Project background

SNV Ethiopia is recruiting an experienced, Monitoring, Evaluation and Learning Coordinator (MEAL) for an anticipated programme. The programme aims to secure 800,000 dignified and fulfilling work opportunities for rural young women. The programme will embrace a market system approach in high-potential value chains, (horticulture, poultry, dairy and complementary value chains), grounded in seven regional clusters. It will be deliberate in integrating Gender Equity and Social Inclusion (GESI) transformative approaches and safeguarding mechanisms across all programme interventions, empowering young women to secure jobs through initiatives on market and socio-economic barriers and location-specific gendered root causes.

SNV will implement the programme jointly with five other Ethiopian/ international NGOs, who will deliver their work in specific clusters. Together, these clusters will integrate technical expertise, and they will support the programme’s ecosystem to achieve longer-term systems change for youth employment in agriculture.

Role of the MEAL coordinator

This is an exciting opportunity for someone who is passionate about designing Monitoring, Evaluation and Learning (MEL) systems for strategic and large-scale programmes, and creating the necessary processes to identify learnings to inform future projects and improve overall impact on creating sustainable entrepreneurial opportunities for young women in the agricultural sector.

In this role, you will guide and design learning, monitoring and evaluation activities, supervising a team of data, programme quality, and learning and knowledge advisors. The ideal candidate will guide SNV and consortium staff to design, use and adapt tools and processes to monitor the programme activities, evaluate the outcomes and impact of the programme, and generate learning for SNV and for the agri-food sector as a whole.

Duties and Responsibilities

MEL management and technical quality assurance:

  • Responsible for implementation and oversight of all MEL activities for the programme

  • Guide and define the strategy for following up on key assumptions of the ToC, generating learning and contributing to the programme steering

  • Guide the designing of appropriate M&E mechanisms and reporting protocols (MEL plan, annual workshops, pause and reflect sessions, MEL reporting etc)

  • Lead the regular review of programme design (TOC and Log frame) at least annually and ensure MEL reporting to the programme team and country office, as well as externally to the donor reflecting learning and evidence from the ground

  • Responsible for guiding the design and implementation of key studies for monitoring the programme impact and indicators (such as baseline, mid-term evaluation, final evaluation, etc.)

  • Identify opportunities to provide and present insights from evaluations and learning internally and externally, to contribute to decision-making and strategic planning processes in the programme, as appropriate

  • In collaboration with the rest of the project team develop knowledge management strategies for the projects

  • Support team-wide efforts to make learning a core part of the programme management process so that key learning questions are answered.

Team management

  • Supervise and coordinate the work of the MEL team, composed of a database advisor, a data analyst, a programme quality advisor, and a learning and knowledge advisor.

Stakeholder relationship management:

  • Provide advice and guidance on MEL to programme staff and consortium partners

  • Identify and design capacity-building initiatives to upskill SNV’s project staff and consortium partners' staff on MEL practices.

  • Represent SNV in external events to share insights into organisational and programme evidence and learning.

Job Requirement

Basic Qualifications:

  • Master's degree in Political science, International development, Agriculture, Social research, or other related fields of study.

  • Minimum 10 years of relevant experience in MEL design and implementation.

  • Minimum 5 years of experience in team management of MEL staff.

  • Solid understanding of young women's agri-premiership specificities in the Ethiopian context

Additional Information

  • Contract Type: National - Full time

  • This position will be based on Donor Funding and approval confirmation.

  • Expected start date: February 2025

  • Duty Station: Addis Ababa - Ethiopia

  • Contract Duration: Two years with the possibility of extension based on performance.
