GOAL’s mission is to work with the most vulnerable communities to help them respond to and recover from humanitarian crises, and to assist them to build transcendent solutions to mitigate poverty and vulnerability. 

GOAL is a non-for profit organization that has been working in Ethiopia for over 30 years, towards ensuring the poorest and most vulnerable in our world and those affected by humanitarian crises have access to the fundamental rights of life, including but not limited to adequate shelter, food and livelihoods, water and sanitation, nutrition, healthcare and education. GOAL implements a range of multi-sectoral development, resilience, recovery and humanitarian responses programmes by being sensitive to cross-cutting issues including gender, accountably, child protection, HIV/AIDS. Currently, we work with pastoralist, agropastoral, pastoral dropouts, rural small holder farmers, rural/urban youth and street children to respond to humanitarian crises and build resilience in Ethiopia working closely with local communities, local government, donors and other key actors. GOAL E Humanitarian Response is centered on nutrition, WASH, livelihoods, multipurpose cash, NFIs and protection interventions in country wide while the recovery and development focus on livelihoods, economic opportunities, health, health and nutrition system strengthening and WASH with solid emphasis on integrated programming and community-based approach in Oromiya regional state. The Street Children programme is implemented with local partners in Addis Ababa and Hawassa.

General Description of the Role

The Deputy Area Manager is responsible for overall management of all programs implemented by GOAL Ethiopia under his/her project location. He/she is responsible to oversee program staff, quality program/projects implementation, provide technical and managerial support, networking and coordination with Iikeminded organization at field level and partnership management with local authorities and support to GOAL project teams in the field and other involved parties

Key Areas of Accountability/Duties

Planning and coordination:

  • The Deputy Area Manager will work closely with the programme and support team at Head Office to ensure the effective delivery and integration of all projects

  • To work very closely with the project teams, to enhance the development of their management, reporting and planning skills.

  • Supervise ongoing nutrition, Health, WASH, ESNFI, Protection and other activities, thereby allowing the team to concentrate on overall program supervision and project coordination

  • Oversees weekly and monthly reporting, budget management, logistics and finance activities in the field.

  • Compile and analyse weekly and monthly reports so as to understand unusual circumstances and report those which needs urgent action.

  • Strictly track the allocated budget and ensure the proper utilization so as to avoid unnecessary costs, over and under spent

  • Provide on the job training and capacity building as necessary for GOAL and MoH staff using standardised MoH and GOAL materials on appropriate curative care using the CMAM approach and suitable preventative activities that can be employed by the beneficiary family to reduce the risk of vulnerability to malnutrition.

  • Build the capacity of 6OAL and MoH to actively deliver effective health education through ongoing training and support activities. Mitigation should have a stronS focus in all emergency responte operations

  • Assist in developing, planning and implementing effective community-based mobilization strategies  Provide technical input and practical guidance on activities directed towardt the prevention of malnutrition in all GOAL Ethiopia's sites, this may well include education, but might also involve advocary for particular food security interventions or livelihoods practices.

  • Be responsible for public health nutrition education with a special focus on IYCF and prevention of communicable diseases.

  • Cultivate and maintain good working relations with local communities, government bodieJ and other N6Os in the County.

  • lnvolve local community leaders and women's associations in all aspects of nutrition programming to ensure community agreement, acceptance and iustainability.

  • Attend nutrition-related coordination meetings when possible and participate in nutrition workinS groupt to represent 6OAL

  • Be actively involved in all project monitoring and evaluation with an emphasis on quality implementation, impact (in relation to behaviour change) and cost-effectiveness, and provide suSSestions to strengthen and improve the programme as appropriate.

  • Support the Nutrition program manager in the organisation and over.seeing of all aspects of the emergency nutrition interventions

  • Participate in project planning activities and in the development of site exit strategies

  • Facilitate information   sharing with  other  sectoral departments  either within   GOAL or other ministry  / partner  organisations  at the field  level including.  Health.  Livelihoods  and Food Security. WASH,  NFl and other  teams to ensure an integrated  country  programme  approach. 

  •     Ensure the timely  implementation    of the recommendations   given by GOAL technical  support team.

  •     Assist in project  review  and documentation   of lessons learnt for  wider dissemination.

  •    Perform other  duties as directed  by the assistant nutrition   programme manager.

  •      Understand  the emergency  and development   projects well  and represent GOAL in relevant platforms.

  •      Ensure the implementation    of Complaints  Response Mechanisms  (CRM)  in all projects. Mainstreaming   Issues:

  •     Ensure all program/project    activities  progress towards  achieving  the project  output

  •      Provide  technical  assistance on log frame matrix.  particularly   in the areas of performance indicator  and their  measurement

  •     Ensure all programs/projects    are evaluated  in timely  manner

Compliance  Issues

•      Familiarize  self and understand  to  GOAL  Donor  Compliance  issues.specifically  to the terms and conditions  of the Donor  the programme  is working   on and comply  with  same in area of responsibil ity.

•      Ensure the timesheet  of each staff in the office  is completed  using the right time  allocation accurately and sent to the responsible  person in HR department  at HO  on a monthly   basis.

•      Understand  the branding/visibility    plan  of the specific donor  funding  the program  and ensure implementation        of this accordingly  in the office and operational   areas in cooperation   with

the responsible person in RRP department   based at HO.

•     During project  closeouts ensure program  deliverable  documents  during  implementation   of the program  including  beneficiary  distribution   lists are formally   submitted  using the standard forms to the Regional Logistics Coordinator

Job Requirements

  • BS/Masters in Public Health, Nursing, WASH, development studies, economics Agriculture OR RELATED fields with a minimum of four years relevant experience for Master holder and six years related experience for BSC holder

  • Have demonstrated experience in emergency nutrition, food security and health programs

  • Having experience  in WASH  and ESNFI is an additional   asset.

•      Strong knowledge  of operational   planning,  budget planning  and management,  monitoring   and evaluation  and report  writing,

•    Ability  to  plan and organize  work  to  meet individual,   team and programme  objective,

•    Training  and facilitation skills,

•      Ability   to  effectively   liaise with   government,   donors,  NGOs,  community    leaders and  other stakeholders,

•     Fosters working  in teams & team work  spirit,  coach and lead staff.

•     Very good  knowledge   and practice of computer  application,

•     Excellent communication   skills, both  written  and spoken. Knowledge  of local language,

•      Continually   looks to improve  personal skill, knowledge  and work  hence contribute  to capacity building  within  the team and organization,

•      Ability  to work  flexibly  including  weekends and willingness to travel and work  in rural locations and live in basic conditions.
