quality Officer will work closely with Laboratory Quality Management system and other Divisions of the Laboratory Capacity Building Directorate.

  • The Quality Officer will directly report to the Head of Laboratory Quality Management System Division of the Laboratory Capacity Building Directorate.

  • The Officer will be based at the Laboratory Capacity Building Directorate of EPHI, but will also travel to regions as found necessary.

Job Requirements

  • Bachelor’s degree in Medical Laboratory Technology/ Science and Master’s degree in Clinical Laboratory Science, MPH, project management or other related disciplines and at least 10 years of experience in a health laboratory setting or program area.

  • Proven experience in implementing quality assurance measures within a laboratory setting (accreditation)

Contract Duration and Remuneration

  • The contract will be for one year but extendable depending on satisfactory performance and the need of business continuity.

  • Remuneration will be based on the organization’s contract staff salary scale
