Purpose of the Job

Implement HR plans, programmes and procedures at the country level for all SNV staff as well as execute related administrative tasks, guidelines and policies, aligned to relevant regulations and in consultation with the Country HR unit, aimed at successful implementation of the HR administration of SNV Ethiopia, resulting in the right number and quality of motivated staff in the country.

A Human Resource Specialist in SNV is responsible for managing key HR functions within the organization.

Their role includes handling recruitment processes, screening candidates, conducting interviews, and onboarding new hires. Ensuring positive workplace relations and that HR practices comply with Ethiopian labour laws and organisational policies.

The HR Specialist will take on a supervisory role within the HR team and will also serve as the focal person for a specific project or programme, in addition to their other HR responsibilities.

They play a crucial role in supporting the organization’s workforce and fostering a productive work environment.

Duties and Responsibilites:

End to End recruitment:

  • Responsible for all recruitment process activities including advertisement, recruitment system management, reviewing applications, planning interviews, carrying out interviews, offer negotiation and background checks.

Onboarding and induction:

  • Owner of the onboarding process – ensures the process is seamless and new joiners are well-supported to settle in.

Performance Management:

  • Support implementation and management of the performance management system of SNV Ethiopia, and ensure performance management results are appropriately documented and recorded in line with corporate guidelines.

Staff Benefit and Administration:

  • Implement, communicate and advise national staff on compensation and benefits, align to local labour law where needed, in consultation with the Country HR Manager and with due regard to the available budget.

Record management and Archiving:

  • Ensure all HR documentation and data in all aspects are managed in line with internal control procedures and corporate guidelines.

  • Analyze data on HR indicators and provide regular management information to the HR Manager, using formats provided, within administrative guidelines and procedures

Contract Administration:

  • Process of selecting and contracting staff according to agreed policies and procedures in support of and according to specifications given by the hiring manager.

  • Coordinate all HR communication to staff and ensure accurate and up-to-date HR administration, analyses and overview on main HR indicators in order to ensure up-to-date and accessible personnel and reward information response to enquiries.

  • Ensure timely collection of relevant HR data from projects within the country, transfer data to the team, using the provided formats, in line with legal requirements and the HR guidelines,

Learning and development:

  • liaise with the Country Human Resource Manager to administer training programmes.

  • Coordinate different capacity-building activities in collaboration with other HR teams

  • Exit management/Debriefing:

  • Facilitate and consolidate exit/debriefing for all leaver staff and provide a consolidated report to the HR Manager.

  • Any other relevant duties as may be required from time to time.

Job Requirements

Educational Qualifications and Work Experience

  • A minimum of a Bachelor’s degree in Human resources management, Organisational development or a related field. A Master’s degree will be an added advantage.

  • 5 years or more work experience in Human Resource Management in an international NGO and worked with multiple donors.

Additional Skills:

  • Good written and spoken English.

  • Excellent communication skills.

  • Strong ability of problem-solving and decision-making skills.

  • Excellent interpersonal skills, able to relate and engage effectively with a wide range of people.

  • Computer proficiency is required: excel, word, Outlook, SharePoint, PowerPoint etc.

  • Experience with HRIS systems will be an advantage.

  • Must have an ample knowledge of Ethiopian labour laws.

  • Ability to work independently and meet deadlines.

Additional Information

Contract Type: National - Full time

This position will be based on Donor Funding and approval confirmation.

Expected start date: 1st March 2025

Duty Station: Addis Ababa

Contract Duration: One year with the possibility of extension based on performance and budget availability.
