Job Description

The Embassy of Ireland, Addis Ababa is seeking to recruit a highly motivated, hardworking, proactive and flexible individual with excellent communication and interpersonal skills to fill the position of Finance Manager.  The Finance Manager supports the Embassy team in providing strong, efficient and effective financial management and control. S/he is a member of the Senior Management Team in the Embassy and reports directly to the Ambassador, The successful candidate will be expected to contribute towards improving the wider financial management and internal financial control environment of the Irish Aid program.

Overall Role and Responsibilities

  • The Finance Manager will be responsible for the day-to-day management of the Embassy’s Finance Unit including:

  • Managing and implementing the financial management system and system of internal financial control;

  • As a member of the Embassy’s Senior Management Team, contributing to decision making processes, including ensuring the effective and efficient management of resources;

  • Participating in Mission multi-annual and annual budgeting; risk management, ensuring value for money; and providing technical financial support to the Irish Aid programmes

  • Accurately recording financial transactions for the Embassy;

  • Providing timely financial management information and reports to senior management within the Embassy and headquarters in Ireland;

  • Ensuring the Embassy is in compliance with all relevant standards, procedures, local taxes and other regulatory payments ;

  • Ensuring systems are in place to safeguard the Embassy/programme assets;

  • Supervising and developing the staff in the small finance unit

  • Carrying out all routine financial management tasks to a high standard

Start date:    As soon as possible

Location:    Embassy of Ireland, Addis Ababa

Contract duration:    The successful candidates will be hired on a fixed term for three-year contract with a probation period of 60 working days.

Working hours:    Monday to Friday, with standard office hours from 8am-5pm, with total working hours not exceeding 48 hours per week as per local labour law.

Annual Leave Entitlement:    Annual leave entitlement is 20 working days per annum.

Gross Salary:    Entry point of scale for Grade ONE (€30,326.64 per annum) paid in local currency. Salaries are paid direct to a bank account; therefore, the successful candidate must have a bank account.

Eligibility:    Candidates must have a permanent, legal right to reside and work in Ethiopia and will be subject to employment and taxation law.

Job Requirement

Qualifications, Skills, Experience and Competencies that are essential: 

  • The candidate must have BA in Accounting or related fields from recognized university;

  • The candidate must have a recognized professional accounting qualification e.g. ACCA or CIMA. Applicants who are mid-way through an ACCA or CIMA qualification who have particularly strong relevant experience and skills may be considered but the candidate must commit to successfully completing the ACCA or CIMA qualification within 2 years of commencing employment The candidate must have a minimum of 5 years’ experience in a financial management and control role, with at least 3 years at a senior level;

  • The candidate must have proficiency in the Microsoft suite applications; advanced financial skills with Microsoft Excel are essential.

  • The candidate must have strong analytical and problem solving skills, including managing, interpreting, and manipulating large data sets;

  • The candidate must have a proven ability to work under pressure and think laterally in dealing with a wide range of financial issues;

  • The candidate must have the ability to manage staff and deliver results both independently and as part of a multicultural team;

  • The candidate must have strong interpersonal, communication and negotiation skills with staff and partners;

  • The candidate must have a high motivation with a proven ability to work with minimal supervision and a high standard of personal integrity;

  • The candidate must have an excellent communication and a high standard in English and Amharic, both spoken and written.

Skills, Experience and Competencies, which are desirable and extra marks, will be awarded: 

  • Previous experience with an international organization;

  • Familiarity with development cooperation project funding; and

  • Candidate with a strong background and knowledge of government regulations and laws, public sector accounting and financial procedures and regulations surrounding international funding is desirable.

Selection Process:

  • Depending on the number of applications received, a short-listing of candidates to be called for a competency-based interview may be undertaken based on the Essential/Key Requirements above.

  • It is planned that interviews will be held around end of November 2024.

  • A technical assessment English Proficiency test will be included in the recruitment process;

  • A second interview may be included in the recruitment process;

  • A panel may be set up depending on the calibre of candidates;

  • Police security clearance will be sought in respect of individuals who come under consideration for appointment.
