Job Description

  • JOB TITLE: Adolescent Youth Sexual Reproductive Health (AYSRH)/ Gender Based Violence (GBV) Officer

  • WORK LOCATION: Somali region, Jigjiga

  • PROGRAM/PROJECT: Right Based Approach (RBA) for Enhancing SRHR project

  • REPORTS TO: Regional SRHR Coordinator

JOB SUMMARY

  • AYSRH/GBV Program officer under the supervision of the Regional SRH coordinator/team leader will be responsible for managing the day-to-day implementation of EngenderHealth-supported programs/projects particularly for “A Rights Based Approach for Enhancing SRHR and responding to GBV” project in Amhara and Somali respectively. AYSRH/ GBV Program Officer will be primarily responsible for ensuring the achievement of specific project goals and objectives by empowering young women and men as “right holders” to demand SRHR while service providers and educators will be strengthened as the “duty bearers” to create an enabling environment for young people to exercise these rights in their assigned area. The officer is expected to carry out routine activity planning and implementation of field-level activities, and coordinate and monitor/supervise the timely implementation of program/project activities at the project implementation area. They will be responsible for organizing and facilitating panning/reviews, training, mentoring, and supportive supervision (e.g., training follow-up/ technical support) to the project-supported government partners such as health care providers, Educators, social workers, law enforcement bodies, and other providers regularly to monitor project progress. They will prepare weekly/monthly reports and assist in the preparation of periodic reports to the country office, government, and donors.

    The AYSRH/GBV officer is expected to be a model/champion on SRHR, demonstrating passion and a non-judgmental attitude towards SRHR of young people and gender equity.

Duties & Responsibilities:

  • Participate in the overall project design, planning, and launching and assist in coordinating assessments, training, review meetings, and monitoring

  • Provide overall assistance in the development of detailed regional implementation annual, periodic plans and budgets specifically for “A Rights Based Approach for Enhancing SRHR and responding to GBV” project

  • Ensures meaningful engagement of target groups (including Women, young people, and male engagement) in the project design, planning and execution

  • Assist in the re-design, adaptation, and roll out of SRHR/GBV education and awareness activities and training tools for supported schools (including night school program)

  • Organizes and assists in SRHR/GBV, Life skills and Self-esteem, self-confidence, and decision-making education for adolescents and young people using existing curriculums (including, public education curriculum, life skill training packages, and others as applicable)

  • Organize SRHR and Gender programming training/orientation for health care providers, Educators, Law reinforcement bodies, and other relevant stakeholders

  • Conduct with other technical staff and counterpart advocacy sessions with policy implementers and influencers on SRH rights and Gender Equity including organizing/supporting networking, activism, and related events on SRHR and Gender Equity

  • Ensure provision of high-quality, youth-responsive, and gender-equitable information and service at project intervention schools, health facilities, law reinforcement institutions, and communities including

  1. The establishment of “women and girls’ friendly safe space” in schools, support of school-based health clubs, and provision of SRH/GBV education

  2. Support Health facilities to provide SRH/GBV information and services to women and young people

  3. Multi-sectoral GBV prevention and response efforts as per the project’s scope including, introducing community engagement approaches to enhance referrals, establishment of “one-stop “GBV” service at selected health facilities, and creating linkage with relevant actors to ensure comprehensive service access for GBV survivors

  • Conduct skill-enhancing supportive supervision (e.g., training follow-up/ technical support) to the project-supported government partners such as health care providers, Educators or schoolteachers, law enforcement bodies, and other providers regularly to monitor project progress

  • Ensures that partners get the required material and technical assistance and training support as per plan and ensures that any outstanding issues are dealt with swiftly and effectively following the identification of bottlenecks

  • Assist the regional coordinator in the monitoring of the project interventions supported sub-awards and provide necessary guidance and technical assistance including support to sites and partners

  • Assist in establishing/strengthening partnerships and enhancing collaboration among local-level stakeholders in the region

  • Identify with other technical staff and counterparts lessons learned and potential best practices, participate in the documentation and dissemination of best practices that can improve the quality of SRH services to adolescents and youth in the target areas

  • Participate actively in identifying, carrying out potential operational research, and generating evidence that can improve the quality of SRHR services to adolescents and youth in the target areas

  • Assist in the preparation of quarterly, bi-annual, and annual reports to the country office, and respective regional partners

  • Ensure the proper implementation of project activities and monitor progress regularly with periodic supervision and review meetings in coordination with project implementing partners and beneficiaries

  • Carry out other EngenderHealth assignments as may be required and as directed by the project director, technical advisors, and managers at the country office

Job Requirements

The candidate must have the following minimum set of qualifications.

  • A young professional with a bachelor’s degree in health, or social science preferably with a health background

  • Experience working with Adolescents Youth, and other marginalized groups in areas of AYSRH and GBV in the regions

  • Commendable experience in coordinating AYSRH projects in school and out of school, with health facilities and other sectors such as law reinforcement, and social support preferably in NGO

  • Demonstrated technical experience to effectively provide technical assistance, competency-based CSE and gender-related training, and mentoring and coaching to in-school and out-of-school young people, teachers, law reinforcement bodies, and health care providers

  • Exceptional interpersonal communication, teamwork, partnering, and consensus-building skills

  • Excellent skills in facilitation, team building, and coordination

  • Excellent communication and presentation skills, including oral, reading, and written proficiency in English

  • The ability to multi-task and keep track of concurrent activities and deadlines

  • Strong analytical and computer skills (Word, Excel, PowerPoint, web-based research) •

  • Outstanding ability to interact with experts and collaborators across multiple disciplines, program areas, and cultures with exceptional ability to lead, mentor, and support teams

PREFERRED SKILLS, ABILITIES, AND FUNCTIONS

  • Fluency in English language proficiency is strongly preferred

  • Ability to travel to intervention regions as deemed necessary
