Job Description

The CRS led Resilience Food Security Activity (RFSA), also known as Ifaa, is a 5-year program supported by USAID Bureau for Humanitarian Assistance with the goal to brighten the future for PSNP households in the Oromia region by reducing intractable poverty, vulnerability, and food insecurity. Building on experience from the previous CRS-led Development Food Security Activity, CRS will continue to lead a consortium of specialized local and international partners to deliver high-quality services. Ifaa targets nine Woredas (districts) based on poverty, Productive Safety Net Program (PSNP) caseload/potential for scale, partner presence, and opportunity for impact in Ethiopia’s East Hararghe Zone of Oromia Region.

As a member of the RFSA Monitoring Evaluation Accountability and Learning (MEAL) team, you will monitor and report the implementation of commodity distribution before, during and after distribution in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.

Responsibilities

  • Support implementation of routine monitoring and survey data collection particularly commodity management as outlined in the Detailed Implementation Plan (DIP), in line with CRS program quality principles and standards and donor requirements. 

  • Support the overall survey management including tool development, data collection, analysis, presentation and utilization of the data.

  • Collaborate with the ICT4D team in designing and implementing ICT solutions for monitoring and reporting to enable Ifaa provide real time data to staff and stakeholders 

  • Support partners in reviewing commodity and program data from periodic reports and coordinate to resolve inconsistencies. 

  • Support capacity building and technical support activities to ensure designed data management processes are implemented per standards.

  • Support accountability through participating in project evaluation activities and guiding partners in their efforts to reflect on project experiences.

  • Support data quality assessment and cross learning events for CRS and partners MEAL staff. Ensure recommended actions from these events to improve data management process are progressing and bring improved results. 

  • Support data utilization initiatives at CRS, partners and community level through different ICT platforms and face-to-face channels including making presentations in different forums.

  • Ensure project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements.

  • Facilitate communication with all members of the RFSA team, relevant staff in other departments/teams and external stakeholders as relevant. 

  • Facilitate logistics (e.g., travel, meeting/workshop, and other logistics arrangements) for data collection and related events.  

  • Actively uphold CRS code of conduct, and proactively make considerations of gender, age, safeguarding and protection standards during data collection and related activities.

Job Requirements

Typical Background, Experience & Requirements:

Education and Experience

  • Completion of 1st Degree or completion of college diploma in economics, statistics, or other related field of studies. 

  • 2 years' experience for 1st Degree or 6 years for College Diploma in projects applying ICT4D solutions. 

  • Experience in the field of ICT4D and use of platforms such as CommCare, STATA and Power-Bi.

  • Experience monitoring projects and collecting relevant data. 

  • Experience in participatory action planning and community engagement. 

  • Experience using MS Windows and MS Office packages (Excel, Outlook, Word, PowerPoint). 

  • Excellent compute skills including experience with data entry into online databases and forms, simple report preparation and working with various office equipment.

  • Observation, active listening and analysis skills with ability to make sound judgment

  • Good relationship management skills and the ability to work closely with local partners and community members

  • Attention to details, accuracy, and timeliness in executing assigned responsibilities

  • Good time management skills with ability to work on multiple tasks

  • Proactive, results-oriented, and service-oriented

Required/Desired Foreign Language: English 

Travel Required: At least 40% travel to East Hararghe Woredas where RFSA activities are implemented.

Key Working Relationships: 

Supervisory: Technical Advisor – Monitoring and Reporting (Commodity and Survey Management) 

Internal: PM for Evaluation, Quality Improvement and Accountability, MEAL DCoP, Monitoring and Reporting, ICT4D Manager, RFSA CoP, Program Managers, JEOP 

External: RFSA implementing partners and other organizations working in the food security and resilience sector
