Job Description
The Chief Procurement officer will coordinate the school purchases (local and overseas), deal with the vendor negotiations and analyze trends in vendor pricing and purchase activity to determine the correct timing of purchases and ensure the best value for money; He/she will lead the Procurement Coordinator, Procurement Officer and procurement assistant.
Responsible for a complete centralized purchasing and distribution program for the entire school and departments.
Implement best practices and procedures for the procurement function,
Maintain an up-to-date file of local and foreign companies to assure securing the best prices available on the desired product, consistent with quality, service and timely delivery.
Coordinate all phases of centralized purchasing, proposals, POs and contracts.
Coordinate with the accounting team to ensure respect for the invoices' payment terms.
Negotiate and prepare contracts for the procurement of school goods and services.
Track and inform the requestor of any delays in delivery.
Ensure that items ordered are specifically detailed, in order for the supplier to deliver quality and quantity on time.
Lead the annual overseas orders and develop a short list of overseas suppliers.
Coordinate with the operations team in order to ensure delivery of overseas orders on time.
Community the delivery process with the supplier and relevant requestor to ensure that deliveries and services are delivered as per the required quality, quantity, on time and of high standard.
Conduct market research to identify potential suppliers, compare prices, and select the most cost-effective options without compromising on quality.
Initiate requests toward vendors, inspect and verify supplies received against invoice and packing slip (quality/quantity/cost).
Analyze usage patterns and historical data to estimate future supply needs accurately.
Identify reliable vendors and suppliers and establish and maintain strong relationships and negotiate favorable terms and resolve any issues or disputes that may arise.
Evaluate vendor performance, including quality, pricing, and delivery time, and make recommendations to the supervisor when updating the vendor list.
Prepare regular reports on procurement activities, highlighting key metrics, budget utilization, and any significant issues or improvements.
Establish a comparison chart for the consultation and call for bids and participate in bid openings and reviews.
Purchase Supplies for all Operations-related Business.
Other duties as assigned by the Director of Operation
A. Education: Masters in leadership, management, supply chain, governance or related fields or Degree in Economics, Business, Supply chain or similar field.
B. Essential Certificates: Procurement and logistics
C. Experience: Minimum (5) years for Masters and five (7) years experience working in Procurement areas.
D. Preferable: Experience as Senior procurement Team lead. VIDID
E. Skills: Leadership, multicultural working environment and excellent communication.
F. Required: Applicants must be willing to undergo reference checks with previous employers and an enhanced criminal record check.
G. Language: English and Amharic Mandatory and Other local language essentials
