This position is a senior technical and managerial role based in the IMC Gonder field office, reporting to the Health Program Coordinator and receiving technical support from the Public Health Emergency Specialist. The position involves leading and coordinating the planning, implementation, and evaluation of IMC’s emergency health projects in the area. The position holder is responsible for monitoring and overseeing the day-to-day implementation and service provision of deployed health staff including the mobile health and nutrition team. He/She will also actively participate in public health surveillance strengthening, outbreak investigations and responses, providing technical support and training, monitoring early warning systems, collecting regular data, and mapping project sites to identify epidemic occurrences.
Additionally, the role involves coordinating and conducting need assessments at the woreda and health facility levels, as well as assessing risk factors and hazards related to outbreaks and disease patterns in the project areas. The position holder will work closely with the zonal and woreda health offices and represent IMC in emergency health outbreak response, and cluster and TWG meetings organized at the zonal and woreda levels.
Lead the emergency health response project especially health service provision through MHNT and PHEM intervention at the project sites under his/her supervision
Create smooth working relation and collaboration with Government stakeholders
Prepare detailed project implementation plan and share with all woreda based staffs
Draft Project proposals.
Properly monitor and manage project budget and ensure the timely utilization.
Ensure all procurements are timely procured and distributed to the intended beneficiaries
Ensure the implementation of all emergency health planned activities as per the expected quality and schedule at all levels.
Organize and facilitate review meetings to review gaps and project progress.
Follow up of project implementation through organizing regular update and experience sharing meeting among staffs.
Undertake regular assessment to identify gaps and status of PHEM at each woredas together with the Health response officer.
Provide technical support for IMC staffs and government health workers on proper implementation of the service.
Organize joint supportive supervision by involving the key health partners at zonal and woreda level.
Work in close consultation with health program manager and field office manager while implementing all activities and utilization of budget.
Represent IMC in any health coordination meeting organized at project site.
Prepare and submit biweekly, monthly, quarterly, donor and government reports timely to field offices.
Supervise the senior emergency health response officer and MHNT members
Perform other duties as assigned.

Master’s degree in public health, Nursing or related field from recognized learning institution plus 4 years of experience in related field
Bachelor degree in Public health, Nursing or related field of study with 8 years of experience in related field
Experience working in NGO in implementing emergency health projects and PHEM activities including outbreak investigation and response
Training on PHEM including surveillance, preparedness, early warning and response
Experience in facilitating and conducting trainings, review meetings and workshops
Experience on budget and manpower management
Excellent computer skills, including all Microsoft applications
Proficiency in written and spoken English and knowledge of the respective site language
Ability to work independently and under tight deadlines
Ability to develop good team spirit and support field staff
